Free Condoms Cause More Student Pregnancies: Study

A new study issued by the National Bureau of Economic Research (NBER) concludes that students at schools that provide free condoms have ten percent higher birth rates, and independent research shows that twenty percent of teens say that instruction on contraceptives encourages them to have sex.
We find clear evidence that access to condoms in schools leads to an increase in teen fertility. . . . School condom distribution programs could encourage risky sexual behaviors, promote the use of the condom over methods that better prevent pregnancy, or cause schools to shift resources away from more effective programs.
-- Kasey Buckles and Daniel M. Hungerman, Notre Dame University economists

A new data analysis of in-school condom distribution programs from the 1990s has added new complexity to our understanding of teen pregnancy prevention. Most previous studies have shown that access to free contraception decreases teen birth rates, but this is the first robust study of condom-only programs. Researchers Kasey Buckles and Daniel Hungerman of the University of Notre Dame found that teen births rose 10 percent at schools that gave out free condoms to students.

. . . The authors tracked pregnancy rates before and after the condom programs were introduced in each school, and they compared these numbers to the pregnancy rates at schools that had no condom program at all and the pregnancy rates among young women aged 20 to 24 in the same areas as the school. This allowed them to control for the possibility that broader societal shifts were driving the rising pregnancy rates in the schools that offered free condoms.

From "Not All Contraception Is Created Equal" by Dwyer Gunn, Pacific Standard 6/15/16

. . . the theoretical effects of providing free birth control to teenagers actually are ambiguous. On the one hand, condoms can prevent pregnancy if used correctly. On the other hand, providing teenagers with free birth control might increase sexual activity, and thus have the unintended effect of increasing teen fertility.

Buckles and Hungerman propose several possible explanations for their findings. Perhaps free condoms serve as a substitute for more reliable forms of birth control, such as the pill. Or perhaps they nudge a teenager who might otherwise be on the margins of becoming sexually active into engaging in sexual activity.

Ultimately, the authors suggest that their data best fits an interesting explanation that was first presented in a 1999 paper in the American Journal of Public Health, which found that condom use actually declined as condoms became more available in schools. . . .

It’s not entirely clear if today’s teens would respond to free condoms in the same way as the ’90s-era teens of Buckles’ and Hungerman’s research. Today’s teenagers are less likely to be sexually active and have access to more reliable forms of birth control, research has found.

From "Schools that distribute free condoms have higher teen birth rates: study" by Claire Chretien, LifeSiteNews 6/16/16

Buckles and Hungerman compared teen births at schools that provided students with condoms—some provided counseling on the contraceptive method and some did not—with teen girls in places without school condom programs and slightly older girls in the same location.

Leading social scientist Dr. Michael J. New told LifeSiteNews that Buckles and Hungerman’s study “breaks new ground” because there has not been as much research on the impact of condom distribution programs in high schools as there has been on the impact of oral contraceptives.

“Overall, this study adds to a substantial body of research which shows that efforts to encourage contraception use through legalization, distribution or subsidies are ineffective at best or counterproductive at worst,” continued New. “Even the Guttmacher Institute acknowledges that availability of the birth control pill in the 1960s led to higher rates of teen sexual activity. Furthermore, another Guttamcher study found simultaneous increases in contraceptive use and abortion rates in the United States, Cuba, Denmark, Netherlands, Singapore, and South Korea.”

According to Ascend — an organization formerly known as the National Abstinence Education Association — President and CEO Valerie Huber explained that the aforementioned survey her organization conducted in partnership with the Barna Group divulged that two times the number of males — compared to females — came away from condom demonstrations at schools with the message that they were expected to have sex.

“[School programs that] normalize teen sex [and imply] sexual activity is a normal part of adolescent development, [combined with] condom distribution within even the class or maybe in the school clinic [mean schools are] tacitly saying and sometimes explicitly saying, ‘Hey, as long as you use this, you don’t have to worry about any of the consequences,’” Huber insists.

The pro-family leader maintains that the misleading message that teen pregnancies and the contraction of sexually transmitted diseases will not happen to them — in addition to the fact that underdeveloped adolescent brains are incapable of making fulling rational decisions — work together to create the “perfect storm” that can devastate the lives of teens.

Rutgers Univ. Crucifying Jesus Art Draws Outrage

Photographs of so-called artwork depicting Jesus Christ crucified on a dartboard hanging prominently in the Rutgers Art Library on the College Avenue New Brunswick campus on Voorhees Mall went viral on social media causing officials to first relocate the display and then remove it entirely.
“Honestly, if this were Muhammad or some other religious figure there would have been more of an outcry, not to mention wouldn’t have been done in the first place.”

The display, named "Vitruvian Man," caught the eye of student Natalie Caruso, who said it was displayed in the Art Library. She asked staff to take it down and numerous others followed her lead in their outrage over the display, NJ.com reported.

While Caruso felt the display is unacceptable, others on the same Facebook post defended the display.

"I'm Catholic I'm not offended by this. If its an artwork in an art gallery that's someone's expression and their emotion in physical form. Jessica Pellien, director of communications at Rutgers University Libraries, said the exhibit was removed because it failed to meet the library’s policy for art displays. These policies require exhibits “to be based on University events, curricular offerings and topics of interest to the university community,” in broad terms.

“The process that the Libraries use to determine how artwork is selected for inclusion in an exhibit takes into consideration freedom of expression as well,” she said in an email. “We have concluded that the policy and process the Libraries use to select artwork for exhibitions was not followed.”

Tenn. Defunds Univ. Anti-Christian, Gay Agendas

With overwhelming majorities, legislators in Tennessee eliminated $436,000 of state funding from the Office for Diversity and Inclusion at the University of Tennessee because of its Culture War battles including the promotion of the Gay/transgender Agenda, hedonistic advocacy of "Sex Week," bans on Christmas parties, and the like.  The House version of the bill diverted tax dollars to more worthy uses such as funding “In God We Trust” emblems on police cars.

Lawmakers almost sunk their own efforts to defund the office, because the House and Senate couldn't agree where to put the [funds] stripped from the office. With the Legislature scheduled to adjourn this week, both chambers had to come to a consensus or their proposal would have failed.

James (Micah) Van Huss, R-Jonesborough, was the House Sponsor of the bill who wanted to use some of the funds to pay for the "In God We Trust" decals. Sen. Todd Gardenhire, R-Chattanooga, wanted all the money to be used for minority scholarships and he wasn't going to budge.

Van Huss wanted to know why Gardenhire's bill only defunded the office for one year. But Gardenhire and others pointed out that his bill prevented UT from ever using state funds for Sex Week or to promote gender-neutral pronouns, or for promoting or inhibiting religious holidays.

"But after one year," Gardenhire said, "if UT doesn't straighten up its act, then we come down on them harder."

Even if the bill was less restrictive than it might have been, pro-diversity advocates at the university were quick to denounce the legislation.

Micah Van Huss, a state representative who pushed for the funds to be cut off, said the bill would send a message to campus leaders. In a Facebook post, he wrote, "Nothing opens the closed minds of administrators like the sound of pocketbooks snapping shut."

. . . On Tuesday, hundreds of students walked out of class to protest the bill, and many of the students sat on university walkways to block movement. Many students who marched in the protest said that a Confederate flag hanging outside a dormitory window they passed (above) offered a perfect illustration of why the university needs the diversity office.

More protests are being planned for this weekend.

"This isn't about race — it's not about black or white," said Hensley, R-Hohenwald. "Our constituents didn't want us spending state dollars to talk about gender-neutral pronouns at UT and about not celebrating Christmas."

UT has not commented on how the diversity office would operate if the bill became law, or if the four people working in that office would lose their jobs without the state funding the office depends on. In a statement Tuesday, university spokeswoman Karen Simsen said, “It is speculative for the university to comment about pending legislation.”

From "Tenn. legislators divert university diversity funds for year" posted at KSDK-TV5 (St. Louis, MO) 4/22/16

Short of the diversity bill failing, the outcome was the second-best that University of Tennessee and diversity advocates could have expected. When demands to "defund" diversity programs surfaced last year, the discussion revolved around $19 million spent throughout public higher education on such diversity efforts as scholarships and faculty recruitment. Later, the Senate Education Committee recommended taking $8 million from the university's diversity programs.

The compromise adopted by a House-Senate conference committee and approved by both chambers essentially is the version approved earlier by the full Senate — taking money designated for salaries in the small office of diversity and inclusion, for school year 2016-17 only and using it to fund minority engineering scholarships.

The House approved the compromise 63-21, the Senate 27-3.

Free On-Campus Abortions: Calif. Students' Demand

The Associated Students of University of California at UC Berkeley unanimously passed a senate resolution forcing taxpayers to fund abortion services on campus because abortions are "necessary and relevant in student life" and "it’s important for students to do well academically."
“When medication abortion is not available at UHS (University Health Services), students who are seeking an abortion face financial, time, and travel constraint burdens that create negative impacts on academic performance and mental health. . . . Abortion is a common health-care service and access to abortion is necessary and relevant in student life.”
-- Senate Resolution 69

“The resolution does not expect students to pay for these services as I, and those who voted for it, believe that health is a right not a privilege.  The university should be providing this right to all students.”
-- Aanchal Chugh, Student Senator

The bill states that UC Berkeley students should have access to legal and safe medical abortions.

Aanchal Chugh, ASUC senator and primary sponsor of the bill, said in an email that the Tang Center staff has the ability and resources to provide these services.

From "UC Berkeley student senate says admins. should take pay cut to fund on-campus abortions" by Anthony Gockowski, Investigative Reporter, Campus Reform 3/22/16

The bill argues that inaccessibility to abortion is a violation of women’s rights and impedes academic progress. Since, the bill suggests, women make up a majority of the undergraduate student population, it is only just they be provided with any means necessary to eradicate whatever may get in the way of academic success.

The bill employs several statistics to reinforce its logic, including things like: women aged 18-24 account for 44 percent of all abortions in the United States, one in four women will have an abortion by age 30, and women make up 52 percent of UCB’s undergraduate population.

“I believe the University should reorganize funds from the administration's paychecks to university health services. Many of the administrators at UC Berkeley receive more than generous paychecks while they continue to put student health on the backburner,” Chugh said. “This resolution is demanding that the university reconsider and reprioritize its funding. Instead of investing money into the administration's paychecks, the university should be investing in students' health and safety needs.”

From "College Students Are Demanding Abortion Clinics on Campus" by Gabby Bess, Broadly 3/31/16

Most college health centers provide basic reproductive care: contraception—including IUDs—pap smears, STD testing, and pregnancy counseling. But very few colleges offer on-site medical abortions, though it would make sense. Forty-three percent of college-aged women 18-24 years old will get an abortion, according to the Guttmacher Institute, and access is crucial. Currently, there's only one clinic that provides abortions within walking distance to the UC Berkeley campus. An attempt to walk to the two nearest Planned Parenthood clinics would take you well over an hour.

A 2015 survey of gynecologic services available on 152 university campuses by American College Health Association (ACHA), an advocacy organization for advancing the health of college students, reports that only two institutions provide on-site medical abortions. That's 1.3 percent. Even more troublingly, of all the institutions surveyed, only 65.8 percent explicitly provide referrals for abortion services.

Florida Defunds Planned Parenthood, Liberals Fume

Yesterday, Florida Governor Rick Scott signed House Bill (HB) 1411 to eliminate all state funding of any organization that performs abortions.  The new law that takes effect July 1st also bans sale of aborted fetus remains and enacts requirements for fetus disposal.  Planned Parenthood, which is spending about as much money fighting the legislation as it receives annually from the state, may contest the law in court as unconstitutional.
“Abortionists will finally be held to the same standard as all other physicians who perform invasive procedures in a non-hospital setting by the requirement to have admitting privileges or a transfer agreement with a nearby hospital.  It is incomprehensible that opponents suggest the bill makes women less safe.”

State funding of abortion was already prohibited in Florida, but the law signed by the Republican governor also cut off funding for preventive services at clinics that also provide abortions.

The law appeared to be aimed at Planned Parenthood, which said on Friday that it could mean the end of birth control, cancer screenings, tests for diseases and other services for thousands of low-income women in Florida.

Cecile Richards, the president of Planned Parenthood Federation of America, said in a statement that the new law seemed “designed to rip health care away from those most at risk.”

Starting July 1, abortion clinics will be required to have admitting privileges or transfer agreements with a nearby hospital. They also will face annual inspections by the state as part of a law that sponsor Sen. Kelli Stargel, R-Lakeland, said is about ensuring women’s safety.

The American Civil Liberties Union of Florida, which has an ongoing lawsuit over a mandatory 24-hour abortion waiting period passed last year, said it hasn’t decided whether it will sue the state over the new law. The organization did decry Scott’s decision in a statement by executive director Howard Simon.

The law redefines the trimesters of a pregnancy, validating claims by state regulators last summer alleging Florida’s Planned Parenthood sites violated their licenses. And the funding cuts could affect six Planned Parenthood clinics.

To read the entire article above, CLICK HERE.

From "Florida governor signs law tightening abortion clinic restrictions" by Margie Menzel, Florida Times-Union 3/25/16

The bill, which passed largely along party lines, restricts state agencies, local governments and Medicaid managed-care plans from contracting with organizations that own, operate or are affiliated with clinics that perform elective abortions. Duval County is one of the health departments with a Planned Parenthood contract that may be affected by that provision.

Senate sponsor Kelli Stargel, R-Lakeland, said on the Senate floor that the bill would likely close six of Florida’s 65 abortion clinics.

Additionally, the bill changes the definition of a first trimester to the period from fertilization through the end of the 11th week of pregnancy. That’s a different definition than the state has used in the past, but it’s consistent with an administrative action last year by the Florida Agency for Health Care Administration, which alleged that five clinics — including three Planned Parenthood facilities — performed second-trimester abortions without the proper licenses. Clinics have filed challenges, contending that the state changed the definition of a first trimester without notice.

From "Gov. Rick Scott Signs Abortion Bill Into Law" by Lynn Hatter, WFSU (PBS & NPR Tallahassee, FL) 3/25/16

“Would I like a bill that outlaws abortion? Sure. But that’s not what this bill does. Because that’s unconstitutional. Because we’re allowed to have a woman’s right to choose," Stargel argued prior to the bill passing the Senate.

Meanwhile, the Florida Family Policy Council is claiming a major victory. Last year the council’s John Stemberger criticized Governor Rick Scott for not banning state funding from flowing to Planned Parenthood after false accusations last summer that planned parenthood was illegally selling fetal remains caused a national uproar.

“We would have liked for him by executive order to de-fund Planned Parenthood without having to go through this process," Stemberger said. "But we are pleased he signed this today. He did the right thing, and so we’re happy about that. We wish he would have exercised leadership, but he followed the leadership of the legislature and the same result has occurred.”

Florida’s Planned Parenthood Clinics say they’ll weather the coming storm. Public dollars are already prohibited from funding abortions, but the bill would cut off reimbursements for routine preventive services as well if they are done by an abortion provider.

To read the entire article above, CLICK HERE.

From "Gov. Rick Scott signs abortion restrictions bill into law" by Gray Rohrer, Orlando Sentinel 3/25/16

The law, which takes effect July 1, requires doctors performing abortions to have admitting privileges at a nearby hospital, requires annual licensure inspections for clinics and bans the purchase, sell or transfer of fetal remains. The law upgrades the failure to properly dispose of fetal tissue from a second-degree misdemeanor to a first-degree misdemeanor.

A similar law in Texas, which women’s health activists say has helped shut down several abortion clinics there, is under review by the U.S. Supreme Court. During a debate on the Senate floor earlier this year, sponsor Kelli Stargel, R-Lakeland, said the bill would likely close six of Florida's 65 abortion clinics.

[Last year, Gov.] Scott’s investigation . . . did cite three clinics for performing abortions after the first trimester. Planned Parenthood disputed those allegations, and the case is still pending in court. A separate criminal investigation prompted by House Republicans turned up nothing.

The festival is an annual Colorado earth worship gathering that welcomes pagans of all stripes, including “Wicca, Witchcraft, Faery Magick, Druidism, Heathenism, Native American traditions, Voodoo, African Orishas, and Goddess Spirituality.” Attendees gather to run ribbons around a pole.

The event has played host to cadets for the last several years. Organizers advertised a brand new ceremony honoring servicemen in 2014 and touted the presence of “two representatives” from the academy’s pagan clubs.

Chapel fund money was also used to pay for four cadets to attend the 2014 Denver Witches Ball, according to Judicial Watch.

'Free' Abortions Promised by Hillary Clinton

Democrat presidential candidate Hillary Clinton has, in exchange for the endorsement of Planned Parenthood, pledged to repeal the decades-old "Hyde Amendment" that restricts federal funding of abortion (except in cases of rape, incest and life endangerment) as “it’s just hard to justify” because “reproductive rights are a fundamental human right.”
“I will say, consistently and proudly, Planned Parenthood should be funded, supported, and celebrated – not undermined, misrepresented, and demonized.”

When asked if she would support congressional efforts to repeal the Hyde Amendment, Hillary Clinton wasted no time pondering her answer: “Yes.”

Restrictions like Hyde have had devastating consequences for women. According to data from the Guttmacher Institute [which is associated with Planned Parenthood], one in four women are forced to carry an unwanted pregnancy to term because they can’t afford a medical intervention without insurance.

But last year, House Democrats introduced a bill—The EACH Woman Act—to challenge Hyde and require abortion coverage under all healthcare and insurance provided by the federal government. The measure would also prohibit states from placing restrictions on private health insurance companies looking to offer a full range of reproductive health services, including abortion.

A 2010 Quinnipiac poll found that American voters opposed public funding of abortion by a 40-point margin--67 percent to 27 percent.

Although a President Hillary Clinton would likely face tough opposition in Congress to repealing the Hyde amendment, it may only take one Supreme Court appointment to accomplish that goal. Restrictions on taxpayer funding of abortion were upheld by the Supreme Court by a 6-3 decision in 1980 and by a 5-4 decision in 1991.

In 2009, Supreme Court justice Ruth Bader Ginsburg, a Bill Clinton appointee, said she was "surprised" the Court upheld the Hyde amendment because she believed "concern about population growth and particularly growth in populations that we don't want to have too many of" would lead the Court to declare a constitutional right to taxpayer-funded abortion. It would only take the replacement of just one Republican-appointed justice to give liberal activists a solid majority on the Supreme Court.

From "Hillary Clinton Comes Out for Taxpayer-Funded Abortions" by Ian Tuttle, National Review 1/11/16

. . . not only does Hillary Clinton want abortion on demand up until the moment you can shake Junior’s hand; she also wants to force taxpayers, abortion opponents included, to pay for it. This is more than coercion; it’s public policy as vindictiveness, a taxpayer-funded middle finger at every person of goodwill with whom she disagrees.

Hillary is not the first Clinton to oppose Hyde. During his 1992 campaign, her husband promised to kill the amendment . . .

It’s worth noting that the Hyde Amendment is hardly a solution to the question of taxpayer funding for abortions. Money is fungible: The $500 million taxpayers give to Planned Parenthood may not [currently] be used to pay for abortions directly (according to the amendment), but that’s a $500 million cushion on top of which Planned Parenthood can conduct its slaughterous business. But at least the amendment recognizes, and seeks modestly to accommodate, people’s differences of conscience on this issue.

From "How Hillary Clinton embraced the female vote and won loyal followers" by Jessica Valenti (in Des Moines, Iowa), UK Guardian 1/12/16

. . . at a New Hampshire event at which Planned Parenthood endorsed Clinton, the Democratic candidate embraced the reproductive health organization’s president Cecile Richards to the tune of Katy Perry’s Roar, and promised to the youthful and diverse pro-choice crowd: “I will always have your back.” . . . the events mark the latest stage in what is increasingly looking to be an explicitly feminist presidential campaign.

[Hillary Clinton] has chosen to take a stronger stance on abortion during this campaign [compared to 2008]. As a senator and throughout her career Clinton has supported pro-choice policies, but she has also come under fire in the past from pro-choice advocates for what they say is language that stigmatizes abortion.

Clinton’s past mantra on the procedure has been “safe, legal, and rare,” a formulation that suggests there’s something inherently wrong with abortion. Now, though, instead of talking about reducing the number of abortions, or insisting that they should be rare, she seems to be heeding the call of reproductive rights and justice activists such as Aimee Thorne-Thomsen, the vice-president for strategic partnerships at Advocates for Youth, who has written: “What if we stopped focusing on the number of abortions and instead focused on the women themselves?”

Planned Parenthood Funding Cut Off in Utah & Texas

A ruling last week by U.S. District Court Judge Clark Waddoups permits Utah to redirect funding from Planned Parenthood Association of Utah while the state battles the abortionist in court to permanently divert all pass-through federal funds away from Planned Parenthood.  And Texas continues its series of measures to defund the abortionist as the Texas Department of State Health Services suddenly notified Planned Parenthood of the Gulf Coast that over $600,000 in funding will now be diverted to other medical service providers.

-- From "Judge Allows Utah To Stop Funding Planned Parenthood" by Brian Grimmett, KUER-FM90.1 (NPR Utah) 12/22/15

After seeing the release of secretly recorded videos of Planned Parenthood officials discussing fetal tissue collection, Utah Governor Gary Herbert ordered the state to end $275 thousand dollars worth of contracts with Planned Parenthood Association of Utah. The money helps the organization provide after school sex education and sexually transmitted disease testing programs. Utah’s Planned Parenthood officials asked a federal judge to block the move, but he denied that request on Tuesday. In his ruling, U.S. District Court Judge Clark Waddoups writes that the very nature of the Governor’s position gives him the discretion to decide which programs are in the state’s best interest.

Utah is one of several states that has moved to cut funding to Planned Parenthood chapters. Arkansas, Alabama, and Louisiana have done the same.

. . . four contracts that are federally funded where Utah acts as the intermediary to pass the funds through to the plaintiff, will not be renewed.

The courts decision to side with Governor Herbert means that Planned Parenthood of Utah will lose those contracts after December 31, 2015.

Following [the Gov. Herbert] August decision, Planned Parenthood filed suit and a temporary restraining order against the governor stating that by terminating the contracts, they are being penalized for exercising the right to perform abortions. Their lawsuit states the action is unconstitutional. Furthermore, the lawsuit claims there is no case law to support the entity engaged in illegal conduct, therefore there is no violation of any law through the right of association.

The Governor has said he will redirect the funding to other qualified providers . . .

Even though the Utah [Planned Parenthood] group has not engaged in wrongdoing, it is affiliated with other Planned Parenthood entities "that have allegedly engaged in illegal conduct," Waddoups said in his ruling.

The judge said Utah's government has an interest "in avoiding the appearance of corruption," and any harm from ending the contracts is outweighed by the risk to the state if it's denied its right to end contracts at will.

Allowing the contracts to continue, Waddoups said, could reasonably be perceived by Utah citizens as approval of wrongful conduct.

In Utah, the federal funding is a small portion of the local [Planned Parenthood] organization's $8 million budget. It also receives money through federal contracts, fees from clients, insurance and contributions.

Texas health officials recently released a statement saying that the department has cut federal funding to a Houston affiliate of Planned Parenthood for a nearly three-decade-old HIV prevention program [for HIV testing, counseling, condom distribution and referral consultations].

Republican leaders have been making several efforts to cut funding for Planned Parenthood after an anti-abortion group released videos showing officials of the reproductive health agency negotiating prices for fetal tissues from abortions it performs.

Amid an ongoing battle over Planned Parenthood’s participation in the state Medicaid program, Texas health officials are cutting off funding to a Planned Parenthood affiliate for an HIV prevention program.

The long-standing grant, which funds HIV testing and prevention services, was set to expire on Dec. 31, according to the notice which was obtained by The Texas Tribune.

The contract is federally funded through the Centers for Disease Control and Prevention but managed by the state. A spokeswoman for the CDC said she was unaware of the state’s notice and did not immediately provide comment.

It’s unclear whether the state will reallocate the funds to a different provider in the area. A health department spokesman on Tuesday said the state was “working with local health departments in the area to continue to provide these services.”

Christmas Parties Banned at Univ. of Tennessee

In an effort to increase "diversity and inclusion," UT Knoxville Chancellor Jimmy Cheek's Office of Diversity issued a directive that Christmas must be EXcluded from any "holiday parties" on campus.
"I could not believe that, especially in light of what's gone on the last couple of years with the debacle over sex week, then foolishness over the gender neutral pronouns that they put out a few months ago, and now we have the same group telling us that. Managers and supervisors shouldn't display any endorsement of religion."

An online memo this week from the University's Office of Diversity advised employees to make sure their holiday celebrations aren't Christmas parties "in disguise".

Senator Bo Watson said, "I don't think it's the job of the legislature to micro-manage the university, but this the second incident for this particular department within in the past year of what many of us will perceive to be poor judgment. . . . I think it's another example of the University trying to look so brilliant, that to the everyday citizen, they look stupid."

Chancellor Cheek has issued a statement defending the memo.

It said, "As a diverse campus, we do promote ways to be inclusive of all cultures and religions. I am disappointed that our efforts to be inclusive have been totally misconstrued."

From "UT backlash over holiday party recommendations grows" by Michael Collins, Knoxville News Sentinel 12/4/15

All nine of the state's Republicans in Congress spoke out forcefully against the guidelines . . .

Lt. Gov. Ron Ramsey said UT Chancellor Jimmy Cheek should resign if he had anything to do with the guidelines, which are posted on the website of UT's Office for Diversity and Inclusion. Ramsey also hinted that the university could be stripped of its state funding.

U.S. Rep. Scott DesJarlais, a South Pittsburg, Tenn., Republican, slammed the holiday party suggestions as "nonsense" and said he would encourage the Tennessee General Assembly to investigate and, where necessary, "ensure that tax dollars are not being expended on this kind of frivolity."

On campus, students and faculty started online petitions in support of Cheek amid growing calls for his resignation.
"Students come to college to have an educational experience and engage in learning other peoples (sic) points of view both conservative and liberal," reads the petition, which is on the website change.org. "Although some in the Legislature may not realize that UT is a place for all students, Chancellor Cheek and Vice chancellor Hall have made this a priority. Over his time here he has worked to make this campus a place where students who are the majority and the minority can call home."

From "Senators Gresham And Bell Call For Resignation Of UTK Chancellor Jimmy Cheek" posted at The Chattanoogan 12/3/15

The university’s guidance warns students and faculty to “ensure your holiday party is not a Christmas party in disguise,” and to “not play games with religious and cultural themes” such as “Secret Santa.”  It warned that parties should have “no emphasis on religion or culture.”

“The Office of Diversity is not welcoming to all and hostile to none as they claim,” said [State] Senator Gresham.  “They are very hostile to students and other Tennesseans with Christian and conservative values.   By placing a virtual religious test regarding holiday events at this campus, every student who is a Christian is penalized.”

Senators Gresham and Bell criticized the Office of Diversity and Inclusion in August for a post on the university’s website asking students and faculty to toss out “he” and “she” when addressing students for gender-neutral pronouns like ”ze” and “zir”.  They also expressed disapproval over the university’s “Sex Week” which includes such events as drag shows, lectures given by a porn actress, an aphrodisiac cooking class and condom scavenger hunts.  Senators Gresham and Bell objected to student activity fees being used to help fund such events.

In a meeting this fall, the Senate Higher Education Committee found that UTK "far outspends" other universities in the state on their diversity programs, which goes far beyond the regulations required by state and federal law.

"Political correctness has been a scourge on American academia for too long," wrote [Lt. Gov.] Ramsey, R-Blountville. "If liberal arts universities in New York and Massachusetts wish to continue the practice that is up to them, but it has no place at institutions of higher learning in Tennessee."

"If the University of Tennessee cannot keep its house in order the General Assembly must shift funding to the University of Memphis, ETSU or other institutions of higher learning that don't embarrass us nationally on a regular basis," Ramsey said.

In a statement released Friday afternoon, Joe DiPietro — the UT system president who oversees campuses in Knoxville, Memphis, Martin and Chattanooga — said he respected the concerns of Ramsey and other Tennessee and federal lawmakers. He also praised [UT Knoxville Chancellor] Cheek, whom he credited with a series of “remarkable, transformative successes" at the Knoxville campus.

"We are in no way trying to dismiss this very important Christian holiday," Cheek said. "As a diverse campus, we do promote ways to be inclusive of all cultures and religions. I am disappointed that our efforts to be inclusive have been totally misconstrued."

From "The University Of Tennessee Is Waging A Literal War On Christmas" by Scott Greer, Associate Editor, Daily Caller 12/5/15

The directive — entitled “Best Practices for Inclusive Holiday Celebrations in the Workplace” — instructed students and staff on how to effectively avoid the travesty of hosting a not very inclusive “holiday” party.

The reason for these intrusive measures is to make sure everyone “celebrate[s] your religious and cultural holidays in ways that are respectful and inclusive of our students.”

Christmas — the holiday the vast majority of Americans celebrate in December — is curiously treated by the memo as a minor festivity that’s only observed by a minority of students.

The desperate attempt to achieve “inclusion” at any and all level came at the expense of the vast majority’s wishes, which is typical for the aims of political correctness. The possibility that even one person of a designated protected class would be offended by a Christmas display is enough of a reason to purge all events of associations to the December holiday.

The governor announced Thursday that she's asking the Oklahoma Health Care Authority to terminate contracts with Planned Parenthood of Central Oklahoma in Oklahoma City and Planned Parenthood of the Heartland in Tulsa.

Fallin said the authority reviewed payments to the two affiliates and found billing error rates of about 20 percent for Oklahoma City and 14 percent for Tulsa, though no improper use of state Medicaid funds was discovered.

"These results are alarming," the two-term Republican governor said in a letter to Nico Gomez, CEO of the authority. "More than one in every seven bills submitted for payment to your agency by these providers are inaccurately coded or insufficiently documented. These errors result in overbilling to the Oklahoma taxpayer."

From "Oklahoma looks to defund Planned Parenthood for 'billing errors'" by Sarah Ferris, The Hill 11/19/15

Fallin asked Oklahoma's health department on Thursday to terminate its contracts with the group after an official review of the state’s two affiliates found billing error rates of 20 and 14 percent.

Oklahoma reimbursed Planned Parenthood for about $100,000 worth of claims in 2015, totaling about 20,000 patient visits. In 2014, the state paid $200,000 for about 36,000 patient visits.

The move would impact six clinics in and around Oklahoma City and Tulsa.

Fallin argued that ending the Medicaid contracts — which would force the clinics to accept fewer patients if not close altogether — would not impact a woman’s ability to choose her own provider, citing 120 other healthcare providers in the state.

From "De-Funding Planned Parenthood After It’s Caught Engaging in Fraud" by Micaiah Bilger, LifeNews.com 11/20/15

“There are only two Planned Parenthood affiliates in the state operating in about six metropolitan locations in Oklahoma City and Tulsa,” according to [Fallin's] letter. “However, there are more than 120 other metropolitan and rural providers available … all of whom provide a broader spectrum of health care services than Planned Parenthood’s limited metropolitan locations.”

The Alliance Defending Freedom, which has been involved in several lawsuits alleging that Planned Parenthood affiliates overbilled Medicaid, praised Fallin’s actions Thursday in a press release.

“Governor Fallin is right to recognize that taxpayer money should go to fund local community health centers, not to subsidize a scandal-ridden, billion-dollar abortion business,” said ADF Legal Counsel Kellie Fiedorek. “Oklahomans shouldn’t be forced to give their money to Planned Parenthood, which has a long track record of abusive and potentially fraudulent billing practices, not to mention that it has also been caught in authenticated undercover videos trafficking aborted babies’ body parts and has repeatedly failed to report the sexual abuse of girls. That tax money should be redirected to trusted health care providers.”

From "Gov. Mary Fallin requests termination of Planned Parenthood contracts in Oklahoma" posted at KOCO-TV5 (Oklahoma City, OK) 11/19/15

[Gov. Fallin] also requested ending contracts with similar providers found to have a high billing error rate, have had past findings of over-billing or associate with other providers who do not adhere to the standards that are required to be granted access to public funds.

According to the news  release, the state paid the two Planned Parenthood affiliates $100,145 for almost 20,000 claims in 2015, with the total payment being slightly more than $1 million because the majority of Planned Parenthood services qualify for a 90 percent federal match. Last year, Oklahoma paid $204,631 for more than 35,000 claims, making the federal matching funds slightly more than $2 million.

“We have a joint responsibility to the citizens in Oklahoma to hold providers to high standards that are imposed to allow an entity to receive taxpayer dollars,” Fallin wrote. “The recent behavior of the Planned Parenthood affiliates clearly demonstrates that these providers do not value the opportunity to serve their fellow Oklahomans with taxpayer funds.  Indeed whether willful or simply negligent, the consistent submission of improper billings should disqualify these Planned Parenthood providers from participation in the Oklahoma Medicaid program.”

GOP Gov. Decrees 'Gay Rights' for Contractors

Yet to complete his first year in office, Massachusetts Republican Gov. Charlie Baker has issued an executive order for affirmative action for LGBT-owned businesses, thus mandating that the state's Supplier Diversity Program (SDP) target a portion of its billion-dollar spending to one of the wealthiest minorities (the sexually deviant), and therefore de-emphasizing preferences for disadvantaged minority groups of common parlance (blacks, hispanics, women, etc.).

Baker on Tuesday announced changes to a state program to ensure that companies bidding on contracts come from a wide range of backgrounds.

Baker said his administration is committed to ensuring diversity as the state works with business suppliers and contractors to extend economic prosperity to more communities throughout Massachusetts.

Baker said the changes include what he described as a first-in-the-nation LGBT-owned business certification partnership between the state and the National Gay and Lesbian Chamber of Commerce’s certification process which he said is recognized by many Fortune 1000 companies.

From "Baker administration expands affirmative action for state contracting" by Eric Convey, Senior staff reporter, Boston Business Journal 11/3/15

The changes are part of the state's Supplier Diversity Program, which uses internal rules for agencies, and contracting power with vendors, to send work to companies whose owners have certain demographic certifications. Those certifications come in some cases from government entities and in other cases from private organizations. . . .

In dealings with vendors, the preferences are reflected during the bidding process. Generally, the state won't sign contracts with companies that haven't certified that they're either owned by members of specific groups or themselves do business with companies owned by members of certain groups. Companies that fail to make good on those commitments can be excluded from future deals with the state.

While factoring demographics into contracting decisions is longstanding practice for Massachusetts, the state may be the first in the country to single out LGBT-owned businesses for preferential treatment.

From "Massachusetts Takes Lead on Next Frontier of LGBT Rights" by Claire Zillman, Fortune 11/3/15

The state introduced the diversity initiative in 2010 as a way to provide minority- and women-owned businesses with equal access to state contract bidding processes for construction, design, goods, and services. In 2013, businesses owned by service-disabled veterans were added to the mix.

The new policy is the result of a year of talks between the governor’s office and the National Gay and Lesbian Chamber of Commerce, which will certify businesses as LGBT-owned for the state, according to Jonathan Lovitz, the NGLCC’s vice president of external affairs. (Such a classification requires that 51% or more of a company is owned by lesbian, gay, bisexual, or transgender individuals.)

The executive order recognizing LGBT-owned businesses is the only statewide initiative of its kind, but the NGLCC has made inroads at the local level. . . .

From "Gov. Charlie Baker to help women, minority, veteran, LGBT-owned businesses get state contracts" by Shira Schoenberg, The Republican (Springfield, Mass.) 11/3/15

Under former Gov. Deval Patrick [Democrat], Massachusetts established a "supplier diversity program." The program provided technical assistance to businesses owned by women, minorities and disabled veterans. It required any contractor bidding on a state project that cost more than $150,000 to commit to spending a percentage of the money on diverse subcontractors or suppliers. This gave women and minority-owned businesses a competitive edge in getting work from state contracts. In fiscal year 2014, businesses certified under the supplier diversity program received $991 million in state contracts, out of approximately $4 billion in total state spending on goods and services.

Baker also announced plans to create new categories that will benefit from the supplier diversity program – businesses owned by gays and lesbians and businesses owned by people with disabilities. The state will first determine how many businesses fit those categories before setting goals for how much money must be spent with them.

The changes will apply to state contracts for goods and services. Baker plans to announce additional changes for construction contracts in the future.

“We should be a leader, not a laggard when it comes to creating opportunities for diverse businesses to support and service the people of the Commonwealth,” Baker said, with a notably diverse crowd of people — gay and straight; black, brown, and white; women and men — standing behind him on the Grand Staircase of the State House.

The program — which helps certain groups gain preferential access to state spending — and its expansion may seem at odds with traditional Republican orthodoxy. But speaking to reporters, Baker insisted that it does not give anyone a leg up, but rather just levels the playing field for all.

Groups of people considered disadvantaged include African Americans, Cape Verdeans, Hispanics, Asian Americans, American Indians, Eskimos, and Aleuts.

“Republican Gov. Charlie Baker's order including homosexual owned businesses in Massachusetts's Supplier Diversity Program is just one more example of our government being used to promote a narrow ideological agenda at the expense of the taxpayers,” Camenker said in response to a question from CNSNews.com asking him for MassResistance’s official position regarding the governor’s executive order.

“Even his far-left predecessor, Deval Patrick, did not go this far,” he added.
