Fewer Abortions, but Most are Blacks & Hispanics

In a new report, President Obama's Centers for Disease Control and Prevention compiled statistics showing that the number of unborn babies killed in the U.S. continues to decline each year.  The report also shows that well over half of all abortions where race was recorded were on black or Hispanic women, but in New York City, these minorities accounted for over three-quarters of the dead babies.

The number of abortions performed in the United States hit an historic low in 2012, continuing a 25-year-long gradual decline, according to a new report from the Centers for Disease Control.

About 699,000 abortions were reported to the CDC in 2012 - a 4 percent drop from the year before, or about 31,000 fewer abortions, the CDC said.

"From 2003 to 2012, the total number, rate and ratio of reported abortions decreased 17 percent, 18 percent and 14 percent, respectively, and reached their lowest level in 2012 for the entire period of analysis," the CDC said in its report.

From "Report: US abortions continue to decline, down 4 pct in 2012" by Mike Stobbe, Associated Press 11/25/15

In 2012, the abortion rate fell 5 percent to 13 abortions per 1,000 women of child-bearing age. That is about half what it was in 1974, the year after the landmark Supreme Court decision that established a nationwide right to abortion.

The CDC data is not a complete national picture. It's based on reports from health departments in 47 states, Washington and New York City. California, Maryland and New Hampshire don't report abortion numbers.

Earlier this year, The Associated Press surveyed health departments in 45 states, gathering more recent data, mostly from 2013 and 2014. The AP found that abortions continued to fall in those years. Declines were seen in states that have passed anti-abortion laws as well as in more liberal states.

From "CDC Report: 55.4% of Aborted Babies Black or Hispanic" by Michael W. Chapman, CNSNews.com 11/30/15

Among these abortions categorized by race and ethnicity – see Table 12 in the surveillance report – the CDC says there were 148,971 black babies killed by abortion in 2012 (36.7% of the 405,795) and 75,868 Hispanic babies (18.7%).

For whites, there were 152,673 abortions, or 37.6% of the total. In another category labeled “other” there were 28,283 abortions, or 7% of the total. The “other” category includes Asians and Native Americans, as well as ethnicity reported as “unknown.”

The Census Bureau says that blacks make up 13.2% of the U.S. population and Hispanics comprise 17.4% of the population. Combined, blacks and Hispanics make up 30.6% of the population, yet 55.4% of the abortion reported by race were of black and Hispanic babies.

From "CDC Report: 76.4% of Aborted Babies in NYC Are Black or Hispanic" by Michael W. Chapman, CNSNews.com 11/30/15

The CDC also got numbers from New York City broken down by race: white, black, Hispanic, and other.

In total, there were 70,997 abortions in New York City in 2012. Among those abortions, 31,328 were black babies (44.1%); 22,917 were Hispanic babies (32.3%).

Also, there were 9,704 white babies aborted (13.7%), and 7,048 “Other” babies aborted (9.9%) in New York City in 2012 – the "Other" children were Asian, Native American, or of “unknown” ethnicity.

Blacks make up 25.5% of the population in New York City, according to the Census Bureau, and Hispanics comprise 28.6% of the population. Yet Hispanics and blacks equal 76.4% of the abortions in New York City.

Smithsonian Favors Racist Eugenicist vs. Blacks

Curators at the Smithsonian Institution art and history museum are rejecting calls for the removal of a bust of Planned Parenthood founder Margaret Sanger.  Rather, the national historians say that the famous early 20th Century American eugenicist, who referred to the negro race as "human weeds" and "human waste," belongs in the museum's civil rights “Struggle for Justice” exhibit.
"We are paying for, even submitting to, the dictates of an ever increasing, unceasingly spawning class of human beings who never should have been born at all. . . . We don't want the word to go out that we want to exterminate the Negro population and the [colored] minister is the man who can straighten out that idea if it ever occurs to any of their more rebellious members."
-- Margaret Sanger (writing to birth control advocate Dr. Clarence Gamble in 1939)

"The last thing we need is a white supremacist sitting between the bust of Martin Luther King and Rosa Parks. That is a slap in the face of black folks and I hope the curator can understand that."
-- Rev. Johnny Hunter, chairman of the Frederick Douglass Foundation

-- From "Conservatives Want Bust of Planned Parenthood Founder Removed From National Portrait Gallery" by Daniel White, Time Magazine 8/27/15

Conservative groups are calling on the National Portrait Gallery to remove of a bust of Margaret Sanger from the Washington, D.C. museum, the Associated Press reports. Sanger, who died in 1966, founded two groups that eventually became Planned Parenthood.

. . . a group of ministers lead by former Republican politician E.W. Jackson and the conservative non-profit ForAmerica say their opposition to the bust is based on Sanger’s support of eugenics, a social movement that sought to remove undesirable traits from the gene pool through sterilization and selective breeding.

. . . Presidential candidate Sen. Ted Cruz and Rep. Louie Gohmert of Texas have written a letter to lawmakers that calls the sculpture’s display by the museum “an affront both to basic human decency and the very meaning of justice.”

In a statement to TIME, Planned Parenthood acknowledged Sanger’s flaws, but dismissed the attacks as motivated by anti-abortion sentiment.

[Birth control advocate Margaret] Sanger, who died in 1966, also supported eugenics, a now-condemned effort to discourage reproduction by criminals and others with undesirable traits. Brent Bozell, chairman of the conservative group ForAmerica, and a group of black pastors say Sanger favored using eugenics to limit the population of blacks, a claim that some Republican lawmakers have echoed but for which the evidence is contested.

"She will not be removed," museum spokeswoman Bethany Bentley said Wednesday. She said the gallery displays "significant people who represent the full spectrum of the American experience," including some with "less than admirable characteristics."

A Planned Parenthood spokeswoman did not immediately respond to a request for comment. But the group's website describes Sanger as "one of the movement's great heroes." It says women's progress in education, jobs and politics "can be directly linked to Sanger's crusade and women's ability to control their own fertility."

From "Black Pastors Protest Smithsonian Bust of Planned Parenthood's Nazi-Like Founder Margaret Sanger in Civil Rights Exhibit" by Samuel Smith, Christian Post Reporter 8/27/15

Prominent black pastors and pro-life activists gathered in front of the National Portrait Gallery on Thursday to demand that the taxpayer-funded museum remove a bust of Planned Parenthood's white supremacist founder, Margaret Sanger, from the institution's "Struggle for Justice" exhibit.

Nearly 20 African-American pastors and pro-life advocates spoke at the rally and explained that Sanger, who established abortion organizations that eventually became the Planned Parenthood Federation of America, did not advocate for abortion and birth control because she wanted to help "disadvantaged women," but because it was her goal to use eugenics to eliminate what she considered people of "inferior races."

In response to the letter sent by the coalition Ministers Taking a Stand earlier this month, National Portrait Gallery Director Kim Sajet replied with a letter stating that the gallery will keep the bust because Sanger brought "medical advice and affordable birth control to disadvantaged women."

“The woman was a racist. She was a genocidal figure in America and in human history, and to honor her is to be complicit in her evil and her racism,” [Bishop E.W.] Jackson said. “That’s right. If you are honoring Margaret Sanger, you are joining together with her in her racist ideology.”

Rev. Johnny Hunter of the Global Life and Family Mission in North Carolina, said it was a “slap in the face to black folks” to have Sanger as part of the “Struggle for Justice” exhibit.

“Her association with the eugenics movement shadowed her achievements in sex education and contraception, making her a figure of controversy, one whose complexities and contradictions mirror her times,” Director Kim Sajet told the pastors in an Aug. 19 letter.

“There is no ‘moral test’ for people to be accepted into the National Portrait Gallery,” said Sajet.

From "#BlackLivesMatter: Pastors Take on Controversial Legacy of Planned Parenthood, Margaret Sanger, Black Genocide in Scathing Letter" posted by Manny Otiko at Atlanta Black Star 8/10/15

Sanger worked to bring birth control to Black families in the south, but recognized her ideas would be met with suspicion. According to Factcheck.org, an organization that verifies media statements made by elected officials, Sanger wrote about the importance of gaining support from a black clergyman.

Considering its origins, the Black community has long viewed the birth control movement with suspicion. Many Black people felt that early experiments with birth control pills used Black communities as test subjects. And up until recently, some states still practiced elements of eugenics with mentally challenged people and other undesirables being forcibly sterilized. An Atlanta Blackstar story reported several cases of Black female inmates in California being sterilized without their consent.

Today, anti-abortion activists say the high rate of abortion in the Black community carries elements of eugenics. According to figures from the Center for Disease Control, while Black people make up about 14 percent of the population, 40 percent of abortions are carried out by Black women.

-- From "ISIS Onslaught Engulfs Assyrian Christians as Militants Destroy Ancient Art" by Anne Barnard, New York Times 2/26/15

A rampage reminiscent of Tamerlane or Genghis Khan, perhaps, but in reality, according to reports by residents, activist groups and the assailants themselves, a description of the modus operandi of the Islamic State’s self-declared caliphate this week. The militants have prosecuted a relentless campaign in Iraq and Syria against what have historically been religiously and ethnically diverse areas with traces of civilizations dating to ancient Mesopotamia.

Assyrian leaders have counted 287 people taken captive, including 30 children and several dozen women, along with civilian men and fighters from Christian militias, said Dawoud Dawoud, an Assyrian political activist who had just toured the area, in the vicinity of the Syrian city of Qamishli. Thirty villages had been emptied, he said.

The assault on the Assyrian communities comes amid battles for a key crossroads in the area. But to residents, it also seems to be part of the latest effort by the Islamic State militants to eradicate or subordinate anyone and anything that does not comport with their vision of Islamic rule — whether a minority sect that has survived centuries of conquerors and massacres or, as the world was reminded on Thursday, the archaeological traces of pre-Islamic antiquity.

The Islamic State, also known as ISIS or ISIL, has presented itself as a modern-day equivalent of the conquering invaders of Sennacherib’s day, or as Islamic zealots smashing relics out of religious conviction.

The London-based Syrian Observatory for Human Rights put the number of Assyrian hostages seized over three days at 220, in a statement released Thursday.

They were taken from 11 villages in the Tal Tamer area in al-Hasakah Province, the monitoring group said. Its information indicates that ISIS has taken them to the Mount Abdelaziz area, southwest of Tal Tamer.

Besides those captured by ISIS militants, thousands of families have been forced to flee their homes, he said.

ISIS has proven, time and again, its willingness to ruthlessly go after minority groups which don't subscribe to its extreme take on Islam.

From "Militants abduct more Christians, smash ancient artifacts" by Zeina Karam and Sinan Salaheddin, Associated Press 2/26/15

The destruction of artifacts in the Mosul museum is part of a campaign by IS extremists who have destroyed a number of shrines — including Muslim holy sites — to eliminate what they view as heresy. They also are believed to have sold ancient artifacts on the black market in order to finance their bloody campaign in the region.

In the video released Thursday, militants used sledgehammers and drills to smash and destroy several large statues, which are then shown chipped and in pieces. The five-minute video also shows a black-clad man at an archaeological site in Mosul, drilling through and destroying a winged-bull — an Assyrian protective deity — that dates to the 7th century B.C.

Irina Bokova, director general of the U.N.'s culture agency UNESCO, said in a statement that she was "deeply shocked" at the video. She said she asked for an emergency meeting of the U.N. Security Council be convened "on the protection of Iraq's cultural heritage as an integral element for the country's security."

"I condemn this as a deliberate attack against Iraq's millennial history and culture, and as an inflammatory incitement to violence and hatred," Bokova said.

Gunmen shot and killed at least 30 people, burned down 40 homes and made off with scores of cattle from a mainly Christian village, survivors and a legislator said Tuesday as ongoing ethnic-religious conflict over land and water grips central Nigeria.

Human Rights Watch last month blamed Nigeria’s government, saying it has largely ignored years of “mass murder” in Nigeria’s Middle Belt and failed to prosecute known killers, leaving people to take to revenge killings that further fuel the cycle of violence.

Militants waging an Islamic uprising in northeast Nigeria have “invoked the lack of justice for attacks on Muslims” in these communities to justify killing Christians, the New York-based advocacy group said, amid fears the rebellion could spread.

According to the State Department's 2013 report on International Religious Freedom, Nigerian terrorists known collectively as Boko Haram "violently murdered hundreds of Christians and Muslims during the year" and "claimed responsibility for many of the 15 church attacks that killed more than 150 people, including scores of Christians, during worship services."

Last May, Secretary of State Kerry issued a news release condemning Boko Haram’s "campaign of terror in the strongest terms," but -- unlike his condemnation of Nigeria's anti-homosexual law -- he has never issued a statement specifically condemning the violence directed at Nigeria's Christians.

As CNSNews.com has reported, Boko Haram (the name roughly translates “Western education is prohibited”) has developed since 2009 from an obscure sect to a group responsible for the deaths of thousands of Christians and others, as it seeks to turn Nigeria -- Africa's biggest oil producer -- into an Islamic State.

The United States is deeply concerned by Nigeria’s enactment of the Same Sex Marriage Prohibition Act.

Beyond even prohibiting same sex marriage, this law dangerously restricts freedom of assembly, association, and expression for all Nigerians.

Moreover, it is inconsistent with Nigeria’s international legal obligations and undermines the democratic reforms and human rights protections enshrined in its 1999 Constitution.

Black Chicago Girl Killed, No Media Outrage

The media blitz of Trayvon Martin's death, versus the virtual media blackout of the deaths of Tonya Reaves and her unborn child during an abortion . . .

One year after Tonya's death, Dr. Alveda King, niece of Dr. Martin Luther King, Jr., is joining Chicago area pastors and the Life Education And Resource Network (LEARN) to demand that the Illinois General Assembly respond to the genocide.  The 3-day event began yesterday with a press conference -- absent the media.
“Jesse Jackson and Al Sharpton were willing to move heaven and earth to get justice for Trayvon Martin, but they write off Tonya Reeves like she never existed.  Someone needs to ask these two why they think Trayvon’s life counts more than Tonya’s.”

Tonya Reaves died at Northwestern July 20 [2012] after she began to hemorrhage at a Planned Parenthood clinic located at 18 S. Michigan Ave., according to the Cook County Medical Examiner's office. Reaves, of the 1500 block of North Kildare Avenue, was pronounced dead at 11:20 p.m.

An autopsy found she died of a hemorrhage following a cervical dilation and evacuation performed during an intrauterine pregnancy, according to the medical examiner's office. Her death was ruled an accident.

Dorsey Johns, Reaves' mother, claims staff at the Planned Parenthood clinic "carelessly performed" the elective abortion and failed to properly monitor and assess her daughter's condition after the procedure, according to the suit filed in Cook County Circuit Court.

Planned Parenthood staff allowed Reaves to languish at the clinic after having botched her abortion while she hemorrhaged for 5½ long hours before seeking emergency care. Records show that Planned Parenthood did not call 911 for an ambulance, which was the quickest way to get help for her.

While the nation rages over the supposed “injustice” of the acquittal of George Zimmerman, a Hispanic man, in the shooting death of Trayvon Martin, a Black teen, there has been no mention in the national press about Tonya’s brutal death at the hands of Planned Parenthood, even though Tonya was also an African-American whose life was ended by a blonde white abortionist named Mandy Gittler.

In fact, while Pres. Barack Obama was quick to jump in to the Trayvon Martin fray, noting that if he had a son, he’d look like Trayvon, Obama disrespected Tonya and her grieving family with comments in support of Planned Parenthood made during a campaign speech in Portland just days after her death.

We have to wonder how Mr. Obama would have felt if that had been Malia or Sasha bleeding to death on that abortion table. . . .

We are a culture that jumps on bandwagons. Trayvon’s tragic death brought out the racialists, the Civil Wrongs activists and other liberals in droves. A black woman is killed by Planned Parenthood, and the President praises the abortion chain, while the “I AM TRAYVON MARTIN” crowd is silent.

Sadly, [Tonya's] death proves that, for many so called “civil rights” leaders, sometimes violence toward women is simply…ok. The real war on women has killed again.  The simple truth is that protecting abortion is more important to Planned Parenthood than protecting women.

No mainstream news outlet has asked the question, “What is a late-term abortionist like Mandy Gittler doing in a Planned Parenthood clinic that claims to only do medication abortions?” Planned Parenthood of Illinois has never indicated that surgical abortions were ever done at their 18 South Michigan Ave (Loop Center) location. . . .

From "Grieved Over Strife Surrounding Zimmerman Verdict" by Dr. Alveda King 7/15/13

“I believe that the verdict in the Zimmerman/Trayvon Martin Case further exposes a grievous and deep vein of disharmony and racial tension in our nation that can only be healed when people realize that every human being should be treated with dignity and respect,” says Dr. Alveda King, Director of African American Outreach for Priests for Life.

“Now in the wake of Trayvon’s senseless death and Mr. Zimmerman’s acquittal many people are angry at the tragic loss of life and what some perceive to be a shun on the Black race. For the record, Acts 17:26 teaches that there is one blood and one human race, not multiple races, so racism is based on a lie!

“Let’s face it. If both people in this tragedy were of common ethnicity, there would be no media feeding frenzy. The gun control debate is a smokescreen in that people do use guns to kill other people as Zimmerman did in this case. But guns don’t kill people. People kill people. Yes, sometimes they use guns, but they sometimes use bombs or knives too. We definitely need love control and heart control and nonviolence control.

“There are murders going on every day that the media overlooks. Remember Tonya Reaves. Millions of Black babies and many of their mothers are being slaughtered in abortion mills. Where is the justice for that?”

Democrats are gearing up to spend millions of dollars to “turn Texas blue” by bringing in a new generation of Latino voters.

There’s just one problem: Latinos as a group oppose abortion more strongly than most other voting groups.

And Steve Munisteri, the chairman of the Texas Republican Party, cited a poll by the Wilson Perkins Allen research firm that found a 2-1 “pro-life” margin among the state’s Hispanic voters. The poll, conducted for the state GOP, showed that 62 percent of Texas Hispanics who voted in the 2012 election described themselves as pro-life while just 32 percent called themselves pro-choice, according to Chris Perkins, the pollster who worked on the survey.

Of those 77,152 babies aborted in Texas, 24,457 (or 31.7 percent) were non-Hispanic white babies, 19,152 (or 24.8 percent) were non-Hispanic black babies, 29,576 (or 38.3 percent) were Hispanic babies, and 3,967 (or 5.1 percent) were babies of other races or ethnicities.

Planned Parenthood, a vocal opponent of the Texas bill that would outlaw abortion after the 20th week of pregnancy, was founded by Margaret Sanger, who argued that some Americans should be sterilized or segregated.

The racism of abortion is something that is rarely discussed, but abortionists still disproportionately target minority populations. They prey on fears of poverty, destroying the greatest joy in the world on the predication that there is no good in bearing children into impoverished homes. . . .

The racist roots of Planned Parenthood and its founder, Margaret Sanger, are also well documented. Sanger proposed "family planning" as a means of controlling minority populations, particularly blacks. Segregation or sterilization were the choices she wanted to present to black women.

Calif. Hospital Ends Abortion, Media Outraged

After Hoag Memorial Hospital Presbyterian of Newport Beach, CA affiliated with the (Catholic) St. Joseph Health and stopped performing elective abortions, outrage by the media and other abortion advocates caused the California attorney general's office to investigate and ensure that there are enough abortionists to kill children of low-income women.

Women's health advocates say affiliations between non-Catholic and Catholic hospitals have squelched abortions in a number of locations, and full-blown mergers have also affected health services such as sterilization and contraception.

Hospitals steeped in different faith traditions have had to contend with public concern over mergers and affiliations in states including Connecticut, Kentucky and Washington. The debate has most often surfaced in mergers involving Catholic hospitals due to the church's directives on issues ranging from abortion and birth control to end-of-life decisions.

In suburban Philadelphia, two hospitals, Abington and Holy Redeemer, called off a proposed partnership after community members were upset the plan would have ended abortions at Abington.

Catholic facilities account for more than one fifth of the country's hospital admissions, according to the Catholic Health Association.

From "Hoag Hospital's abortion ban linked to new Catholic partner" by Jill Cowan and Anna Gorman, Los Angeles Times 6/20/13

Hoag Hospital officials told The Times this week that they wanted the deal to go through and knew elective abortions were a "sensitive issue" for St. Joseph Health System, which has a "statement of common values" that prohibits the procedures.

The California attorney general's office, which approved the alliance in February, is now investigating whether Hoag Hospital is doing enough to ensure that there are accessible alternatives for elective abortions, especially for low-income women. The office is also looking into whether Hoag officials were accurate in reporting that the hospital did fewer than 100 elective abortions each year.

Jon Dunn, chief executive of Planned Parenthood of Orange and San Bernardino Counties, said his organization plans to work with Hoag to ensure that patients get the care they need. But Dunn said he believed Hoag's decision was part of a "troubling trend" of the Catholic Church using religion to restrict medical care.

"Catholic systems are growing ... that can really affect many aspects of care," said Debra Stulberg, assistant professor at the University of Chicago who studies Catholic healthcare. "Women are having fewer and fewer places they can go for care. They are having to travel further and further."

Fewer Black Babies Killed under GOP, Dems Furious

A new study from Yale University and City University of New York shows that if the Republican Party abortion platform came to fruition and states could outlaw abortion, not only would the national abortion rate drop, but the rate among non-white Americans would drop the most.

For background, read Minorities Targeted by Planned Parenthood for Abortion: Study and also read Abortion Targeting Blacks: Exposed in Media Campaign as well as Black Genocide in New York City (nearly 2 of 3 killed in womb)

-- From "Abortion access in a post-Roe world" by Sarah Kliff, Washington Post 8/27/12

A new working paper from Theodore Joyce, Yuxiu Zhang and Ruoding Tan . . . explores what would change about abortion access if Roe were to be overturned and the issue of legal abortion returned to the states.

Overturning Roe, however, would by no means eliminate abortion. Even in a situation where 31 states banned legal abortion, the national abortion rate would only fall 14.9 percent.

The expectation is that, in a post-Roe world, the more liberal states, like New York and California, would continue to offer legal access — just as they did prior to the Roe decision. Most of the south and large swaths of the Midwest, however, would likely ban the procedure.

Even in the most extreme situation – one where 46 states ban abortion and only four allow legal access – the abortion rate only falls by 29 percent.

To read the entire article above, CLICK HERE.

From "The Quiet Racism of Abortion Bans" by Brian Fung, Associate Editor, The Atlantic 8/28/12

But whatever you make of those topline numbers, one thing seems certain: an abortion ban would disproportionately affect women from non-white and low-income backgrounds.

. . . In the scenario involving a 31-state ban, minorities would see their abortion rates drop 1.8 percentage points more than whites. In the extreme example of a 46-state ban, the difference would be 12.3 points.

For [non-white and low-income women], an abortion ban would mean either carrying their unplanned pregnancies to term . . . or resorting to unsafe, illegal abortions . . . [which would] create new headaches for states: between the threat to public health posed by underground abortions, and the rise of teen birth rates; the added economic burden on state social and health-care services; the mockery it'd make of public statistics; and their inherent racial and socio-economic unfairness, it's hard to see how abortion bans would advance anything except ideology.

Feminists Fight Ban on Female-targeted Abortion

Congressman Trent Franks' (R-Ariz.) proposed Prenatal Nondiscrimination Act (H.R.3541) outlaws race-based and sex-selection abortions, which typically means boys live and girls are killed, but it is being opposed by women's rights advocates and abortionists alike.

UPDATE 12/14/11: NARAL opposes bill saying it would interfere with a women’s right to choose

-- From "Bill would ban abortions based on sex or race" by David Crary, Associated Press 12/6/11

At a House Judiciary subcommittee hearing Tuesday, supporters of the bill said passage would put the United States formally on record as opposing sex-selection abortions and prevent the country from becoming a "safe haven" for people from countries where the practice already is banned.

In Asian nations such as India and China, where many parents traditionally had a preference for sons, abortions of female fetuses are widespread even when authorities have tried to ban sex-selection abortions.

On a limited basis, the practice has spread to the United States among some couples from Asia, according to a 2008 study by two Columbia University economists. They analyzed the gender of U.S.-born children of Chinese, Korean and Asian Indian parents, and found that the odds of having a boy increased if the family already had a girl or two.

. . . Franks says he included race in the bill because of his dismay over statistics showing that African-American women account for a disproportionately high number of the abortions in America. About 13 percent of American women are black, yet recent figures from the Centers for Disease Control show they account for 35 percent of the abortions.

[Rep. Franks] points to a finding by the Guttmacher Institute: "...the abortion rate for black women is almost five times that for white women." Franks also believes that sex-selection abortions are on the rise in the U.S. and notes a Zogby International poll that found 86 percent of those surveyed believed gender-based abortion choices should be illegal.

Pro-choice advocates say PreNDA is an "anti-choice" measure. Nancy Northup, President of Center for Reproductive Rights, calls it a "trumped up bill for a trumped up problem," and says it's a ridiculous waste of congressional resources at a time when the U.S. economy is faltering.

PreNDA contains both civil penalties and jail time for those who violate the ban, but not the women who seek or obtain abortions. Franks says he believes women who find themselves with an unintended pregnancy are "victims" who need help in the midst of a crisis, not punishment.

'Black Genocide,' Herman Cain Labels Abortion

The eugenic history of Planned Parenthood's founder Margaret Sanger, and the current facts of abortion clinic locations have been injected into the presidential campaign by answers that candidate Herman Cain gave to CBS News questions.

UPDATE 10/30/11: Planned Parenthood research advocate admits abortion rate of blacks is five times the rate of whites

-- From "Cain: I'm 'pro-life from conception, period'" by Lucy Madison, CBS News 10/30/11

Herman Cain again attempted to clarify his position on abortion Sunday, declaring on CBS' "Face the Nation" that "I am pro-life from conception, period" - and that he does not support exceptions even for victims of rape and incest.

"I want to ask you, since we're on the subject of abortion, at one point back there when the question of Planned Parenthood came up and you said that it was not Planned Parenthood, it was really 'Planned Genocide' - because you said Planned Parenthood was trying to put all these centers into the black communities because they wanted to kill black babies before they were born," [CBS commentator Bob] Schieffer recounted.

"I still stand by that," said Cain.

"If people go back and look at the history and look at Margaret Sanger's own words that's exactly where that came from. Look up the history. So if you go back and look up the history, look at where most of them were built," he said. "Seventy five percent of those facilities were built in the black community and Margaret Sanger's own words. She didn't use the word genocide but she did talk about preventing the increasing number of poor blacks in this country by preventing black babies from being born."

From "Cain says he opposes abortion without exceptions" by Shannon Mccaffrey, Associated Press 10/30/11

[Cain] endorsed a controversial theory linking abortion to racial genocide. Cain said Planned Parenthood founder Margaret Sanger wanted to eradicate minorities by putting birth control clinics in their neighborhoods, a charge that the group denies.

Cain said 75 percent of the organization's abortion facilities were built in black communities.

. . . Cain's view has gained currency in the anti-abortion movement, which has backed several state measures to ban abortions based on race. In Cain's home state of Georgia, dozens of provocative billboards popped around Atlanta last year labeling black children an "endangered species" in an effort to use race to rally support against abortion within the black community.

From "Herman Cain Won't Retract: Planned Parenthood is ‘Planned Genocide’" by Terence P. Jeffrey, CNSNews.com 10/30/11

“Here’s why I support de-funding Planned Parenthood, because you don’t hear a lot of people talking about this: When Margaret Sanger--check my history--started Planned Parenthood, the objective was to put these centers in primarily black communities so they could help kill black babies before they came into the world,” Cain responded [on March 15, 2011].

“It’s carrying out its original mission,” said Cain. “I’ve talked to young girls who go in there and they don’t talk about how you plan parenthood. They don’t talk about adoption as an option. They don’t say bring your parents in so you we can talk to you before you make this decision.

“Talk to some young lady who has gone into some of these centers to see what kind of conversation takes place,” said Cain. “They have basically carried out their original mission. There’s not any planning other than to abort the baby.

According to the Centers for Disease Control, 36.5 percent of the abortions done in the United States in 2007 were done on black babies. However, according to the Census Bureau, 12.4 percent of the overall U.S. population is black. That means that black babies are aborted at a rate that is almost triple the rate of blacks in the nation’s population.

Minorities Targeted by Planned Parenthood for Abortion: Study

A new demographic study shows that the nation's largest abortion corporation locates its clinics in mostly black and hispanic areas in order to maximize abortions performed -- areas that perpetually have the highest rates of unintended pregnancies, thus disproving the corporation's mission claims to the contrary.

A new reported issued by the pro-life group Life Dynamics . . . Titled, “Racial Targeting and Population Control,” . . . validates the claims pro-life advocates have made for years — and that Life Dynamics made in its groundbreaking Maafa21 video released two years ago — showing that abortion advocates have purposefully placed abortion centers in urban areas with high percentages of black and Hispanic residents.

Mark Crutcher and Carole Novielli conducted the research in the 24-page report and they say the location of abortion centers is the modern equivalent of the population control policies against minorities, especially African-Americans, that Planned Parenthood has supported since Margaret Sanger founded it. The researchers say they prepared the new report to respond to the criticism of the claims abortion advocates have made to the racial charges — and to point out a hypocrisy.

From "Racial Targeting and Population Control" by Mark Crutcher, President, Life Dynamics Incorporated

. . . as far back as the mid 1900s, some wellknown eugenicists were arguing that the most effective way they could advance their agenda would be to concentrate population control facilities within the targeted communities. . . .

. . . Planned Parenthood and others within the abortion and family planning lobby took this approach when choosing locations for their facilities and that this practice continues to this day.

. . . ["Family planning" defenders] have consistently argued that the most effective way to reduce the number of abortions is to prevent unplanned pregnancies by making birth control chemicals, devices and information widely available. If that is true, in light of their concession that they have focused these things on the minority community, the obvious result should be that black women have the lowest pregnancy and abortion rates in the country.

But to the contrary, in contemporary America, the rate of pregnancy among black women is almost three times as high as it is for white women and, though they make up less than 13% of the female population, black women have about 37% of the abortions. In other words, the family planning lobby’s argument that they concentrate their facilities in minority communities because that is where the need is, cannot be reconciled with their long espoused claim about the connection between contraception, pregnancy and abortion.

Virtually overnight, they went from claiming that they target minority communities with noble intentions to claiming that they don’t target them at all. Then, to support this revised strategy, they began quoting a new report by the Alan Guttmacher Institute (AGI) showing that only one in 10 Planned Parenthood clinics is located in a minority community.

The reality is, the research in AGI’s report had been manipulated to yield pre-determined results.

Abortion Genocide Billboards Unwelcomed in Calif.

-- From "Racial specific anti-abortion billboards arrive in Oakland" by Paul T. Rosynsky, Oakland Tribune 6/22/11

A national anti-abortion advertising campaign targeting inner-city minorities with racial-specific billboards reached Oakland this month with at least 25 "Black & Beautiful" signs plastered in East and West Oakland.

While the Radiance Foundation and groups associated with it call the billboards educational, abortion rights and civil rights organizations have labeled them racist, offensive and misleading.

Although [Walter Hoye III, president of the Issues 4 Life Foundation], an African-American minister, said he did not think the billboards were racist or offensive, the California NAACP said they were and urged groups to pressure any billboard company that decides to conduct business with the Radiance Foundation or any group affiliated with it.

[Alice Huffman, president of the California NAACP,] said she was disturbed that the billboards attack Planned Parenthood, a health care provider that, in many cases, is the only source for health care in poor minority communities.

An anti-abortion group says that an advertising company bowed to pressure by removing jumbo billboards in Los Angeles that portray abortion as a form of genocide in the Hispanic community – a sequel to a billboard campaign that targeted the black community in New York and Georgia.

"The most dangerous place for a Latino is in the womb," reads the three signs on billboards space the Latino Partnership for Conservative Principles purchased from CBS Outdoor.

The billboards went up last Friday and were supposed to stay up for a month. But they are being taken down Friday after the group said supporters of abortion rights complained, calling the billboards racist.

The Los Angeles chapter of Planned Parenthood cheered the removal of the billboards.

The event featured Governor Rick Perry of Texas and pro-life activist Lila Rose of Live Action Films.

President Obama is depicted in a new South Side ad campaign from the same anti-abortion group behind the controversial "Dangerous Place" billboard in New York City.

The Chicago billboards feature an image of Obama and the words, "Every 21 minutes, our next possible leader is aborted."

Life Always plans to unveil the first of 30-plus billboards on Tuesday at 5812 S. State St. The group says the billboards are targeted at the "disproportionate number of abortions among African Americans."

Reverend Derek McCoy, a board member of Life Always says, “Our future leaders are being aborted at an alarming rate. These are babies who could grow to be the future Presidents of the United States, or the next Oprah Winfrey, Denzel Washington or Maya Angelou.”

He explained to LifeNews.com that more than 30 billboards will be placed in South Chicago to encourage reflection on the disproportionate number of abortions among African Americans. Census and CDC reports state that African Americans comprise less than 13 percent of the population and about 36 percent of the country’s abortions.

Meanwhile, the Illinois Department of Public Health reported 25,196 abortions in Cook County, Illinois alone in 2009 and that number doesn’t include the number of abortions done in suburban counties surrounding Chicago.

According to a 2008 article by Susan Cohen for the Guttmacher Policy Review, “the abortion rate for black women is almost five times that for white women.” While disputing the notion that the black community is being deliberately targeted by Planned Parenthood and other abortion providers, Cohen also noted that black women led the abortion rate even across the income demographic.

Herman Cain, a black GOP presidential candidate and successful CEO of Godfather’s Pizza, recently made a stir by telling reporters recently that he believed Planned Parenthood should be renamed “Planned genocide.”

Cain said the heavy preponderance of Planned Parenthood clinics in African-American/minority communities, “says to me they are targeting blacks.”

“I’ve talked to young girls who go in there, and they [Planned Parenthood] don’t talk about how you plan parenthood,” explained Cain. “They don’t talk about adoption as an option. They don’t say, ‘Well, bring your parents in so we can sit down and talk with you, and counsel with you before you make this decision.’”

“There’s not any planning other than to abort the baby.”
