Free Condoms Cause More Student Pregnancies: Study

A new study issued by the National Bureau of Economic Research (NBER) concludes that students at schools that provide free condoms have ten percent higher birth rates, and independent research shows that twenty percent of teens say that instruction on contraceptives encourages them to have sex.
We find clear evidence that access to condoms in schools leads to an increase in teen fertility. . . . School condom distribution programs could encourage risky sexual behaviors, promote the use of the condom over methods that better prevent pregnancy, or cause schools to shift resources away from more effective programs.

A new data analysis of in-school condom distribution programs from the 1990s has added new complexity to our understanding of teen pregnancy prevention. Most previous studies have shown that access to free contraception decreases teen birth rates, but this is the first robust study of condom-only programs. Researchers Kasey Buckles and Daniel Hungerman of the University of Notre Dame found that teen births rose 10 percent at schools that gave out free condoms to students.

. . . The authors tracked pregnancy rates before and after the condom programs were introduced in each school, and they compared these numbers to the pregnancy rates at schools that had no condom program at all and the pregnancy rates among young women aged 20 to 24 in the same areas as the school. This allowed them to control for the possibility that broader societal shifts were driving the rising pregnancy rates in the schools that offered free condoms.

. . . the theoretical effects of providing free birth control to teenagers actually are ambiguous. On the one hand, condoms can prevent pregnancy if used correctly. On the other hand, providing teenagers with free birth control might increase sexual activity, and thus have the unintended effect of increasing teen fertility.

Buckles and Hungerman propose several possible explanations for their findings. Perhaps free condoms serve as a substitute for more reliable forms of birth control, such as the pill. Or perhaps they nudge a teenager who might otherwise be on the margins of becoming sexually active into engaging in sexual activity.

Ultimately, the authors suggest that their data best fits an interesting explanation that was first presented in a 1999 paper in the American Journal of Public Health, which found that condom use actually declined as condoms became more available in schools. . . .

It’s not entirely clear if today’s teens would respond to free condoms in the same way as the ’90s-era teens of Buckles’ and Hungerman’s research. Today’s teenagers are less likely to be sexually active and have access to more reliable forms of birth control, research has found.

Furthermore, another Guttamcher study found simultaneous increases in contraceptive use and abortion rates in the United States, Cuba, Denmark, Netherlands, Singapore, and South Korea.”

According to Ascend — an organization formerly known as the National Abstinence Education Association — President and CEO Valerie Huber explained that the aforementioned survey her organization conducted in partnership with the Barna Group divulged that two times the number of males — compared to females — came away from condom demonstrations at schools with the message that they were expected to have sex.

“[School programs that] normalize teen sex [and imply] sexual activity is a normal part of adolescent development, [combined with] condom distribution within even the class or maybe in the school clinic [mean schools are] tacitly saying and sometimes explicitly saying, ‘Hey, as long as you use this, you don’t have to worry about any of the consequences,’” Huber insists.

The pro-family leader maintains that the misleading message that teen pregnancies and the contraction of sexually transmitted diseases will not happen to them — in addition to the fact that underdeveloped adolescent brains are incapable of making fulling rational decisions — work together to create the “perfect storm” that can devastate the lives of teens.

Abstinence Education Illegal in Calif, Judge Rules

Fresno County (California) Superior Court Judge Donald Black struck down the Clovis Unified School District sex education program ruling that the curriculum denied students' public right to sexualization and Gay Agenda indoctrination, and did not completely train the children in "safe sex" performance, but rather encouraged abstinence as the most healthy and effective means to prevent pregnancy and disease.

The state law requires school districts to make their sex-education programs “age-appropriate” and directs them to teach students, starting in the seventh grade, that abstinence from sex is the only sure way to prevent pregnancy and sexually transmitted diseases. But it also requires districts to provide “medically accurate information” on other methods, including all contraceptives approved by the Food and Drug Administration.

The law also requires public schools to teach students, in middle school and again in high school, about the dangers of HIV and AIDS and how they can be prevented.

A group of parents in Clovis filed suit in November 2012, saying the school district was using texts and videos that focused on abstinence and made little or no mention of contraceptives or claimed they were ineffective. One video, described in Black’s ruling, compared a woman who was not a virgin to a dirty shoe. Other videos “perpetuated sexual orientation bias,” the judge said, including one that encouraged students to adopt the mantra, “One man, one woman, one life.”

"Given the high social cost of teen pregnancy and similar toll on society of HIV/ADIS [sic] and other sexually transmitted diseases, the rights vindicated by this suit, access to medically, and socially appropriate sexual education, is an important public right," [Judge] Black wrote.

"We continue to be confident that the District acted appropriately and that our former 9th grade curriculum was unbiased, more than 'abstinence only,' and legally compliant; and that the issues raised in plaintiffs’ litigation were not accurate," Kelly Avants, Clovis Unified's chief communication officer, wrote in an email to The Huffington Post. "We are currently considering whether to pursue an appeal of Judge Black’s ruling."

The parents filed suit in 2012, but dropped the case in 2014 after the school changed its policies. Black, however, ordered the school district to pay for the parents' legal fees, citing the legal action as the catalyst for change in the district.

Access to medically accurate and age-appropriate sex education is an important public right, Judge Donald Black has ruled, casting questions on the state’s current law, which does not require schools to teach comprehensive sex education in school.

The ruling, which hands a victory to two Clovis Unified parents, the American Academy of Pediatrics and the Gay-Straight Alliance Network, also makes it crystal clear that abstinence-only education violates California law.

Black’s decision closes the book on a three-year fight over whether Clovis Unified’s sex education curriculum met the letter of the 2004 Comprehensive Sexual Health and HIV/AIDS Prevention Education law. The ruling answers with a resounding “no” and concludes the district “violated California law for many years before the plaintiff parents began to complain, and that even years after the complaints began the district still had not changed its sex ed curriculum.”

Calif. Warns Porn Makers of Gay HIV Transmission

The California Department of Public Health has issued an alert to the pornography industry that on-set homosexual anal sex has infected a man with HIV during filming in Nevada -- a state that does not require condoms for porn actors.

One actor from the second shoot has since tested positive for HIV. According to the health department, lab results indicate the first actor who tested positive "probably transmitted" HIV to the second.

A health department official declined to release any information regarding when the transmission had taken place or which company it involved, citing privacy restrictions, but said the apparent transmission occurred in Nevada.

Several porn companies have moved shoots out of the county over the last two years in response to the ordinance [requiring condoms]. The number of porn filmmakers applying for permits in LA County has declined sharply, from 485 in 2012 to 40 in 2013.

The [Ninth Circuit Court of Appeals] ruled on Monday that an LA county ordinance mandating condoms in films did not violate the adult entertainment industry’s first amendment rights.

Vivid Entertainment, Califa Productions and other producers had argued that the 2012 ordinance [Measure B], which was passed by voters, restricted their ability to create alluring scenarios free of real-word concerns like pregnancy and sexually transmitted diseases.

Diana Duke, head of the Free Speech Coalition, an industry group, said in a statement that the condom mandate was “terrible” policy [and that] performers disliked condoms because aggravated friction amid bright lights and prolonged periods of penetration caused discomfort and impeded erections.

The number of permits issued for adult films in LA county had fallen 95% since measure B passed, said Duke. However, as a film can be shot in a few days in a private house without a permit, it is unclear how much production has fled.

Sheriff Tom Bergin has asked the Clatsop County District Attorney to assist in shutting down the annual Adolescent Sexuality Conference, which is funded by the Oregon Department of Education (DOE) and the Oregon Health Authority, due to criminal activity — not to mention training young children in virtual sex via Internet:

Students [as young as 11] attending the conference were shown porn sites, taught how to access cybersex and even were encouraged to Skype each other while masturbating. That is one way this conference material could be setting kids up for illegal activity, Sheriff Bergin said.

The Oregon DOE employs Brad Victor, who runs the conference and is paid to help school districts align sex education to state standards.

The city of Seaside just started reviewing the conference’s contract and is looking into the liability risks of hosting the conference.

The Oregon House of Representatives education committee will also look into the conference.

Part of the lesson plan at a workshop at the Oregon Adolescent Sexuality Conference is an adult website called Virtual Fem. In addition to the content from that website, numerous handouts, such as one that encourages cyber and phone sex, have been passed out to high school and middle school students in attendance.

The pamphlets go on to suggest other ways students can engage in intimate activities without going all the way, including bathing together, shaving each other, wearing each other’s underwear, role playing, buying an extra-large pair of pajama bottoms to sleep in together, lap dances and strip teases.

“All kinds of speakers about Internet porn, using Internet sex toys, using meth as is shown in this book for when you’re engaging in sex. It encourages using meth because it helps your sexual drive and what not in here,” said [educator Lisa] Maloney. “It says in this booklet that was handed out and given out to all young people.”

In the WISE curriculum [the grant behind the conference], sixth grade students are asked, “How do people express their sexual feelings?” The answers they’re given to choose from include anal sex, oral sex and sexual fantasy.

When confronted about the graphic content, the conference’s director, Brad Victor, declined to comment about one session in particular about performing sex acts over Skype and whether those sessions could potentially be recorded and used against a student later.

"Is that really a reasonable option for kids who are subjected to peer pressure?" Kitchens asked.

A local watchdog group, Parents’ Rights in Education, has had its eye on the Oregon Adolescent Sexuality Conference and the XXX-rated presentations and materials being peddled to and by schoolchildren there for several years. Planned Parenthood is on the steering committee of this conference.

In 2013, Parents’ Rights in Education and others asked American Life League’s Rita Diller to attend the conference and see for herself what was being foisted on children. Diller says she came away scarred. “I monitor Planned Parenthood sex education on a regular basis and I have seen some unbelievably horrifying situations that young people are put in because of the abortion giant’s fixation with sexualizing children, but never have I seen so many adults work so hard to defile young people than at this conference,” she said. “It is blatant child abuse,” Diller continued.

Chicago Pre-teen Sex Ed Pornographic, Parents Say

When horrified parents objected to their elementary school children being taught anal sex and other sex techniques, Chicago Public Schools (CPS) officials claimed that a few teachers went rogue, but it was a district leader who presented the obscene curriculum at a parent workshop.  Also, local media uncovered a year-old CPS press release touting how this comprehensive sex ed "helps to reduce school-level incidents of sexual misconduct and harassment and positively impact rates of [sexually transmitted diseases] and unintended pregnancy among Chicago’s youth."

A binder passed out to parents of 5th-graders at Andrew Jackson [Language Academy] grade school included information about female condoms as part of the curriculum for the school’s new sex-education classes.

When the [CPS] school representative passed out the binder, Amy Miller got a close look at what her daughter might learn.

“To tell my 5th-grader, who’s still into ‘Little House on the Prairie,’ that it’s OK to have safe anal sex — I’m sorry. That’s just not appropriate,” Miller says.

CPS officials are apologizing, saying the material on female condoms “was mistakenly downloaded and included in the parent presentation, and we agree with parents it is not appropriate for Elementary school students.”

Many parents said that although they support sex education, the material went too far for elementary school students.

“Sexual awareness, OK — but how to use a condom, and that it was going to be shown how, is a little bit extreme,” said parent Tamara Gear.

Parents were notified of Wednesday's presentation in a letter from school principal Mathew Ditto. The letter said a CPS representative would be at the meeting where "we will share the lessons and information that will be taught to your child." CPS has said some of the lessons are even intended for children in kindergarten. . . . Students in fifth grade and above would also learn about contraception and pregnancy prevention, and lessons would include a condom demonstration, the letter stated.

. . . a slideshow posted on the Waters Elementary School health website includes all five of the objectionable slides in a Powerpoint presentation. According to the school's website, the slideshows contain lessons and handouts presented to students in April 2014.

Under the new sex ed guidelines, 5th grade students are typically taught about contraception, [CPS spokesman Bill] McCaffrey confirmed. The discussion includes use of female condoms, he said.

. . . Another Jackson parent, who asked not to be named, said she considers herself a liberal parent, but the curriculum slides were too much.

"I'm appalled. ... It doesn't necessarily meet the kids where they are at," she said. "Talking about lube and the heat that would be generated by using a female condom is not appropriate for a fifth-grader."

Secret Sex Training of 6th-Graders in Oregon

After officials of the Gervais (Oregon) School District learned that 5% of their female students had become pregnant, they announced a solution: Teachers should give private "safe sex" instruction to students beginning at 6th grade, provide unlimited condoms to kids upon request, and ensure that parents are NOT informed.

Superintendent Rick Hensel said Tuesday that nine girls in the Gervais School District became pregnant this school year. That means 5 percent of the school district's girls in grades six through 12 became pregnant.

According to the draft minutes from a May 14 meeting, the school board was generally supportive of distributing condoms to students in grades six through 12, but were concerned about the details.

The motion passed unanimously.

The Gervais School District, which is located about 30 miles south of Portland, has moved forward with a new plan to allow specific teachers to distribute condoms to students who ask for one.

"If they wanted a condom, they would have to meet with a teacher -- a designated teacher, the sex ed teacher, or some of our counselors and maybe some administrators. So there would be designated people for students to have a conversation with and then a condom would be distributed at that time," Gervais School District Superintendent Rick Hensel told CBS News.

The district's total enrollment is a little over 1,000 students across four schools -- one elementary, one middle school, one high school and one alternative school.

Teen pregnancy has been a concern for the board since a year ago, when a group of nursing interns from Oregon Health & Science University presented a study on the issue in Gervais.

The nursing students also discovered discrepancies between state law and Gervais School District's sex education curriculum. Oregon requires schools to teach about both abstinence and contraception, but the [study] did not indicate specifically how Gervais strayed from state law.

The presentation also pointed at the lack of access to condoms and information as a problem. Forty-two percent of Gervais High School students surveyed responded that they "never" or "sometimes" use anything to protect themselves from pregnancy or sexually transmitted diseases.

Latching onto this in-all-appearances, well-intentioned campaign are the likes of Planned Parenthood and others in the sex and abortion industries.  The federal government reports that sexually transmitted diseases (STDs) cost Americans $16 billion annually -- mostly involving the "young invincibles."

The Department of Public Health wants to encourage the community to “get tested.” Chlamydia and gonorrhea can cause infertility in women, and these and other STDs can increase HIV transmission in both men and women.

“STDs pose a serious public health threat to county residents, particularly adolescents and young adults,” said Meaghan Ellis, Community Health Services and Health Center director for the San Bernardino County Department of Public Health. “Many STDs often have no signs or symptoms, but can be effectively treated once diagnosed.”

The goal of the campaign is to encourage people to get tested, start treatment right away if they test positive for an STD and learn how to be STD free.

In fact, one in two sexually active young people in the U.S. will contract an STD by the time they're 25 - and most won't know it.

Infections of human papillomavirus (HPV), a common disease that can cause cervical cancer in women, can be prevented through immunization. The vaccine has been the subject of controversy, because some believe it encourages girls to become sexually active.

The best defense against STDs is abstinence, but that might be an unreasonable expectation among adults. The most effective countermeasures for the sexually active are a barrier, such as a male or female condom, and being tested twice a year or if symptoms arise.

Approximately 110 million Americans – more than a third of the entire U.S. population - were infected with a sexually transmitted disease (STD) as of 2008, the latest date for which figures are available, the CDC spokeswoman confirmed. That includes more than a million Americans living with HIV.

CDC estimates that nearly 20 million new STD cases are contracted annually . . .

Women aged 20 to 24 have the highest chlamydia infection rate (3,695.5 cases per 100,000), more than twice the rate as men of the same age (1,350.4 cases per 100,000), according to the report, which added that “during 2008-2012, the chlamydia rate in men jumped 25%, compared with an 11% increase in women during this period.”

In 2012, the average chlamydia infection rate in the U.S. was 456.7 per 1,000 population. Mississippi had the highest rate (774.0 per 1,000) while New Hampshire had the lowest (233.0 per 1,000).

CDC also reported 334,826 new cases of gonorrhea (up 4.1% since 2011) and 15,667 new cases of primary and secondary syphilis (up 11.1% percent since 2011, primarily among gay and bisexual men, who account for 75% of all new cases), noting that “antimicrobial resistance remains an important consideration in the treatment of gonorrhea.”

Obama Wants an End to Abstinence, Favors Anal Sex

In his 2015 budget proposal to Congress, President Obama has eliminated grants for abstinence education funding. In contrast, the president proposes substantial funding for a variety of pro-homosexual programs including encouragement of deviant sexual behavior, such as anal sex, that is the main cause of the HIV/AIDS pandemic -- a disease that could virtually be wiped out through abstinent behavior.

"Despite broad retail availability, teens continue to face many barriers to accessing condoms," such as embarrassment, cost and confidentiality, the council said.

The health council says it operates the country's largest Title X system in the country, providing sexual and reproductive health care for more than 1 million Californians a year. It also receives support from grants and individual and corporate donations, the group said.

Lesbianism Taught at Middle School as Anti-Bullying

Parents at Linden Avenue Middle School of the Red Hook (NY) Central School District are fuming over not being notified in advance that Bard College students with “extensive training” would be teaching their young children about deviant sex and “gender identity,” including forcing girls to kiss each other, all under the guise of a so-called anti-bullying workshop.

At a subsequent meeting with parents, principal Dr. Katie Zahedi claimed the students weren't taught anything that they didn't already know, but said the workshop was necessary because “we do have to protect sexual orientation.”

The school began the program this year in an effort to comply with the 2012 state law called the Dignity for All Students Act. Whether or not this new law, meant to protect students from bullying, requires programs like the one given in Red Hook was the subject of some debate at the meeting.

In the girls class, one parent wrote in a Facebook forum for Red Hook parents, “… they had 2 Bard students come in to talk to just the girls. They [proceeded] to tell them that they can start having sex at their age and there is nothing anyone can do about it, not even their parents.”

In the boys’ class, another parent whose son attended the boys workshop wrote, “Questions were asked about what constitutes girls as sluts, such as what they wear or how many boys they sleep with.”

Part of the program’s purpose, according to LAMS Guidance Counselor Ryan Carney, was to confront gender stereotypes such as “guys never ask for directions,” and for the boys, to tell them “they really can express emotion.”

One of the most contentious issues of the meeting was a page of specific definitions of LGBTQ [lesbian, gay, bisexual, transgender and questioning] that was handed out to the students. One parent commented that she didn’t even know the meaning of “pansexual.” Another pointed out that including the name of the organization ALLY in the title could mean that the school district had an agenda.

Bard College spokesman Mark Primoff said the students were volunteers who were invited by the middle school to give a workshop on communication.

Effective in July, the Dignity for All Students Act represents the state’s effort to create a safe and supportive environment, free from discrimination, intimidation, taunting, harassment and bullying.

New York City health officials are urging some men to get vaccinated against meningitis amid an outbreak that has sickened 22 New Yorkers and killed seven.

The dangerous strain of bacterial meningitis appears to be spreading through sexual encounters between men who meet through websites or smartphone apps, or at bars or parties, according to the City’s health department. More than half of the infected men have had HIV, a virus that attacks the immune system making infections more likely and more severe.

Bacterial meningitis is an infection of the brain’s membranous lining, called the meninges. Early symptoms include fever, headache, vomiting, stiff neck and a rash within 10 days of the infection. If left untreated, the disease can cause severe brain damage and even death, according to the U.S. Centers for Disease Control and Prevention.

“I strongly recommend all men who have intimate contact with other men get vaccinated,” Brooklyn Borough President Marty Markowitz said in a statement. “This disease is both potentially fatal and extremely contagious, so increasing the public’s awareness to this growing issue and encouraging vaccination are of the utmost importance.”

Public health officials have not said whether the cases were the same strain as the one that caused the death of a 33-year-old West Hollywood lawyer last weekend. Officials from the county's Department of Public Health did not immediately return phone calls and emails Tuesday. But in a health advisory posted on the agency's website earlier in the week, they said: "At this point in the investigation, Public Health has not identified any other cases of meningococcal meningitis associated with this patient, nor identified any linkage between this patient and outbreaks that have been reported in other areas of the country."

The agency says meningococcal meningitis disease "is a rare infection of the lining of the brain and the spinal cord" and is "spread by very close exposure to sneezing and coughing or direct contact with" saliva or nasal mucus. In 2009, the streets around the Mall were filled with people with some streets packed to the point where people were squished together in a standstill for 30 minutes. But today the pace is quicker, either due to a less-than-expected turnout or a much more organized method of moving people onto the Mall.

As people made their way to the Mall, they were flagged down by vendors and peddlers selling all things Obama – hats, shirts, posters, and even condoms.

Vendors looking to profit from inaugural activities turned out in droves, selling just about anything that could fit the face of President Obama on it. Buttons, bookmarks, lanyards and T-shirts were some of the more popular items sold, but at least one New York business was reporting record sales of something else: Obama condoms.

The 2012 "Erection Election Collection," as vendor Benjamin Sherman calls it, was sold by a 40-person team scattered throughout D.C.

For $5, people could buy a condom that was "as thin as [Sarah Palin's] resume," or one known as "the ultimate stimulus package" or, for Republicans, one that "won't break as easily as [Obama's] promises."

On a day that echoed with refrains from the civil rights era and tributes to the Rev. Dr. Martin Luther King Jr., Mr. Obama dispensed with the post-partisan appeals of four years ago to lay out a forceful vision of advancing gay rights, showing more tolerance toward illegal immigrants, preserving the social welfare safety net and acting to stop climate change.

For a president who opposed same-sex marriage as recently as nine months ago, the speech was a clear call for gay rights, as he noted the journey “through Seneca Falls and Selma and Stonewall,” symbolically linking seminal moments in the struggles for equal rights for women, blacks and gay men and lesbians.

“Our journey is not complete until our gay brothers and sisters are treated like anyone else under the law — for if we are truly created equal, then surely the love we commit to one another must be equal as well,” he said.

President Barack Obama on Monday became the first president to use the word “gay” in an inaugural address in reference to sexual orientation, making two references to gay rights as he began his second term.

Obama also invoked the Stonewall Riots, a historic event in the gay rights movement, coupling it to references to signature legendary moments in the civil rights and women’s suffrage movements. The riots were sparked by a 1969 police raid on the Stonewall Inn, a gay bar in Greenwich Village.

“We, the people, declare today that the most evident of truths — that all of us are created equal — is the star that guides us still; just as it guided our forebears through Seneca Falls, and Selma, and Stonewall,” Obama said.

At the time of the 1969 Stonewall Uprising, the Greenwich Village bar Stonewall Inn was owned and operated by the New York Mafia.

Organized crime families owned the majority of the city's gay bars and clubs in an unlikely but mutually beneficial association that lasted throughout the late 1960s.

The SLA [NY State Liquor Authority] refused to issue liquor licenses to many gay bars, and several popular establishments had licenses suspended or revoked for "indecent conduct." Businesses that remained open were frequently raided by the police.
