Too Many Minority Babies, Feds Say of Teen Births

Although the rate of abortion among minorities is disproportionately high compared to white Americans, in a new report, President Obama's Centers for Disease Control and Prevention (CDC) is lamenting that too many black and Hispanic babies are surviving teenage pregnancies.

The Hispanic teen birth rate fell by half over about eight years, and the black teen birth rate dropped nearly that much. But even with those declines, the white teen birth rate is still only half as high, the Centers for Disease Control and Prevention reported Thursday.

. . . in the new report, the CDC focused on 2006 through 2014 — the most recent phase of the decline, when the fall was steepest.

The recent drops in the black and Hispanic teen birth rates look more dramatic in part because they started at far higher rate, Albert said. The Hispanic rate fell 51 percent — from 77 to 38 births per 1,000 Hispanic girls ages 15 to 19. The black rate fell 44 percent — from 62 to 35 per 1,000.

The white rate fell 35 percent, from 27 to 17 per 1,000.

The birth rate among teenagers in the United States has fallen to a historic low, with births by black and Hispanic teens down by nearly half over the past decade, the Centers for Disease Control and Prevention (CDC) said on Thursday.

But officials said the U.S. teen birth rate was still too high, especially for minorities, and more work was needed.

"While reasons for the declines are not clear, teens seem to be less sexually active, and more of those who are sexually active seem to be using birth control than in previous years," the CDC said.

"The United States has made remarkable progress in reducing both teen pregnancy and racial and ethnic differences, but the reality is, too many American teens are still having babies," CDC Director Tom Frieden said in a statement.

The first [speculated cause for the drop in teen birthrate] is the most important and may be obvious: Today's teens enjoy better access to contraception and more convenient contraception than their predecessors, and more of them are taking advantage of innovations like long-acting injectable and implantable methods [LARC] that can last years over a daily birth control pill. But the second cause is something that goes against the conventional wisdom. It's that teens -- despite their portrayal in popular TV and movies as uninhibited and acting only on hormones -- are having less sex.

Veronica Gomez-Lobo, director of pediatric gynecology at Children’s National Medical Center, said the trend of abstinence has been mostly among younger teens rather than older ones. While there's not good data on why this is happening, she thinks of it as a “contagion” factor. So many teens are waiting to have sex, she suggests, that the peer pressure goes the opposite way than it might have in the past.

“We think this is a very healthy trend,” Gomez-Lobo said.

Colorado Abortionists Endorse School Candidates

As the teacher's union and myriad other liberal organizations mount a campaign to recall conservative school board members of the Jeffco Public Schools of Jefferson County in Golden, Colorado (the state's second-largest district), Planned Parenthood sees this as a golden opportunity to increase revenue and therefore has launched a campaign telling voters to dump abstinence-based sex education in favor of their $125 per student sex kits.

The question facing voters is whether to oust a polarizing school board that has championed charter schools, performance-based teacher pay and other education measures supported by conservatives. Supporters of the recall have raised more than $250,000, about $15,000 of that from the local teachers’ union. . . .

Voters here are almost evenly divided among Democrats, Republicans and independents. In November 2013, voters broke with union-supported candidates to elect a slate of school board hopefuls running as conservative reformers.

All five seats on the board are up for election: the three conservatives facing a recall and two seats being vacated by more liberal members.

“I can take it,” said Julie Williams, one of the three conservatives, who said she had received harassing emails. “For my kids, it’s been pretty hard. I come from a strong family. We believe in standing on principle, even with malicious attacks on me personally.”

Campaign finance reports released this week show more than $450,000 has been raised by candidates and committees involved in the recall. But other organizations that act indirectly — including Americans for Prosperity, which supports the current board — do not have to file their spending. There are estimates that as much as $1 million already may have been spent on the recall.

The three union-backed candidates to replace the board members facing a recall have reported more than $144,900 in campaign contributions.

Planned Parenthood Votes Colorado, a non-profit 501(c)4 organization, has sent letters to voters asking them to become involved in the school board recalls by first signing the petition to recall their elected officials, then volunteering for the effort to oust their local school board members.

. . . the Planned Parenthood group boasts of advancing “Colorado youths’ rights to real sex education and reproductive health care.” The group still opposes the state’s Parental Notification Act passed by the legislature in 2003 that requires parents of school-aged children under the age of 18 must be notified within 48 hours prior to abortion.

. . . Planned Parenthood is selling sex kits to local schools—including schools in the county in question—which Planned Parenthood’s own national website calls “Birth Control Training Kits.”

According to Planned Parenthood’s website, each of the kits contains 10 male condoms, two “female condoms,” one intrauterine contraceptive, one package of oral contraceptives, one “dental dam,” two samples of “water-based lubricants,” “cycle beads” for natural family planning purposes, one “Today” contraceptive sponge, one “syringe” containing a Depo Provera shot, and two vaginal contraceptive spermicidal films.

At least one local official in Jefferson County familiar with the kit reports that it includes a faux “Plan B” pill to familiarize school-aged students with “the morning after” pill.

For decades, abstinence-only extremists have targeted Colorado schools and students. The goal of these programs is to shame and scare youth out of sexual activity and they have proven ineffective in reducing unintended pregnancy rates.

As one of the leading reproductive health advocacy organizations in the state, Planned Parenthood Votes Colorado (PPVC) works to advocate for and protect young people’s access to age-appropriate, complete and real sex education in Colorado schools. PPVC was part of a coalition of advocates who worked with the Colorado General Assembly in 2013 to put guidelines in place for public schools who provide sex education. These guidelines require that schools that provide sex education do so in a way that is “medically accurate, age-appropriate, evidence-based, culturally-sensitive and inclusive of positive youth development.”

To help voters in choosing school board candidates, PPVC invited and collected surveys from candidates on a variety of questions concerning reproductive health and education. As a result of the survey, PPVC is issuing this list of Colorado school board candidates who are identified as “supporters” of comprehensive sex education and young people’s access to reproductive health care.

The survey includes questions about implementation of age-appropriate, medically accurate, evidence-based sex education, teaching consent and sexual assault awareness and prevention, and support of curriculum that makes LGBTQ [homosexual, bisexual, transgender, etc.] youth feel included in sex education curricula and anti-bullying and harassment strategies.  The survey also asks if the candidates support minors’ access to confidential reproductive healthcare services, and that such services should be available at school-based health centers. These services and protections are vital to ensure youth have access to the reproductive health care they need.

In a significant shift, the federal government is now calling abstinence and monogamy "the most reliable way" to avoid sexually transmitted diseases, a $16 billion annual problem that hits as many as 10 million teens a year.

In a very long rewrite of the "Sexually Transmitted Diseases Treatment Guidelines, 2010," the Centers for Disease Control and Prevention dropped the old language that monogamy and abstinence were just "a reliable way" to avoid STDs.

The prevention section now reads: "The most reliable way to avoid transmission of STDs is to abstain from oral, vaginal, and anal sex or to be in a long-term, mutually monogamous relationship with a partner known to be uninfected."

The US Centers for Disease Control and Prevention today updated its sexually transmitted diseases treatment guidelines to help healthcare professionals better manage the more than 20 million cases of STDs in the US annually.

The Sexually Transmitted Diseases and Treatment Guidelines, 2015 provides the first update since 2010. It notably includes recommendations for use of nucleic acid amplification tests, or NAATs, for Trichomonas vaginalis and routine trichomonas screening for high-risk populations.

A "dear colleague" letter to clinicians sent today from the CDC also details, among other items, new guidance for treatment of gonorrhea, chlamydia during pregnancy, and genital warts, and has new screening recommendations for gonorrhea and chlamydia, and for men who have sex with men.

Trichomonas affects about 3.7 million people each year. . . . trichomonas infection is associated with up to a three-fold increase risk of contracting HIV.

A more comprehensive discussion of abstinence and other sexual practices than can help persons reduce their risk for STDs is available in Contraceptive Technology, 19th Edition. For persons embarking on a mutually monogamous relationship, screening for common STDs before initiating sex might reduce the risk for future disease transmission.

Abstinence Education Illegal in Calif, Judge Rules

Fresno County (California) Superior Court Judge Donald Black struck down the Clovis Unified School District sex education program ruling that the curriculum denied students' public right to sexualization and Gay Agenda indoctrination, and did not completely train the children in "safe sex" performance, but rather encouraged abstinence as the most healthy and effective means to prevent pregnancy and disease.

The state law requires school districts to make their sex-education programs “age-appropriate” and directs them to teach students, starting in the seventh grade, that abstinence from sex is the only sure way to prevent pregnancy and sexually transmitted diseases. But it also requires districts to provide “medically accurate information” on other methods, including all contraceptives approved by the Food and Drug Administration.

The law also requires public schools to teach students, in middle school and again in high school, about the dangers of HIV and AIDS and how they can be prevented.

A group of parents in Clovis filed suit in November 2012, saying the school district was using texts and videos that focused on abstinence and made little or no mention of contraceptives or claimed they were ineffective. One video, described in Black’s ruling, compared a woman who was not a virgin to a dirty shoe. Other videos “perpetuated sexual orientation bias,” the judge said, including one that encouraged students to adopt the mantra, “One man, one woman, one life.”

"We continue to be confident that the District acted appropriately and that our former 9th grade curriculum was unbiased, more than 'abstinence only,' and legally compliant; and that the issues raised in plaintiffs’ litigation were not accurate," Kelly Avants, Clovis Unified's chief communication officer, wrote in an email to The Huffington Post. "We are currently considering whether to pursue an appeal of Judge Black’s ruling."

The parents filed suit in 2012, but dropped the case in 2014 after the school changed its policies. Black, however, ordered the school district to pay for the parents' legal fees, citing the legal action as the catalyst for change in the district.

Access to medically accurate and age-appropriate sex education is an important public right, Judge Donald Black has ruled, casting questions on the state’s current law, which does not require schools to teach comprehensive sex education in school.

The ruling, which hands a victory to two Clovis Unified parents, the American Academy of Pediatrics and the Gay-Straight Alliance Network, also makes it crystal clear that abstinence-only education violates California law.

Black’s decision closes the book on a three-year fight over whether Clovis Unified’s sex education curriculum met the letter of the 2004 Comprehensive Sexual Health and HIV/AIDS Prevention Education law. The ruling answers with a resounding “no” and concludes the district “violated California law for many years before the plaintiff parents began to complain, and that even years after the complaints began the district still had not changed its sex ed curriculum.”

Virginity Advocacy Banned at Arkansas School

When 13-year-old Chloe Rubiano arrived at Ramay Junior High in Fayetteville, Arkansas she was pulled from class and told by administrators to change clothes because the words "Virginity Rocks" on her T-shirt might evoke religious discussions at her school where condoms are routinely distributed.

Eighth-grader Chloe Rubiano of Ramay Junior High said she got the tee at a Christian festival last year; on the back, it continues its abstinence message: "I'm loving my Husband and I haven't even Married Him."

After the incident, Rubiano's mother, Bambi Crozier, took to Facebook to write a lengthy post defending her daughter's wardrobe choice, stating she has always encouraged her children to stand up for what they believe in.

As for concerns over free speech, [Supt.] Hewitt said Rubiano's message has come through loud and clear.

"Just the attention this incident has been given has certainly given the student and her mother the attention they sought. This is not a major free speech issue," according to Hewitt.

Rubiano told 5NEWS she got the shirt at a Christian-based festival.

Rubiano said her vice principal told her that the shirt could distract the classroom environment, with the possibility that it “opens up too many doors for conversations.”

Rubiano said she will still wear the “Virginity Rocks” T- shirt in public.

However, she said she has decided to not wear it at school again.

“No distraction was caused when the Vice Principal requested Chloe remove it.  She was instructed to remove it for FEAR of starting conversations,” Crozier said. “Chloe told me no student said anything about the shirt last week until she was pulled from class to change it. THEN there was plenty of distraction because all the students wanted to know WHY Chloe had to change it.”

Students are continually asked to be tolerant of gender identity and sexual choices. In health classes across America, young students are provided comprehensive sex education. HIV Rates Rise Among Homosexual Men: Federal Study

A U.S. Centers for Disease Control and Prevention report just released shows that HIV infection rates among young homosexual and bisexual men have doubled despite significant decreases in infection rates among all other segments of the population for more than a decade.  Meanwhile, HIV/AIDS researchers are reporting a worldwide increase in drug-resistant forms of the HIV virus.

While the number of people diagnosed with HIV in the U.S. dropped 33 percent in the last decade, new cases among young homosexual and bisexual men doubled, according to researchers who said prevention programs need to be expanded.

Better screening and prevention has driven the decline among women and people ages 35 to 44 years, a study by the U.S. Centers for Disease Control and Prevention found. The two-fold increase was seen among young bisexual and homosexual men age 13 to 24 years, according to the study published in the Journal of the American Medical Association.

The findings, being released Saturday to coincide with the International AIDS Conference in Melbourne, Australia, are the first to use data from all 50 U.S. states to examine long-term trends in diagnosis, said study author Amy Lansky. Though strides are being made to cut HIV, prevention and screening efforts aren't adequately reaching a younger group, she said.

The reasons for the drop aren't clear. . . .

HIV is the virus that causes AIDS, which destroys the immune system. The World Health Organization estimates 35 million people globally have the virus. In the United States, 1.1 million people are thought to be infected, though many don't know it.

The study is based on HIV diagnoses from all 50 states' health departments, which get test results from doctors' office, clinics, hospitals and laboratories. The data span a decade, making this a larger and longer look at these trends than any previous study, said another study author, Amy Lansky of the federal Centers for Disease Control and Prevention.

Declines were seen in the rates for men, women, whites, blacks, Hispanics, heterosexuals, injection drug users and most age groups. The only group in which diagnoses increased was gay and bisexual men, the study found.

The new analysis, in the biennial National Youth Risk Behavior Survey, looks at high school students from 1991 to 2013, but found that the number of students getting tested has remained stagnant since 2005. In this age group, female and black students were more likely to be tested for HIV.

The CDC report, which looked at data from 1991 to 2013, . . . is based on data from the CDC's National Youth Risk Behavior Survey, which is a nationally representative survey done every two years among public and private school students in grades 9 to 12.

The proportion of teens who have had sexual intercourse dropped from 54 percent in 1991 to 46 percent in 2001, and remained stable at 47 percent in 2013.

Since 1991, sexual intercourse among black teens declined from 82 percent to 61 percent, among Hispanic teens from 53 percent to 49 percent, and among white teens from 50 percent to 44 percent in 2013.

The proportion of teens who had sexual intercourse with four or more partners dropped from 19 percent in 1991 to 14 percent in 2003, and has been stable since, at 15 percent.

The proportion of sexually active teens using condoms increased from 46 percent in 1991 to 63 percent in 2003, but dropped to 59 percent in 2013.

Deenan Pillay, director of the Africa Centre for Health and Population Studies in South Africa, says about 30-40% of his patients have experienced the virus replicating in their bodies after a year of treatment.

The Department of Public Health wants to encourage the community to “get tested.” Chlamydia and gonorrhea can cause infertility in women, and these and other STDs can increase HIV transmission in both men and women.

“STDs pose a serious public health threat to county residents, particularly adolescents and young adults,” said Meaghan Ellis, Community Health Services and Health Center director for the San Bernardino County Department of Public Health. “Many STDs often have no signs or symptoms, but can be effectively treated once diagnosed.”

The goal of the campaign is to encourage people to get tested, start treatment right away if they test positive for an STD and learn how to be STD free.

Half of the estimated 20 million sexually transmitted diseases contracted each year occur among the under-25 age group, although they only represent one-quarter of the sexually active population. In fact, one in two sexually active young people in the U.S. will contract an STD by the time they're 25 - and most won't know it.

Just about any sexual behavior carries a risk of infection, but STDs fit into a particular category of being passed only through sexual contact.

Women ages 15-25 are at the highest risk for chlamydia, which is easily treated with antibiotics if caught in time. Gonorrhea and syphilis also respond well to treatment with early detection. HIV, the virus causing AIDS, has no cure, but can be managed with medication.

Infections of human papillomavirus (HPV), a common disease that can cause cervical cancer in women, can be prevented through immunization. The vaccine has been the subject of controversy, because some believe it encourages girls to become sexually active.

The best defense against STDs is abstinence, but that might be an unreasonable expectation among adults. The most effective countermeasures for the sexually active are a barrier, such as a male or female condom, and being tested twice a year or if symptoms arise.

Approximately 110 million Americans – more than a third of the entire U.S. population - were infected with a sexually transmitted disease (STD) as of 2008, the latest date for which figures are available, the CDC spokeswoman confirmed. That includes more than a million Americans living with HIV.

CDC estimates that nearly 20 million new STD cases are contracted annually . . .

Women aged 20 to 24 have the highest chlamydia infection rate (3,695.5 cases per 100,000), more than twice the rate as men of the same age (1,350.4 cases per 100,000), according to the report, which added that “during 2008-2012, the chlamydia rate in men jumped 25%, compared with an 11% increase in women during this period.”

In 2012, the average chlamydia infection rate in the U.S. was 456.7 per 1,000 population. Mississippi had the highest rate (774.0 per 1,000) while New Hampshire had the lowest (233.0 per 1,000).

CDC also reported 334,826 new cases of gonorrhea (up 4.1% since 2011) and 15,667 new cases of primary and secondary syphilis (up 11.1% percent since 2011, primarily among gay and bisexual men, who account for 75% of all new cases), noting that “antimicrobial resistance remains an important consideration in the treatment of gonorrhea.”

Federal researchers this week will announce the result of a trial of the new treatments at an international conference on sexually transmitted diseases in Vienna.

The clinical trial, funded and conducted by the [U.S.] Centers for Disease Control and Prevention and the National Institute of Allergy and Infectious Diseases, included 401 infected men and women ages 15-60, who were given two different combinations of injectable and oral antibiotics widely available in the USA. Results showed a 100% rate of effectiveness in one combination of antibiotics (injectable gentamicin with oral azithromycin) and a 99.5% rate of success in the other (oral gemifloxacin with oral azithromycin). Both solutions cured infections in the throat and rectum 100% of the time.

According to the CDC, the scenario is becoming more common because of the rapid growth of antibiotic-resistant infections such as gonorrhea. Because of these mutations, infections are more easily spread and more expensive and difficult to treat.

The drug would be an improvement beyond other prevention techniques such as abstinence . . .

The sexually transmitted disease often called "the clap" infects an estimated 800,000 people a year in the U.S. It can have serious consequences, such as infertility and ectopic pregnancy, and it can increase the risk of infection with HIV, the virus that causes AIDS.

Worse, the bacteria that cause gonorrhea have become resistant to all but one class of antibiotics, and they are gradually outsmarting even that one. The Centers for Disease Control and Prevention says only one antibiotic may now safely be used on a regular basis, and it has to be injected. That makes treatment difficult, because many doctors don't stock the injection, meaning patients have to come back for treatment. And many patients prefer pills to shots.

Public-health officials are warning that deadly bacteria are outwitting medicines, spawning new drug-resistant forms of disease that few, if any, medicines can treat. At the same time, few new antibiotics are being developed to overcome the evolving organisms; one problem is they aren't lucrative for drug companies, Dr. Bolan said.

Also just released is a report from the non-partisan Congressional Budget Office saying that America will never reach full employment while Barack Obama is president.

19.7 million new sexual disease infections in one year is far greater than the total of all jobs created plus all new college graduates since President Obama was first elected.

By contrast, there were 1,524,092 bachelor’s degrees awarded in the United States in the 2007-2008 school year, according to the National Center for Education Statistics. That means the total number of new STIs in 2008 outpaced the total number of new bachelor’s degrees by nearly 13 to 1, and the number of new STIs among Americans in the 15-to-24 age bracket outnumbered new bachelor’s degrees by more than 6 to 1.

While the CDC estimates that there were 19.7 million new STIs in the United States in 2008, data published by the Bureau of Labor Statistics indicated that the total number of people employed in the country actually declined by 2.9 million during that year.

The CDC said the new venereal infections contracted each year cost the nation about $16 billion.

Human papillomavirus infections, many of which are asymptomatic and do not cause disease, accounted for most of both prevalent and incident infections.

Conclusions: Sexually transmitted infections are common in the United States, with a disproportionate burden among young adolescents and adults. Public health efforts to address STIs should focus on prevention among at-risk populations to reduce the number and impact of STIs.

Abortion Rates Drop as Restrictions Increase

As the federal government (CDC) releases a report showing fewer abortions in 2009 (the latest data available), expectations rise for even greater pro-life emphasis at the state level in reaction to an extended pro-abortion Obama administration.

The decline in abortions occurred as the U.S. birth rate was falling for three straight years, dropping in 2010 to the lowest level since 1987. Adolescent pregnancies plunged, reflected in the lowest-ever teen birth rate in 2010 and an even steeper decrease in teen abortions, the report authors said.

The data also showed more women have abortions early in gestation, with the majority of terminations performed at less than eight weeks. That’s when the risks for complications are lowest, the authors wrote.

About 18% of all pregnancies in the United States end in abortion, the CDC noted. Factors from the availability of abortion providers, state laws, the general economy and access to health services including contraception, can all influence the abortion rate, according to the CDC. An important way to reduce abortions is to eliminate unwanted pregnancies.

The CDC has been reporting annually on the number and rate of abortions since 1969. The annual numbers are based on voluntary reports from states and some other municipalities. A few states, such as California, which is the most populous, do not report [including Illinois, Florida and several others]. That explains why the CDC said there were about 785,000 abortions in 2009, while other estimates put the number at more than 1 million.

To make comparisons possible, the CDC said it used the data from 43 states and two cities that have been reporting the numbers each year for 10 years. Those areas account for 772,630 abortions in 2009, or about 98.5% of the total reported to the federal agency.

However, that number excludes early abortions that may have been caused by the increase in “emergency contraception” and abortifacient birth control methods such as IUDs. The report singles out IUD and hormonal contraception use as part of the reason for the lower rate of abortions performed in facilities, and specifically promotes the increased use of the IUD.

Duke University economics professor Elizabeth Ananat believes one “factor [in the declining overall rate] may be the growing use of the morning-after pill, a form of emergency contraception that has been increasingly easier to get,” according to Reuters news service.

Of women who chose an abortion that year, nearly half, 44.7 percent, had at least one previous abortion; 8.1 percent had undergone three or more abortions.

White women accounted for the largest number and percentage of abortions (37.7 percent), followed by black women (35.4 percent), Hispanics (20.6 percent), and those of other ethnic backgrounds (6.3 percent). However, white women had the lowest abortion rates relative to population, while the black abortion rate was nearly four times as high.

Houston area parents are outraged that their Cy-Fair Independent School District chose to update its decades-old sex education curriculum with a new program that teaches 7th graders how to perform alternative sex acts, while giving "lip service" to the far less exciting choice of abstinence.

“I think it’s soft porn when they have a girl on the couch and she says, ‘Let me help you put the condom on.’ They’re teaching them oral, anal and vaginal sex. They’re teaching them all kinds of sex. They’re not focusing on abstinence.”

Parents, passionate about the introduction of the new sex-ed curriculum, spoke up at Monday night's Cy-Fair ISD board meeting.

"There's role playing, where they call your kids up in science class and have your student come on to the other student, and the science teacher walks the student through the moral implications of how far is too far," said Linda Gallier, a mother who does not support the program. "It just over steps some boundaries, and claims to support a decrease in sexual activity, but actually it promotes the 'how to.'"

But district officials said this curriculum was chosen because it's proven to work, and right now in the district, pregnancy rates are on the rise.

They also told parents if they aren't comfortable with the content, their children do not have to participate.

The new curriculum is called, “It’s Your Game, Keep It Real,” – a program that includes real-life scenarios about condoms. School officials did not return calls for comment – but they told parents that the program was selected because it has a proven record.

Several parents told Fox News that the information booklets provided [to parents] by the school district did not indicate the graphic nature of the classroom instruction nor did it mention the level of detail.

Some of the video was so graphic that a Houston television station was unable to air footage from the curriculum, [parent Christine] Kalmbach said.

School officials told local reporters that parents were given the choice of opting their children out of the sex education class. However, a copy of the permission slip sent to parents does not give them that choice.
