Defund Abortionist PP: Congress to Battle Again

After failing last spring to strip Planned Parenthood of over $300 million in annual federal funding, the House Republicans have included a new defunding provision in the draft budget concerning "Title X funding," setting the stage again for a showdown with Senate Democrats within weeks.

Planned Parenthood would be banned from receiving federal funds unless the organization certifies it will end abortion services under the House Appropriations Committee's draft legislation released Thursday. The proposed spending bill would also cut all funding to a family planning program, known as Title X.

The newly Republican-controlled House in February was able to pass an amendment to a spending bill defunding Planned Parenthood. The defunding effort was defeated in the U.S. Senate as a standalone measure, following a budget deal brokered between President Barack Obama and House Speaker John Boehner.

The draft spending bill comes from a subcommittee lead by Rep. Denny Rehberg of Montana. The spending bill also appropriates money to the U.S. Department of Labor, U.S. Department of Health and Human Services, and U.S. Department of Education.

The provision drew immediate criticism from Planned Parenthood President Cecile Richards, who claimed in a statement released last week that it would “result in millions of women across the country losing access to basic primary and preventive health care.”

Rehberg defended his budget proposal in a statement published on his website last Thursday.

“By spending tax dollars strategically, we can balance critical funding for programs that actually help people and families with the real need to rein in government over-spending,” he wrote.

Section 524 of the bill reads: “None of the funds made available by this Act may be made available for any purpose to Planned Parenthood Federation of America, Inc. or any affiliate or clinic of Planned Parenthood Federation of America, Inc. unless such entities certify that Planned Parenthood Federation of America affiliates and clinics will not perform, and will not provide any funds to any other entity that performs, an abortion.”

“The Secretary of Health and Human Services shall seek repayment of any Federal assistance received by Planned Parenthood Federation of America, Inc., or any affiliate or clinic of Planned Parenthood Federation of America, Inc., if it violates the terms of the certification required by this section,” the legislation continues.

“This bill is the result of the cumulative effort of members of the Subcommittee, and Americans I heard from at 81 listening sessions and in countless meetings in Washington and in Montana. Now, it’s posted online for the only test that matters, and that’s the approval of the American people,” Rehberg said.
