In a first-of-its-kind analysis, President Obama's Centers for Disease Control and Prevention (CDC) reported this week that African-American males who engage in anal sex have a 50-50 chance of contracting HIV during their lifetime.  The risk for Latino men is 25%.

The findings present a stark reminder of the threat still posed by the AIDS virus 35 years after the illness was first detected, despite progress in treatment and prevention.

“It was really a clarion call,” said Dawn Fukuda, director of the HIV/AIDS division at the Massachusetts Department of Public Health, who heard the report presented at the international Conference on Retroviruses and Opportunistic Infections in Boston. “These are numbers that are pretty astounding.”

The report from the Centers for Disease Control and Prevention is the first to project the lifetime risk of HIV infection state-by-state and among certain groups of people. Based on death data from 2009 through 2013, the CDC concluded that gay and bisexual men, African-Americans, and people who live in the South have the highest risk of infection.

President Obama's agency charged with ensuring the safety of the sexual revolution has determined that a homosexual pornography performer who had tested negative for HIV was, in fact HIV positive, and infected with rectal gonorrhea when he unknowingly infected a porn co-worker plus another person, as well as participated in unprotected anal sex with over a dozen others over a period of days.

Researchers say a 25-year-old male porn actor, labeled "Patient A," tested negative for HIV in 2014 and over the next 22 days had unprotected sex with at least 17 people who hailed from seven US states and four countries.

Then an HIV test came back positive, and further tests showed he likely transmitted the virus to two men: Another adult-film actor and a non-work-related partner tested HIV positive less than a month after their encounters with Patient A and showed a similar strain of the virus, reports Live Science.

Some porn companies require that actors have a negative HIV test within two weeks of filming. But MD Magazine reports tests can't detect the virus within the first 14 days of infection.

. . . This prompted an investigation into the partners' patient A had contact with between the time he received his negative result and his recent examination. Of the 17 named sexual contacts, the CDC found six were chronically HIV-infected; one had sexual contact with patient A before patient A was infected; and 10 were at risk for infection by patient A." And of the seven of 10 partners patient A had unprotected sex with, two became infected.

Adult film production companies first check a database to ensure the performers they hire have had a recent negative test before filming, the CDC said. But to partially protect performer privacy, production companies are only informed of whether a performer is cleared to perform (or not) on the basis of test results. Since patient A's onset didn't occur until 10 days after his negative test, companies hired him to perform in "bareback films," which involve condom-less anal sex among male performers. This, unfortunately, is only the beginning of the problem, the CDC said.

Employers are required to ensure a safe working environment by law, so the CDC suggests employing multiple strategies to reduce HIV transmission among adult performers. Frequent HIV testing, use of condoms, and some antiretroviral medicines are but a few effective methods the industry can consider. Some antiretroviral drugs have been approved for use as "pre-exposure prophylaxis" (PrEP), a treatment for those who don't have HIV but are at high risk of infection.

The debate over whether to force porn actors to wear condoms is a controversial one that’s been playing out for years in California, home of the multibillion-dollar American porn industry. An HIV outbreak in 2004 spooked the industry and briefly shut down production.

Adult film productions may face greater pressure on two fronts in 2016. On Feb. 18, a state board appointed by California's governor to set standards for workplace safety will vote on proposed regulations to explicitly mandate condom use on sets. In November, new rules for the industry will also be put to Californians statewide on a ballot measure that would, among other things, require condom use and allow any state resident to sue to enforce the law. Both could extend restrictions now in place in Los Angeles throughout the state.

The adult entertainment industry opposes the rules. The industry's own voluntary system requires performers to get biweekly HIV tests before working without condoms. Productions that adhere to those standards have not had an HIV transmission in more than a decade, says Eric Paul Leue, the recently hired executive director of the Free Speech Coalition, which represents adult film producers. . . .

The recommendations were published Tuesday in Vital Signs, a monthly report from the CDC. Based on national data, the CDC estimates that 25 percent of sexually active gay and bisexual men, nearly 20 percent of adult intravenous drug users and less than 1 percent of sexually active heterosexuals should be counseled on the use of PrEP. These numbers are based on lifestyle factors that put a person at higher risk for an HIV infection such as engaging in unprotected sex with multiple partners. The daily pill for HIV prevention that has been found to reduce the risk for infection by more than 90 percent for men who have sex with men and by more than 70 percent among patients who inject drugs.

PrEP was approved by the U.S. Food and Drug Administration in 2012 for high-risk patients, but the CDC reports that many primary care physicians are unaware of the drug and its high efficacy for HIV prevention. An unpublished online national survey of health care providers, conducted in 2015 found 34 percent had not heard of PrEP.

From "New HIV cases soar in Florida" by Dan Sweeney, Sun Sentinel 7/24/15

The number of reported HIV cases in Florida has jumped 23 percent so far this year, the biggest increase in a continuing upward trend that began in 2012 after several years of decreases.

The most common way in which the disease is contracted is still through male-to-male sexual contact, according to the state health department. That accounted for 78 percent of all new cases in Florida in 2014, a percentage that has risen significantly since 2012, which keeps with national trends.

An "other" category, which includes people who get the disease through blood transfusions or from birth by an HIV-infected mother, has dropped to almost nothing.

According to the U.S. Centers for Disease Control, the annual cost for treating a single case of HIV is more than $25,000. With HIV-positive people now living longer lives, that means the cost over a lifetime can come close to $1 million.

The “humanized” rodent that these government researchers describe making is called the TKO-BLT mouse—with TKO standing for triple knockout (representing changes in the mouse’s system) and BLT standing for bone marrow, liver and thymus.

They indicated that the human tissue donors [a.k.a BABIES!] were at 17 to 22 weeks gestational age and that their tissue was provided to the researchers by Advanced Bioscience Resources, which is a non-profit organization located in Alameda, Calif.

New Gay Health Risk: Meningococcal Disease

The Chicago Department of Public Health has issued an alert to all homosexual men about a recent outbreak of the "very serious" meningococcal disease, which is transmitted through intimate contact, including anal sex, or even casual contact.  Officials are focusing on homosexual men who use Internet social media, such as Grindr, to "hook up" in anonymous sexcapades.

In a significant shift, the federal government is now calling abstinence and monogamy "the most reliable way" to avoid sexually transmitted diseases, a $16 billion annual problem that hits as many as 10 million teens a year.

In a very long rewrite of the "Sexually Transmitted Diseases Treatment Guidelines, 2010," the Centers for Disease Control and Prevention dropped the old language that monogamy and abstinence were just "a reliable way" to avoid STDs.

The prevention section now reads: "The most reliable way to avoid transmission of STDs is to abstain from oral, vaginal, and anal sex or to be in a long-term, mutually monogamous relationship with a partner known to be uninfected."

The US Centers for Disease Control and Prevention today updated its sexually transmitted diseases treatment guidelines to help healthcare professionals better manage the more than 20 million cases of STDs in the US annually.

The Sexually Transmitted Diseases and Treatment Guidelines, 2015 provides the first update since 2010. It notably includes recommendations for use of nucleic acid amplification tests, or NAATs, for Trichomonas vaginalis and routine trichomonas screening for high-risk populations.

A "dear colleague" letter to clinicians sent today from the CDC also details, among other items, new guidance for treatment of gonorrhea, chlamydia during pregnancy, and genital warts, and has new screening recommendations for gonorrhea and chlamydia, and for men who have sex with men.

Trichomonas affects about 3.7 million people each year. . . . trichomonas infection is associated with up to a three-fold increase risk of contracting HIV.

Internet = HIV & STD Epidemic Among Young Adults

Health officials in the U.S. and worldwide are reporting that a sudden rapid spread of sexually transmitted diseases (STDs), particularly among young adults, is the result of an expansion of the "hook-up culture" enabled by electronic social media. First it was the explosion of pornography, and now it's Internet-facilitated anonymous sexcapades that spread HIV among homosexual men, as well as other STDs among straight men and women — diseases that used to be under control.

Between 2013 and 2014, cases of syphilis grew by 79%. HIV infections were up 33% and gonorrhea cases increased by 30%. STD cases for young adults are growing at a faster rate than the rest of the population.

Rhode Island says the recent uptick in STD cases follows a national trend. The state's health department blamed "high-risk behaviors that have become more common in recent years," including "using social media to arrange casual and often anonymous sexual encounters."

A 2013 New York University study found that Craigslist was responsible for a 16% increase in HIV cases between 1999 and 2008 across 33 states. Grinder, a hookup app for gay men, was associated with more than half of all syphilis cases in New Zealand in 2012, according to Christchurch Sexual Health Clinic.

Apps like Tinder, Down and Grindr could be partly responsible for gonorrhea rates in Utah being up in women more than 700 percent, they use as an example.

The numbers don’t lie, and gonorrhea rates jumped nearly 400 percent from 2011-2014. Men have seen a 300 percent increase, while rates among women have surged an incredible 714 percent.

The state [of Utah] is now rushing to stop this alarming trend by bumping up its annual conference scheduled for the fall and meeting with doctors from across the state in mid-May to brainstorm solutions.

While the Alachua County Health Department does not track the number of patients who have received an STD after meeting someone online, their records show that back in 2012—before these apps became mainstream—there were more than 950 cases of STDs from January to May. For the same period in 2015, the numbers increased by about 5 percent.

"When you look at any situation, regardless of where you meet someone, there are ways to protect yourself. Abstinence is the 100 percent way to prevent the spread of STDs. You want monogamous relationships, you want to get tested with your partners before engaging in sexual activity," said Larissa Cantlin-Plemons, Alachua County Health Department STD Program Manager.

More than 35 million people around the world have HIV but experts estimate that new infections in gay men can be curbed by 25 percent through pre-exposure prophylaxis (PrEP), preventing up to a million new cases in the group in a 10-year period.

PrEP helps those not yet infected by HIV but at high risk of acquiring an infection with a simple pill. Containing emtricitabine and tenofovir, the pill keeps the virus from permanently taking hold after an individual is exposed, preventing HIV from fully developing. In a UK trial, researchers tested the Gilead drug Truvada and found that as a preventative measure, the pill can cut up to 86 percent of HIV risk.

The results of the study was presented at the Conference on Retroviruses and Opportunistic Infections, which the UNAIDS, the Joint United Nations Program on HIV/AIDS, gladly welcomed.

A daily pill that can dramatically cut a person’s risk of contracting HIV must be made available through the NHS “as soon as possible”, campaigners have said.

Results of a major UK trial of pre-exposure prophylaxis (PrEP) have been described as “extremely exciting” and a “game-changer” by leading specialists.

Despite major advances in the fight against HIV/Aids in recent decades, the infection rate among men who have sex with men remains stubbornly high in the UK, and the results of the trial have led to calls for PrEP to be offered free by the NHS.

With evidence of its effectiveness now established, it will have to consider whether the pills, which will cost £423 per month for each patient, will be cost-effective, and what the criteria should be for accessing them.

The next question is how many people would be given the pill. It would probably only be available for high-risk people – those who are having sex with several partners, sometimes unprotected. About 18,000 men who have sex with men are diagnosed with a sexually transmitted infection each year (an indicator of a high-risk lifestyle). If around a quarter of these were deemed likely to benefit from PrEP that would mean 4,500 people taking PrEP a year, at a total cost of £22.8m.

Truvada, Gilead [Sciences Inc.]’s HIV drug, has been approved since 2004 for people with the virus. In 2012, use was expanded to people without HIV as a way of preventing transmission -- a practice called PrEP, or pre-exposure prophylaxis. Taken daily, it can prevent infections 92 percent of the time, meaning it could drastically reduce new infections in sexually active gay men, among the U.S.’s highest-risk communities.

Thanks to its use in HIV patients, Truvada’s been a financial success, bringing Gilead $1.79 billion in the U.S last year. Yet out of 3.3 U.S. million prescriptions from January 2012 to March 2014, only 3,200 were for prevention.

There are many reasons: Gilead says PrEP isn’t a moneymaker, so the drugmaker doesn’t pitch the medicine to many of the primary care doctors who see healthy, HIV-negative gay men most likely to benefit from Truvada. Patients and advocates say doctors often don’t know about the medicine, and some insurance plans leave patients with copays as high as $1,300, making use by the healthy less affordable.

The result is thousands of people who could significantly lower their HIV risk, yet don’t. Some 50,000 Americans are diagnosed with HIV each year, with the highest rates among young gay males, according to the U.S. Centers for Disease Control and Prevention.

In a major step against HIV (human immunodeficiency virus), the virus that causes AIDS, scientists have announced the creation of a novel drug candidate that is so potent and universally effective it might work as part of an unconventional vaccine.

"Unlike antibodies, which fail to neutralise a large fraction of HIV-1 strains, our protein has been effective against all strains tested, raising the possibility it could offer an effective HIV vaccine alternative," said lead researcher Michael Farzan, professor at The Scripps Research Institute (TSRI), Florida.

Tested in monkeys, the new drug candidate blocks every strain of HIV-1, HIV-2 and SIV (simian immunodeficiency virus) that has been isolated from humans or rhesus macaques, including the hardest-to-stop variants, the findings showed.

Dr. Michael Farzan, a professor of infectious diseases at TSRI’s Florida campus, said he expects his new drug candidate could cure the 35 million people living with HIV worldwide within the next few years.

But Dr. David Margolis, a UNC professor of medicine and leader of the Collaboratory of AIDS Researchers for Eradication, cast doubt on several of the study’s findings: whether it will be as effective for humans as it was for monkeys, whether the protection will last long enough and whether human cells will react abnormally to the proteins.

“This is not novel and has been tried in the lab for decades,” he said.

An estimated 39 million people have died worldwide from HIV-related causes, and while treatments have improved, a cure has remained elusive for decades.

A new HIV strain in some patients in Cuba appears to be much more aggressive and can develop into AIDS within three years of infection. Researchers said the progression happens so fast that treatment with antiretroviral drugs may come too late.

Without treatment, HIV infection usually takes 5 to 10 years to turn into AIDS, according to Anne-Mieke Vandamme, a medical professor at Belgium's University of Leuven. According to the study, published in the journal EBioMedicine, Vandamme was alerted to the new aggressive strain of HIV by Cuban health officials who wanted to find out what was happening.

While fast progression of HIV to AIDS is usually the result of the patient's weak immune system rather than the particular subtype of HIV, what's happening in Cuba is different.

The new variant, named CRF19, is a combination of HIV subtypes A, D and G.

A strain of HIV that progresses to full-blown AIDS within three years if left untreated has become “epidemic” among newly infected patients in Cuba who reported having unprotected sex with multiple partners, according to a study published last week by international researchers working with patients and doctors in the Caribbean island nation.

The strain of human immunodeficiency virus — a combination of three subtypes of the virus — progresses so fast that researchers at Belgium’s Catholic University of Leuven said they worry patients infected with the mutated virus may not seek antiretroviral therapy until it’s too late.

Hector Bolivar, a physician and infectious-disease specialist with the University of Miami Miller School of Medicine, said the HIV research community has long known about the virus’ capacity to mutate and create new versions.

More than 60 strains of HIV type 1 exist in the world because of mutations.

“We have a collaborative project with Cuba and the Cuban clinicians had noticed that they recently had more and more patients who were progressing much faster to AIDS than they were used to [seeing],” said Professor Anne-Mieke Vandamme, a professor in the Department of Microbiology and Immunology at Rega [Institute for Medical Research in Belgium], according to Voice of America. “In this case, most patients had AIDS even at diagnosis.”

The findings are especially concerning considering many people might not even know they have HIV infection. Firstly, because HIV tests normally can’t detect the virus during the first few weeks of infection (sometimes months), thus producing false negatives. Also, once a person gets through the flu-like symptoms that characterize acute infection — usually occurring about two to four weeks after infection — the virus undergoes a latency period, during which time it replicates and lives inside the body without causing any symptoms. This is the period that normally lasts 10 years before AIDS develops. Many of the current study’s patients, however, had gotten negative test results a maximum of one to two years prior to participating.

Normally, HIV first anchors itself to human cells before settling. The virus uses co-receptors (proteins that are part of the cell membrane) as anchor points. Most HIV strains also use co-receptors called CCR5 as anchor points before changing the anchor points to CXCR4, which leads to AIDS. Typically, a person will remain healthy for several years before the virus changes anchor points.

The particularly aggressive HIV strain found in Cuba uses CXCR4 anchor points early in the infection, which minimizes the amount of healthy time a person has before being diagnosed with AIDS.

. . . unprotected sexual intercourse with multiple partners should be avoided to reduce the odds of contracting more than one strain of HIV, scientists said.

This strain is expected to hamper efforts at eliminating HIV and AIDS from the disease landscape, as patients can become infected with AIDS before they even realize they have HIV.

The government awarded $432,000 to Columbia University to interview gay men who use GPS dating apps [such as Grindr] and determine whether it increases their likelihood of engaging in risky sexual behavior.

“Smartphone technologies have provided a new venue for sexual partnering among men who have sex with men (MSM),” the grant for the project states. “Indeed, there are a rapidly growing number of smartphone applications designed to facilitate sexual partnering among MSM.”

“Furthermore, given the expediency with which men are able to arrange sexual encounters using these applications, there is cause to question if, when, and how sexual negotiation and serostatus disclosure occurs,” the grant said. “The overall study goal is to understand how sexual risk behaviors among MSM may be facilitated by the nature of GPS-enabled smartphone applications, the way they are used, and the process by which sexual partnering occurs via smartphone applications.”

The project is also studying the sexual arousal level of gay men when using the apps.

The National Institutes of Health has awarded $661,858 to the New York State Psychiatric Institute to study whether the use of rapid home HIV tests will reduce sexual risk behavior in “men who have sex with men” and “transgender women.”

“This study focuses on HIV-uninfected men and transgender women who have sex with men, with special emphasis on ethnic minority individuals, who have more than one sexual partner and never or seldom use condoms,” the grant said.

“Statistics about HIV among male-to-female transgender women (TGW) are often unavailable but it is known that HIV prevalence in this population is high, and the 2011 Institute of Medicine Consensus Report called for much needed research among transgender populations,” the grant said.

“Alternatives to condom use are needed for individuals who cannot or will not use condoms,” it said.

“This 5-year randomized controlled trial will target mainly, but not exclusively, ethnic minority men and TGW who have sex with men, are HIV-uninfected and non-monogamous, never or seldom use condoms, and have a history of serodiscordant UAI,” the grant said.

Serodiscordant UAI is when one partner is infected with HIV and the other is not.

When transgender detainees are taken into custody, they are assessed individually, and decisions about how the individual will be classified and where the individual will be placed “may not be based solely on the biological anatomy of that individual,” Landy said.

The total for a project on why gay men get syphilis in Peru is now $692,697 after receiving additional $228,425 this year. The NIH is also concerned about postpartum depression in “invisible sexual minority women,” with a study that has cost $718,770.

Millions went to develop “origami condoms,” in male, female, and anal versions. The inventor Danny Resnic, who received $2,466,482 from the NIH, has been accused of massive fraud for using grant money for full-body plastic surgery in Costa Rica and parties at the Playboy mansion.

The [Ninth Circuit Court of Appeals] ruled on Monday that an LA county ordinance mandating condoms in films did not violate the adult entertainment industry’s first amendment rights.

Vivid Entertainment, Califa Productions and other producers had argued that the 2012 ordinance [Measure B], which was passed by voters, restricted their ability to create alluring scenarios free of real-word concerns like pregnancy and sexually transmitted diseases.

Diana Duke, head of the Free Speech Coalition, an industry group, said in a statement that the condom mandate was “terrible” policy [and that] performers disliked condoms because aggravated friction amid bright lights and prolonged periods of penetration caused discomfort and impeded erections.

The number of permits issued for adult films in LA county had fallen 95% since measure B passed, said Duke. However, as a film can be shot in a few days in a private house without a permit, it is unclear how much production has fled.

'Safe Gays' Defined by Obama's FDA as Celibate

The federal Food and Drug Administration (FDA) has created a new classification of homosexual men:  Those who've not had anal sex for at least a year.  This new FDA action means that all other men who claim the mantle of "gay" will continue to be excluded from donating their blood because it may be contaminated with HIV.

"This new policy does not require heterosexual blood donors to be celibate for one year. Some may believe this is a step forward, but in reality, requiring celibacy for a year is a de facto lifetime ban."

Last month a panel of blood safety experts convened by Department of Health and Human Services voted 16-2 in favor of doing away with the lifetime ban. The panel recommended moving to a one-year ban, which bars donors who have had male-on-male sex during the previous 12 months.

The proposed policy change, which will be offered for public comment next year, would allow gay men to donate blood if they had not engaged in sex with another man for at least a year.

In a prepared statement, FDA commissioner Margaret Hamburg said the proposed policy would "better align the deferral period with that of other men and women at increased risk for HIV infection."

In September, the Centers for Disease Control noted in a report that men who have sex with men represent about 2 percent of the U.S. population. It also noted that another CDC survey from 2007 to 2010 found that men who engaged in gay sex accounted for 63%of all new HIV infections.

Gay rights groups rejected a decision by the FDA to ease the blanket ban on gay and bisexual men donating blood, saying the agency's requirement that this group of donors abstain from sex for a year before giving was "offensive" and imposed a "de facto lifetime ban."

The new rule was a step in the right direction, "but blood donation policy should be based on current scientific knowledge and experience, not unfounded fear, generalizations and stereotypes," said Scott Schoettes, Lambda Legal's director of HIV Policy. He said policy should be focused on the conduct of the potential donor and not on sexual orientation or gender identity.

. . . the Gay and Lesbian Medical Association challenged [the FDA], saying any "categorical" donation deferment for gay or bisexual men for any length of time was "arbitrary, stigmatizing and not scientifically supported." The group called on the FDA to commit to developing a policy addressing specific at-risk sexual behavior regardless of sexual orientation or gender.

The F.D.A. enacted the ban in 1983, early in the AIDS epidemic. At the time, little was known about the human immunodeficiency virus, which causes the disease, and there was no quick test to determine whether somebody had it. But science — and the understanding of H.I.V. in particular — has advanced in the intervening decades, and on Tuesday the F.D.A. acknowledged as much, lifting the lifetime ban but keeping in place a more modest block on donations by men who have had sex with other men in the last 12 months.

The shift puts the United States on par with European countries like Britain, which adjusted its lifetime ban in favor of a 12-month restriction in 2011. Men’s health advocates welcomed the move, saying that the ban was not based on the latest science and that it perpetuated stigma about gay men as a risk to the health of the nation. Legal experts said the change brings an important national health policy in line with other legal and political rights, such as permitting gay and people to marry and to serve openly in the military.

“This is a major victory for gay civil rights,” said I. Glenn Cohen, a law professor at Harvard University who specializes in bioethics and health. “We’re leaving behind the old view that every gay man is a potential infection source." He said, however, that the policy was “still not rational enough."

Peter Marks, deputy director of the FDA’s Center for Biologics Evaluation and Research, said in a telephone call with reporters Tuesday . . . “At this time, the scientific evidence is not compelling that we can change to anything less than a one-year deferral and still maintain the current level of safety of the blood supply,” he said.

“A ban of one year doesn’t really make sense, from a scientific or a medical perspective,” said Daniel Bruner, director of legal services at Whitman-Walker Health, a D.C. health-care provider that caters to lesbian, gay, bisexual and transgender patients. “It’s overly broad, in that you sweep in a lot of people who pose no risk whatsoever to the blood supply. And you are stigmatizing an entire population by telling people that they need to remain celibate for an entire year — whether they are monogamous, whether they practice safe sex, whether they are on medication like the prophylactic that makes the chance that they become infected almost zero.”

The Human Rights Campaign and Lambda Legal, among other gay rights groups, also issued statements saying the policy change is welcome but does not go far enough.

Based on models that the FDA created, Marks said he expects about half of the would-be blood donors who are kept away because they have had sex with other men would become eligible to donate. He said he could not provide a number of men he expected would become eligible donors.

Men and women of any sexual orientation are barred from donating blood for a year after having sex with someone with HIV, with a commercial sex worker [prostitute, a.k.a. "whore"] or with an intravenous drug user.

But some gay rights advocates were less than pleased with the 12-month deferral policy, which requires men who have sex with other men to remain abstinent for a year before giving blood. The National Gay Blood Drive, a group that has pushed for rolling back the decades-old ban, said that while it supports FDA’s updated approach, “the revised policy is still discriminatory.”

Daniel Bruner, senior policy director at the Whitman-Walker Health, a D.C. health-care provider that caters to lesbian, gay, bisexual and transgender patients, said in an interview Monday that the deferral period should be no longer than 30 days, given the ability of current testing to detect an HIV infection soon after exposure. He also criticized the new guidelines for continuing a lifetime donation ban on individuals who have engaged in sex work or used non-prescription injection drugs.

Peter Marks, deputy director of FDA’s Center for Biologics Evaluation and Research, told reporters Monday that the agency considered a range of approaches, but ultimately settled on the 12-month deferral window because it was backed by the most scientific evidence, and other large countries had adopted a similar approach. But he also called the change a "first step," saying the FDA will continue to conduct research and evaluate new data that emerges after the new approach goes into effect.
