Too Many Minority Babies, Feds Say of Teen Births

Although the rate of abortion among minorities is disproportionately high compared to white Americans, in a new report, President Obama's Centers for Disease Control and Prevention (CDC) is lamenting that too many black and Hispanic babies are surviving teenage pregnancies.

The Hispanic teen birth rate fell by half over about eight years, and the black teen birth rate dropped nearly that much. But even with those declines, the white teen birth rate is still only half as high, the Centers for Disease Control and Prevention reported Thursday.

. . . in the new report, the CDC focused on 2006 through 2014 — the most recent phase of the decline, when the fall was steepest.

The recent drops in the black and Hispanic teen birth rates look more dramatic in part because they started at far higher rate, Albert said. The Hispanic rate fell 51 percent — from 77 to 38 births per 1,000 Hispanic girls ages 15 to 19. The black rate fell 44 percent — from 62 to 35 per 1,000.

The white rate fell 35 percent, from 27 to 17 per 1,000.

The birth rate among teenagers in the United States has fallen to a historic low, with births by black and Hispanic teens down by nearly half over the past decade, the Centers for Disease Control and Prevention (CDC) said on Thursday.

But officials said the U.S. teen birth rate was still too high, especially for minorities, and more work was needed.

"While reasons for the declines are not clear, teens seem to be less sexually active, and more of those who are sexually active seem to be using birth control than in previous years," the CDC said.

"The United States has made remarkable progress in reducing both teen pregnancy and racial and ethnic differences, but the reality is, too many American teens are still having babies," CDC Director Tom Frieden said in a statement.

The first [speculated cause for the drop in teen birthrate] is the most important and may be obvious: Today's teens enjoy better access to contraception and more convenient contraception than their predecessors, and more of them are taking advantage of innovations like long-acting injectable and implantable methods [LARC] that can last years over a daily birth control pill. But the second cause is something that goes against the conventional wisdom. It's that teens -- despite their portrayal in popular TV and movies as uninhibited and acting only on hormones -- are having less sex.

Veronica Gomez-Lobo, director of pediatric gynecology at Children’s National Medical Center, said the trend of abstinence has been mostly among younger teens rather than older ones. While there's not good data on why this is happening, she thinks of it as a “contagion” factor. So many teens are waiting to have sex, she suggests, that the peer pressure goes the opposite way than it might have in the past.

“We think this is a very healthy trend,” Gomez-Lobo said.

Government Predicts Black Men Will Get Gay Disease

In a first-of-its-kind analysis, President Obama's Centers for Disease Control and Prevention (CDC) reported this week that African-American males who engage in anal sex have a 50-50 chance of contracting HIV during their lifetime.  The risk for Latino men is 25%.

The report, released at the Conference on Retroviruses and Opportunistic Infections in Boston, is the first to take a look at any given person's lifetime risk of becoming infected with the human immunodeficiency virus (HIV) that causes AIDS.

"At current rates, 1 in 2 African American men who have sex with men (MSM) and 1 in 4 Hispanic MSM will be diagnosed with HIV in their lifetime, compared with 1 in 11 white MSM," CDC said.

The CDC has been warning for years that people most at risk of HIV are not getting tested for it nearly often enough. . . .

The findings present a stark reminder of the threat still posed by the AIDS virus 35 years after the illness was first detected, despite progress in treatment and prevention.

“It was really a clarion call,” said Dawn Fukuda, director of the HIV/AIDS division at the Massachusetts Department of Public Health, who heard the report presented at the international Conference on Retroviruses and Opportunistic Infections in Boston. “These are numbers that are pretty astounding.”

The report from the Centers for Disease Control and Prevention is the first to project the lifetime risk of HIV infection state-by-state and among certain groups of people. Based on death data from 2009 through 2013, the CDC concluded that gay and bisexual men, African-Americans, and people who live in the South have the highest risk of infection.

Fewer Abortions, but Most are Blacks & Hispanics

In a new report, President Obama's Centers for Disease Control and Prevention compiled statistics showing that the number of unborn babies killed in the U.S. continues to decline each year.  The report also shows that well over half of all abortions where race was recorded were on black or Hispanic women, but in New York City, these minorities accounted for over three-quarters of the dead babies.

The number of abortions performed in the United States hit an historic low in 2012, continuing a 25-year-long gradual decline, according to a new report from the Centers for Disease Control.

About 699,000 abortions were reported to the CDC in 2012 - a 4 percent drop from the year before, or about 31,000 fewer abortions, the CDC said.

"From 2003 to 2012, the total number, rate and ratio of reported abortions decreased 17 percent, 18 percent and 14 percent, respectively, and reached their lowest level in 2012 for the entire period of analysis," the CDC said in its report.

In 2012, the abortion rate fell 5 percent to 13 abortions per 1,000 women of child-bearing age. That is about half what it was in 1974, the year after the landmark Supreme Court decision that established a nationwide right to abortion.

The CDC data is not a complete national picture. It's based on reports from health departments in 47 states, Washington and New York City. California, Maryland and New Hampshire don't report abortion numbers.

Earlier this year, The Associated Press surveyed health departments in 45 states, gathering more recent data, mostly from 2013 and 2014. The AP found that abortions continued to fall in those years. Declines were seen in states that have passed anti-abortion laws as well as in more liberal states.

Among these abortions categorized by race and ethnicity – see Table 12 in the surveillance report – the CDC says there were 148,971 black babies killed by abortion in 2012 (36.7% of the 405,795) and 75,868 Hispanic babies (18.7%).

For whites, there were 152,673 abortions, or 37.6% of the total. In another category labeled “other” there were 28,283 abortions, or 7% of the total. The “other” category includes Asians and Native Americans, as well as ethnicity reported as “unknown.”

The Census Bureau says that blacks make up 13.2% of the U.S. population and Hispanics comprise 17.4% of the population. Combined, blacks and Hispanics make up 30.6% of the population, yet 55.4% of the abortion reported by race were of black and Hispanic babies.

The CDC also got numbers from New York City broken down by race: white, black, Hispanic, and other.

In total, there were 70,997 abortions in New York City in 2012. Among those abortions, 31,328 were black babies (44.1%); 22,917 were Hispanic babies (32.3%).

Also, there were 9,704 white babies aborted (13.7%), and 7,048 “Other” babies aborted (9.9%) in New York City in 2012 – the "Other" children were Asian, Native American, or of “unknown” ethnicity.

Blacks make up 25.5% of the population in New York City, according to the Census Bureau, and Hispanics comprise 28.6% of the population. Yet Hispanics and blacks equal 76.4% of the abortions in New York City.

GOP Gov. Decrees 'Gay Rights' for Contractors

Yet to complete his first year in office, Massachusetts Republican Gov. Charlie Baker has issued an executive order for affirmative action for LGBT-owned businesses, thus mandating that the state's Supplier Diversity Program (SDP) target a portion of its billion-dollar spending to one of the wealthiest minorities (the sexually deviant), and therefore de-emphasizing preferences for disadvantaged minority groups of common parlance (blacks, hispanics, women, etc.).

Baker on Tuesday announced changes to a state program to ensure that companies bidding on contracts come from a wide range of backgrounds.

Baker said his administration is committed to ensuring diversity as the state works with business suppliers and contractors to extend economic prosperity to more communities throughout Massachusetts.

Baker said the changes include what he described as a first-in-the-nation LGBT-owned business certification partnership between the state and the National Gay and Lesbian Chamber of Commerce’s certification process which he said is recognized by many Fortune 1000 companies.

The changes are part of the state's Supplier Diversity Program, which uses internal rules for agencies, and contracting power with vendors, to send work to companies whose owners have certain demographic certifications. Those certifications come in some cases from government entities and in other cases from private organizations. . . .

In dealings with vendors, the preferences are reflected during the bidding process. Generally, the state won't sign contracts with companies that haven't certified that they're either owned by members of specific groups or themselves do business with companies owned by members of certain groups. Companies that fail to make good on those commitments can be excluded from future deals with the state.

While factoring demographics into contracting decisions is longstanding practice for Massachusetts, the state may be the first in the country to single out LGBT-owned businesses for preferential treatment.

The state introduced the diversity initiative in 2010 as a way to provide minority- and women-owned businesses with equal access to state contract bidding processes for construction, design, goods, and services. In 2013, businesses owned by service-disabled veterans were added to the mix.

The new policy is the result of a year of talks between the governor’s office and the National Gay and Lesbian Chamber of Commerce, which will certify businesses as LGBT-owned for the state, according to Jonathan Lovitz, the NGLCC’s vice president of external affairs. (Such a classification requires that 51% or more of a company is owned by lesbian, gay, bisexual, or transgender individuals.)

The executive order recognizing LGBT-owned businesses is the only statewide initiative of its kind, but the NGLCC has made inroads at the local level. . . .

Under former Gov. Deval Patrick [Democrat], Massachusetts established a "supplier diversity program." The program provided technical assistance to businesses owned by women, minorities and disabled veterans. It required any contractor bidding on a state project that cost more than $150,000 to commit to spending a percentage of the money on diverse subcontractors or suppliers. This gave women and minority-owned businesses a competitive edge in getting work from state contracts. In fiscal year 2014, businesses certified under the supplier diversity program received $991 million in state contracts, out of approximately $4 billion in total state spending on goods and services.

Baker also announced plans to create new categories that will benefit from the supplier diversity program – businesses owned by gays and lesbians and businesses owned by people with disabilities. The state will first determine how many businesses fit those categories before setting goals for how much money must be spent with them.

The changes will apply to state contracts for goods and services. Baker plans to announce additional changes for construction contracts in the future.

The program — which helps certain groups gain preferential access to state spending — and its expansion may seem at odds with traditional Republican orthodoxy. But speaking to reporters, Baker insisted that it does not give anyone a leg up, but rather just levels the playing field for all.

Groups of people considered disadvantaged include African Americans, Cape Verdeans, Hispanics, Asian Americans, American Indians, Eskimos, and Aleuts.

“Even his far-left predecessor, Deval Patrick, did not go this far,” he added.

“When Baker told the Boston Globe that he was ‘to the left of Barack Obama on social issues’ a lot of people didn’t take him seriously. They certainly do now.”

Although President Obama serves as a personal model of the responsible father in a stable marriage and family, his government policies have exacerbated the liberal ideals of the past half-century.  While the president announces yet another government effort today to make up for the liberals' destruction of the family, especially of minority populations, he champions every anti-family policy imaginable.

It is a stark and sobering fact of American life in the 21st century -- black, Hispanic and Native American boys and young men are less likely to graduate, stay out of jail and get a job than those who are white.

Chances are greater they'll grow up with a single parent or none at all, won't read well, and will get suspended or expelled from school or just drop out.

Saddest of all, such statistics aren't new or particularly shocking in a society that has come to expect such class, racial and ethnic disparities.

President Barack Obama launched his "My Brother's Keeper" initiative three months ago to focus on solutions to such chronic and deep-rooted social ills. The initiative included a task force to examine the issue, and an invitation for businesses and foundations to help out.

During an emotional speech at the White House, delivered before a backdrop of young black and Latino men from Obama’s hometown of Chicago, the president implored Americans of all colors to shake their complacency over the dire outcomes of minority men and help provide them pathways to success.

This morning, the task force released its first report to the president, in which they outline a broad set of guiding principles and recommendations. The recommendations include launching a national mentor-recruiting campaign, eliminating suspensions and expulsions of preschoolers, encouraging a culture of reading at home and growing youth summer programs and pre-apprenticeships.

The initiative calls on filling the gaps for young men of color at critical times in their lives, including early education, when these boys often fall behind in literacy and math. The task force recommends universal access to high-quality early childhood care and education, saying, “pre-school for all is a vital component to the administration’s so-called ‘opportunity agenda.’” And later, as students prepare to graduate from high school, that students are college-ready. But even further, the task force suggests helping these young people through college with stronger college counselors and, after graduation, expanded access to mentorship programs and internships. It’s what the task force describes as a “cradle-to-college-and-career approach.” (emphasis added)

. . . Boys of color are too often born into poverty and live with a single parent. . . . Too many of these boys and young men will have negative interactions with the juvenile and criminal justice system, and the dream of a college education is within grasp for too few.

. . . Today, the President met with his Cabinet to discuss the Task Force’s initial assessments and recommendations and the President called on the American people to get engaged through mentorship opportunities nationwide.

It is important that all children have caring adults who are engaged in their lives.  But too many young people lack this support.  For example, roughly two-thirds of Black and one-third of Hispanic children live with only one parent.   Moreover, research suggests that a father's absence increases the risk of his child dropping out of school among Blacks and Hispanics by 75 percent and 96 percent respectively.  We see significant high school dropout rates—as high as 50 percent in some school districts—including among boys and young men from certain Southeast Asian and Pacific Islander populations. And some 27 percent of American Indians and Alaska Natives live in poverty, compared to 11.6% of White Americans.

The President is calling on Americans interested in getting involved in My Brother’s Keeper to sign up as long-term mentors to young people . . .

Obama-Schooling Should Begin at Age 18 Months

It goes beyond ObamaCare . . .

According to new research published in Developmental Science, President Obama's previously-announced plan to initiate government indoctrination of children at age 3 or 4 is too late.  The latest study shows that the government should take control of all low-income children no later than 18 months after birth, lest their development lag the more affluent children.

Stanford researchers have now found that these socioeconomic status (SES) differences begin to emerge much earlier in life: By 18 months of age, toddlers from disadvantaged families are already several months behind more advantaged children in language proficiency.

The study, published in Developmental Science, is the first to identify an "achievement gap" in language processing skill at such a young age and could inform strategies to intervene and bring children up to speed.

"By 2 years of age, these disparities are equivalent to a six-month gap between infants from rich and poor families in both language processing skills and vocabulary knowledge," [Stanford associate professor of psychology, Anne] Fernald said. "What we're seeing here is the beginning of a developmental cascade, a growing disparity between kids that has enormous implications for their later educational success and career opportunities."

Nearly two decades ago, a landmark study found that by age 3, the children of wealthier professionals have heard words millions more times than those of less educated parents, giving them a distinct advantage in school and suggesting the need for increased investment in prekindergarten programs.

Now a follow-up study has found a language gap as early as 18 months, heightening the policy debate.

President Obama has called for the federal government to match state money to provide preschool for all 4-year-olds from low- and moderate-income families, a proposal in the budget that Congress voted to postpone negotiating until later this year. The administration is also offering state grants through its Race to the Top Program to support early childhood education. Critics argue, however, that with so few programs offering high-quality instruction, expanding the system will prove a waste of money and that the limited funds should be reserved for elementary and secondary education.

The National Governors Association, in a report this month calling on states to ensure that all children can read proficiently by third grade, urges lawmakers to increase access to high-quality child care and prekindergarten classes and to invest in programs for children from birth through age 5.

Steven Barnett, director of the National Institute for Early Education Research, said [Monday, launching the campaign "Preschool Nation"].

The campaign, an effort by about 30 organizations, is being headed by Los Angeles Universal Preschool [LAUP], a non-profit that funds preschool services to some 11,000 youngsters in Los Angeles County.

During the period 2009-2011, only 37 percent of Hispanic children under 5 were attending preschool, according to the Annie E. Casey Foundation's KIDS COUNT® Data Book.

Preschool Nation partners say the campaign is right on time. Individual states have been increasing their Pre-K efforts and the research in support of quality early education has been overwhelming.

Virginia Wate, a Los Angeles resident and mother of a preschooler, agrees. "To me, a Preschool Nation is a nation that accepts responsibility for the importance of education," Wate said. "I feel like (preschool) really builds self-esteem, and all kids should be able to enter kindergarten and feel like they know just as much as their peers."

"This campaign gives us an opportunity to create an alliance and an advocacy platform to maximize our resources and leverage every local, state and national resources to ensure that every child can have access to a quality early education experience," said Celia C. Ayala, chief executive officer of LAUP.

The [U.S. Census] figures, released Thursday, [show] Single-mother families in poverty increased for the fourth straight year to 4.1 million, or 41.5 percent, coinciding with longer-term trends of declining marriage and [thus increased] out-of-wedlock births. Many of these mothers are low income with low education. The share of married-couple families in poverty remained unchanged at 2.1 million, or 8.7 percent.

By race or ethnicity, a growing proportion of poor children are Hispanic, a record 37 percent of the total. Whites make up 30 percent, blacks 26 percent.

With poverty remaining high, food stamp use continued to climb. Roughly 15.8 million, or 13.6 percent of U.S. households, received food stamps, the highest level on record.

The numbers also reflect widening economic inequality, an issue President Barack Obama has pledged would be a top priority of his administration to address. Upward mobility in the U.S. has been hurt . . .

“So basically I did not report that he lived in the home with us,” Gaines-Turner said. “I reported that I was a single parent.

“Unfortunately, the system is not set up – I’m not going to say reward – but it’s not set up to encourage people to have families; to build on what the American Dream is really about is family values,” Gaines-Turner said. “That’s what I was brought up on.

“Family values, family dreams, is for two people who love each other to be able to get married,” Gaines-Turner said. “I wanted to show my children, especially my daughters, and my sons, that if you love this person and you want to be together, you do the right thing and you get married,” said Gaines-Turner, who also has three stepchildren. “You don’t stay shacked up.”

From "Single Moms: Pew Research Center Finds That Moms Are Breadwinners In 40 Percent Of Households" by Huffington Post 5/30/13

Based on an analysis of data from the U.S. Census Bureau, Pew found that 40 percent of households with children under the age of 18 include mothers who provide the sole or primary source of income for the family, up from just 11 percent in 1960. They attribute this growth to the increasing number of women in the workforce.

And the majority of these breadwinning moms are single parents: 63 percent -- or 8.6 million -- are single mothers, and 37 percent (5.1 million) are married mothers who out-earn their husbands.

However, the two groups differ greatly in income; the median total family income for homes with married mother breadwinners was nearly $80,000 in 2011, compared to $23,000 for families led by a single mother [thus, below the poverty level in most cases].

. . . 64 percent of those surveyed said that the increasing number of single mothers in the U.S. is a "big problem," though that percentage is down from 71 percent in 2007. And young adults are less concerned about single moms than older adults; 42 percent of adults under 30 view the growing number of single moms as a big problem, compared to 65 percent of adults in their 30s and 40s and 74 percent of adults aged 50 and older. Republicans (78 percent) are also more likely than Democrats (51 percent) to view this trend as a big problem.

Abortion Clinics Close in Most States Since 2010

Since 2010, there are now at least 54 fewer locations in America killing unborn children in 27 states, according to a survey by the Huffington Post, as a result of an increase in pro-life state legislatures and governors across the nation.  Only Nebraska and Massachusetts have added an abortion clinic during this time frame.
Meanwhile, abortion advocates raise money targeting minorities and low income for abortions.

. . . the other 21 states and the District of Columbia, most of which have not passed new anti-abortion laws since 2010, were unable to accurately count their clinics because their health departments do not license abortion providers separately from other kinds of medical providers. The Huffington Post's tally did not include hospitals that provide abortions.

A comprehensive survey by The Daily Beast found that as of January 2013, 724 abortion clinics remained operational across the U.S.

While states have been passing abortion restrictions since long before 2010, the recent legislative trend has been to directly target abortion providers and make it harder for them to operate. In addition to passing mandatory waiting periods and mandatory ultrasounds, states are passing so-called "TRAP" laws -- the Targeted Regulation of Abortion Providers. These laws often require abortion clinics to undergo extensive and costly renovations in order to become ambulatory surgical centers, which are essentially mini-hospitals.

Representatives from such abortion rights organizations say new restrictions are disproportionately affecting women whose income is below the poverty line, about 42% of those who have abortions.

As a result, low-income women are increasingly seeking assistance from little-known abortion funding groups, including the Lilith Fund. The mainly volunteer-run nonprofits in 40 states offer advice, grants and sometimes interest-free loans, raising money with wine tastings, yard sales and casserole cook-offs.

Many of the organizations were started in the late 1970s after Congress banned the use of federal money for abortion, with a few exceptions. Most states still do not cover abortion through Medicaid. And many private insurance policies also do not pay for the procedure. For low-income women, the funding groups are often their last resort.

A national coalition of 103 abortion funds provided $3 million in assistance to 21,000 women last year . . .

Whenever a legislator proposes safety regulations for abortion facilities, the abortion industry always plays the part of the victim to drum up sympathy and support for their cause. They often claim safety regulations are unnecessary because complications from abortion rarely arise. Abortion complications may be rare. However, that doesn’t mean they don’t happen and that clinics shouldn’t be required to be prepared for them.

According to the Guttmacher Institute, which strongly supports abortion, approximately 0.5% of abortion patients have a complication that requires hospitalization. That’s likely a low figure, but let’s assume that they’re right for the sake of argument. When you consider that there are well over one million abortions performed in the United States annually, the number of patients requiring hospitalization after an abortion would be over 5,000! Don’t these 5,000+ women deserve optimal care?

Abortion organizations like Planned Parenthood claim they care about women’s health. If they really cared, they wouldn’t oppose safety measures for their clinics.

Liberals Want Blacks & Hispanics Killed in Texas

As the Republican-controlled Texas government enacts new restrictions on abortion, the minority population in the state opposes the Democrat advocacy of abortion, and for a good reason:  The vast majority of all abortions in Texas are Hispanic and black babies.

There’s just one problem: Latinos as a group oppose abortion more strongly than most other voting groups.

And Steve Munisteri, the chairman of the Texas Republican Party, cited a poll by the Wilson Perkins Allen research firm that found a 2-1 “pro-life” margin among the state’s Hispanic voters. The poll, conducted for the state GOP, showed that 62 percent of Texas Hispanics who voted in the 2012 election described themselves as pro-life while just 32 percent called themselves pro-choice, according to Chris Perkins, the pollster who worked on the survey.

In Texas in 2009, abortionists killed 77,152 unborn babies, according to the CDC.

Of those 77,152 babies aborted in Texas, 24,457 (or 31.7 percent) were non-Hispanic white babies, 19,152 (or 24.8 percent) were non-Hispanic black babies, 29,576 (or 38.3 percent) were Hispanic babies, and 3,967 (or 5.1 percent) were babies of other races or ethnicities.

Planned Parenthood, a vocal opponent of the Texas bill that would outlaw abortion after the 20th week of pregnancy, was founded by Margaret Sanger, who argued that some Americans should be sterilized or segregated.

Our largest entitlement programs — Social Security and Medicare — are both built on [the first German Chancellor, Otto von] Bismarck’s model: current workers support retirees. Today’s politicians, however, ignore the changes that have occurred in the last 123 years. In 2013, life expectancy has doubled, but the retirement age has remained relatively static. Compounding this problem is a declining birth rate that is less than half the rate when social insurance was introduced, and a declining participation rate in the workforce. The iron chancellor also never anticipated politicians, elected to feel the public’s pain, who couldn’t say “no” to the growth of entitlements by putting them on budget autopilot. Nor have our politicians come to grips with the explosion of technology that demands a highly educated workforce. The failure of our public primary and secondary-education system means fewer educated workers to support the retirees.

The impending implosion is seen in the 2012 federal spending numbers. . . .

The Census Bureau’s new national population projections released this week forecast markedly lower growth for the nation in the coming decades—especially from immigration—than the last official projection in 2008. In fact, the bureau’s new projected population of 420.3 million in 2060 is below its previous projection of 439 million for a decade earlier, in 2050. The bureau’s new projected population for 2050 is 399.8 million.

A comparison of the bureau’s 2008 and 2012 projections for the year 2050 indicates that most of the 39.2 million gap in the total population forecast is due to scaled-back assumptions about the level of new immigration to the U.S. But another notable factor in the lowered population projection was that the bureau also lowered its forecasts for birth levels.

The Census Bureau’s new projections include a population gain from births by 2050 that is 17.8 million lower than it had forecast only four years ago. From 2012 through 2050, the Census Bureau projects a total of 175.4 million births, compared with 193.2 million in its 2008 projections.

The Census Bureau projection included a forecast for the total fertility rate, which is the expected number of children that a typical woman will have during her lifetime, based on current-year birth rates for each age group. The total, 2.0 in 2012, is projected to decline to 1.91 by 2060. By then, the Census Bureau said, but only the Hispanic population will have a rate (2.15) large enough to replace itself.

The new [population] projections, based on the 2010 census, are based on recent trends in fertility and immigration. The number of babies born per 1,000 women of childbearing age (also called the “general” fertility rate) fell to 63 in the 12 months that ended in June of this year, the lowest since at least 1920, and well below the recent high of 69 recorded in 2007. That is partly because the average age of women of childbearing age has increased. The “total” fertility rate adjusts for the age of the population and extrapolates how many children each woman will have over her lifetime. This, too, has fallen, and at 1.9 it is below the replacement rate of 2.1. America’s fertility rate is still higher than the average for the OECD, but has fallen sharply since 2007.

. . . Structural as well as cyclical factors are at work. Mark Mather of the Population Reference Bureau, a research outfit, notes that couples have been getting married ever later in life; in 2011 the median age at first marriage was 28.7 and 26.5 for men and women respectively, the highest on record. A rising share of women in their early 40s are childless. In this respect America may be following the experience of Europe.

Though it will be two decades before today’s lower fertility affects the ranks of workers, America can ill afford it. Growth in its labour force has slowed dramatically since the recession; in November it was only 1% larger than at the end of 2007, a period in which the working-age population grew by 5%. This is partly because of the weak economy, which has driven many people into early retirement, others on to disability payments, and some out of the job hunt altogether. Nevertheless, the Congressional Budget Office sees the potential labour force (that is, after excluding purely cyclical influences) as growing by only 0.5% a year in the coming decade, largely because the population is ageing. That puts ever more of the burden of supporting old-age benefits on a stagnant population of workers.

The decline in birthrates was seen to be heaviest among Mexican-American women and those women who had immigrated from Mexico, falling as much as 25.7 percent.

Despite enjoying the highest fertility rates in the country, both immigrant and native-born Latinas are choosing to have smaller families - leaving them with bithrates smaller than non-Hispanic Whites, black and Asians.

This is a complete turnaround in a trend which saw immigrant mothers account for a rising share of births within the United States.

. . . interviews with younger Latinas, who said that for them the reasons for having fewer children is because they have greater access to contraception [and government-funded sterilization] and women's health education [such as Planned Parenthood].

The new figures have led in part to the total number of American births for 2011 falling to a record low - and around half of what it was during the baby boom years.

Surely a looming demographic explosion justifies the Affordable Care Act, and its oft-critiqued HHS mandate that offers contraception, sterilization, and abortion-inducing drugs with no out of pocket costs. Supporters of the stimulus plans stated that fewer births would lead to cost savings for financially strapped states, and the HHS mandate was justified by the Institute of Medicine because “cost savings due to contraceptive use [are] estimated to be 19.3 billion.”

. . . Unfortunately, this perception is far from reality. There is no baby-boom – there is a birth-dearth. And, yes, there is economic stagnation and looming long-term economic decline, but this is exacerbated (or perhaps caused by) the decline in birth rates.

We have witnessed this in the disastrous economic situation throughout Europe, which is due in part to extremely low birth rates. Europe’s fate appears increasingly likely for the United States. We are not having enough babies to replace our current population levels. More specifically, married couples are having too few children, and increasingly, babies are being born outside of the stable environment of a home with a mother and father.

. . . Preliminary numbers indicate that 3,953,593 babies were born in the United States in 2011. This is a drop of 1% from 2010 and nearly a 10% drop since 2007. Last year, the general fertility rate was 63.2 births per 1000 women, which is the lowest rate ever reported for the United States.

The average number of kids per household today is about 2.0 in this country, which isn’t even meeting the replacement level of 2.1 needed to maintain the population for future generations to come. The slow growth in the United States population seen in recent years is due to immigration and people living longer.

Sixty-two percent of U.S. women of reproductive age used contraception, mostly birth control and sterilization, during 2006-2010, officials say.

Jo Jones, William Mosher and Kimberly Daniels of the Division of Vital Statistics, National Health Statistics Reports -- part of the Centers for Disease Control and Prevention -- said their report presented national estimates of contraceptive use among women of childbearing ages 15-44 from 2006 to 2010.

Of the women using a contraceptive in the month of the interview, 10.6 million women, or 28 percent, used birth control, while 10.2 million women, or 27 percent, said they used sterilization.

Women in California and Texas have varying access to "getting their tubes tied" immediately after giving birth, according to a new study, but the reasons are still unclear researchers say.

Differences in federal funding could explain some of the discrepancies. Federal funds through Title X and Medicaid programs reach more women in California than Texas . . .

Nonetheless, surgical sterilization remains very popular in the U.S. and nearly a third of women with children use it for family planning purposes, according to some estimates.

A 2011 study from the Centers for Disease Control and Prevention, for example, found that tubal sterilization was performed following every one in 13 births in the U.S. between 2001 and 2008 . . .

Although Planned Parenthood, the nation's largest abortion mill, claims it's coincidental that a disproportionate number its facilities are located in minority neighborhoods, it has chosen the predominantly Latino Roosevelt High School of Boyle Heights (Los Angeles) for its first in-school facility.

Students can visit the on-campus health clinic to get free birth control, pregnancy tests, counseling and screening for sexually transmitted diseases – the first program of its kind in the country, according to the Los Angeles Times.

Birth rates among teenagers are down throughout California and Los Angeles County, but certain areas within the county, like the heavily Latino and low-income neighborhood around Roosevelt High School, buck that trend.

Roosevelt High School started offering contraception and counseling in 1997, but in 2006, that support from a local hospital ended and the school could no longer provide free contraceptives.

Students are also trained as peer advocates to talk to their classmates about STDs and pregnancy prevention.

Nurse practitioner Sherry Medrano, who runs the Roosevelt health clinic, said teenagers rarely go outside their comfort zone for family planning. By law, students can go to Medrano and her staff without the permission of their parents. "They feel much safer and much more comfortable coming to a school-based health clinic," she said.

The 16-year-old student said she felt relieved to know that she could visit the clinic without telling her mother. "Just knowing you can come somewhere to get birth control just feels good," she said. 'It's a relief."

Planned Parenthood's Los Angeles executive director, Sue Dunlap, said Latino families generally want access to information and care. "We really don't experience the traditional narrative of angry parents not wanting access to reproductive care in the schools," she said. "It's really the opposite."

While the law prevents these clinics from being used to “provide” abortions, it encourages groups like Planned Parenthood to make abortion referrals. The law’s stated purpose for these clinics is to provide “counseling” and “referrals,” which could include abortions and abortion related services.

U.S. Teenage Birth Rate Lowest on Record

The federal government says that births to U.S. girls aged 15 to 19 continued to decline from the peak in 1991. Although some of the decrease is attributable to a documented increase in abortions, and perhaps to effective use of contraceptives (which cannot be documented), numerous studies have shown the effectiveness of abstinence education during this decades-long period.

The report by the National Center for Health Statistics says the actual number of teen births in 2010 was the lowest since 1946. It credits "strong pregnancy prevention messages" and says contraceptive use "may have contributed."

The new numbers elaborate on federal data released in November that found the teen birthrate dropped 9% from 2009 to 2010, to a historic low of 34.3 births per 1,000 teens. That's down 44% from 61.8 in 1991. The all-time high was 96.3 during the Baby Boom year of 1957.

Nearly every state saw a decline in teen births from 2007 to 2010, with the biggest drop in Arizona at 29 percent. Rates stayed about the same in three states: Montana, North Dakota and West Virginia.

The rate for teenage moms reached its lowest point since record-keeping began in 1940. The rate fell 9 percent to about 34 per 1,000 girls ages 15 through 19. The decline was seen among all racial and ethnic groups.

Since 1991, the overall teen rate has dropped by 44 percent.

Birthrates also fell for each race and ethnic group. In three groups of teens - blacks, American Indians, and Alaska Natives and Asian and Pacific Islanders - the 2010 rates were more than 50 percent lower than the 1991 peak.

Teen birthrates also have fallen in every age group. The 2010 rate for the vulnerable 10-to-14 age group reached a record low of 0.4 births per 1,000.

A new demographic study shows that the nation's largest abortion corporation locates its clinics in mostly black and hispanic areas in order to maximize abortions performed -- areas that perpetually have the highest rates of unintended pregnancies, thus disproving the corporation's mission claims to the contrary.

. . . as far back as the mid 1900s, some wellknown eugenicists were arguing that the most effective way they could advance their agenda would be to concentrate population control facilities within the targeted communities. . . .

. . . Planned Parenthood and others within the abortion and family planning lobby took this approach when choosing locations for their facilities and that this practice continues to this day.

. . . ["Family planning" defenders] have consistently argued that the most effective way to reduce the number of abortions is to prevent unplanned pregnancies by making birth control chemicals, devices and information widely available. If that is true, in light of their concession that they have focused these things on the minority community, the obvious result should be that black women have the lowest pregnancy and abortion rates in the country.

But to the contrary, in contemporary America, the rate of pregnancy among black women is almost three times as high as it is for white women and, though they make up less than 13% of the female population, black women have about 37% of the abortions. In other words, the family planning lobby’s argument that they concentrate their facilities in minority communities because that is where the need is, cannot be reconciled with their long espoused claim about the connection between contraception, pregnancy and abortion.

Virtually overnight, they went from claiming that they target minority communities with noble intentions to claiming that they don’t target them at all. Then, to support this revised strategy, they began quoting a new report by the Alan Guttmacher Institute (AGI) showing that only one in 10 Planned Parenthood clinics is located in a minority community.

The reality is, the research in AGI’s report had been manipulated to yield pre-determined results.
