With little debate, West Virginia senators cleared the ban Wednesday [29-5]. The House of Delegates passed it overwhelmingly [87-12] earlier this month after a more heated back-and-forth.
The proposal bans abortions after 20 weeks, with some exemptions for women in medical emergencies. Rape and incest aren't exempted, despite Democrats' effort to try to include them.
The proposal would also prohibit abortions when women have psychological conditions that could lead them to hurt or kill themselves.
Even for abortions that would be exempted, the bill requires doctors to terminate pregnancies in a way that gives "the best opportunity for the fetus to survive," unless the process would kill or irreparably harm the mother.

“Bills similar to this have been passed in at least 10 states; I think three of them have been challenged and all three have been held unconstitutional,” Palumbo said. “According to evidence out there, I don't see anyway this bill would be found to be constitutional.”
The bill did not contain criminal penalties against physicians for performing abortions, but a similar bill that passed the Legislature last year did contain penalties and was vetoed by Gov. Earl Ray Tomblin.

The U.S. Supreme Court, which has barred undue restrictions on abortion before fetuses are viable outside the womb -- generally considered to be 24 weeks -- has declined to weigh in on "fetal-pain laws," at least so far.
The West Virginia legislation, titled the Pain-Capable Unborn Child Protection Act [HB 2568], provides no exceptions for rape or incest and threatens to strip medical licenses from providers who perform abortions after 20 weeks.
Federal judges have stopped similar pre-viability abortion bans in Texas, Arizona, Georgia, Arkansas and North Dakota.
As of the start of February, 10 states had pre-viability abortion bans similar to the proposal in West Virginia, according to the Guttmacher Institute, a reproductive health advocacy group.

The militants have prosecuted a relentless campaign in Iraq and Syria against what have historically been religiously and ethnically diverse areas with traces of civilizations dating to ancient Mesopotamia.
Assyrian leaders have counted 287 people taken captive, including 30 children and several dozen women, along with civilian men and fighters from Christian militias, said Dawoud Dawoud, an Assyrian political activist who had just toured the area, in the vicinity of the Syrian city of Qamishli. Thirty villages had been emptied, he said.
The assault on the Assyrian communities comes amid battles for a key crossroads in the area. But to residents, it also seems to be part of the latest effort by the Islamic State militants to eradicate or subordinate anyone and anything that does not comport with their vision of Islamic rule — whether a minority sect that has survived centuries of conquerors and massacres or, as the world was reminded on Thursday, the archaeological traces of pre-Islamic antiquity.
The Islamic State, also known as ISIS or ISIL, has presented itself as a modern-day equivalent of the conquering invaders of Sennacherib’s day, or as Islamic zealots smashing relics out of religious conviction.

The London-based Syrian Observatory for Human Rights put the number of Assyrian hostages seized over three days at 220, in a statement released Thursday.
They were taken from 11 villages in the Tal Tamer area in al-Hasakah Province, the monitoring group said. Its information indicates that ISIS has taken them to the Mount Abdelaziz area, southwest of Tal Tamer.
Besides those captured by ISIS militants, thousands of families have been forced to flee their homes, he said.
ISIS has proven, time and again, its willingness to ruthlessly go after minority groups which don't subscribe to its extreme take on Islam.

The destruction of artifacts in the Mosul museum is part of a campaign by IS extremists who have destroyed a number of shrines — including Muslim holy sites — to eliminate what they view as heresy. They also are believed to have sold ancient artifacts on the black market in order to finance their bloody campaign in the region.
In the video released Thursday, militants used sledgehammers and drills to smash and destroy several large statues, which are then shown chipped and in pieces. The five-minute video also shows a black-clad man at an archaeological site in Mosul, drilling through and destroying a winged-bull — an Assyrian protective deity — that dates to the 7th century B.C.
Irina Bokova, director general of the U.N.'s culture agency UNESCO, said in a statement that she was "deeply shocked" at the video. She said she asked for an emergency meeting of the U.N. Security Council be convened "on the protection of Iraq's cultural heritage as an integral element for the country's security."
"I condemn this as a deliberate attack against Iraq's millennial history and culture, and as an inflammatory incitement to violence and hatred," Bokova said.

Abbot Emanuel Youkhana passed on the news to various Catholic agencies working in the area, and said the number still being held totalled 350.
The charity reports that another source claimed that people in the Sunni Arab village of Bab Alfaraj have been told to attend “a mass killing of infidels” at Mount Abdul Aziz tomorrow.
There are no families left in the 35 Assyrian Christian villages of the area. The only people left in the region are Christian militia fighters who are fighting alongside Kurdish troops

Containing emtricitabine and tenofovir, the pill keeps the virus from permanently taking hold after an individual is exposed, preventing HIV from fully developing. In a UK trial, researchers tested the Gilead drug Truvada and found that as a preventative measure, the pill can cut up to 86 percent of HIV risk.
The results of the study was presented at the Conference on Retroviruses and Opportunistic Infections, which the UNAIDS, the Joint United Nations Program on HIV/AIDS, gladly welcomed.

A daily pill that can dramatically cut a person’s risk of contracting HIV must be made available through the NHS “as soon as possible”, campaigners have said.
Results of a major UK trial of pre-exposure prophylaxis (PrEP) have been described as “extremely exciting” and a “game-changer” by leading specialists.
Despite major advances in the fight against HIV/Aids in recent decades, the infection rate among men who have sex with men remains stubbornly high in the UK, and the results of the trial have led to calls for PrEP to be offered free by the NHS.
With evidence of its effectiveness now established, it will have to consider whether the pills, which will cost £423 per month for each patient, will be cost-effective, and what the criteria should be for accessing them.
The next question is how many people would be given the pill. It would probably only be available for high-risk people – those who are having sex with several partners, sometimes unprotected. About 18,000 men who have sex with men are diagnosed with a sexually transmitted infection each year (an indicator of a high-risk lifestyle). If around a quarter of these were deemed likely to benefit from PrEP that would mean 4,500 people taking PrEP a year, at a total cost of £22.8m.

Truvada, Gilead [Sciences Inc.]’s HIV drug, has been approved since 2004 for people with the virus. In 2012, use was expanded to people without HIV as a way of preventing transmission -- a practice called PrEP, or pre-exposure prophylaxis. Taken daily, it can prevent infections 92 percent of the time, meaning it could drastically reduce new infections in sexually active gay men, among the U.S.’s highest-risk communities.
Thanks to its use in HIV patients, Truvada’s been a financial success, bringing Gilead $1.79 billion in the U.S last year. Yet out of 3.3 U.S. million prescriptions from January 2012 to March 2014, only 3,200 were for prevention.
There are many reasons: Gilead says PrEP isn’t a moneymaker, so the drugmaker doesn’t pitch the medicine to many of the primary care doctors who see healthy, HIV-negative gay men most likely to benefit from Truvada. Patients and advocates say doctors often don’t know about the medicine, and some insurance plans leave patients with copays as high as $1,300, making use by the healthy less affordable.
The result is thousands of people who could significantly lower their HIV risk, yet don’t. Some 50,000 Americans are diagnosed with HIV each year, with the highest rates among young gay males, according to the U.S. Centers for Disease Control and Prevention.

"Unlike antibodies, which fail to neutralise a large fraction of HIV-1 strains, our protein has been effective against all strains tested, raising the possibility it could offer an effective HIV vaccine alternative," said lead researcher Michael Farzan, professor at The Scripps Research Institute (TSRI), Florida.
Tested in monkeys, the new drug candidate blocks every strain of HIV-1, HIV-2 and SIV (simian immunodeficiency virus) that has been isolated from humans or rhesus macaques, including the hardest-to-stop variants, the findings showed.
The study was published online in the journal Nature.

Dr. Michael Farzan, a professor of infectious diseases at TSRI’s Florida campus, said he expects his new drug candidate could cure the 35 million people living with HIV worldwide within the next few years.
But Dr. David Margolis, a UNC professor of medicine and leader of the Collaboratory of AIDS Researchers for Eradication, cast doubt on several of the study’s findings: whether it will be as effective for humans as it was for monkeys, whether the protection will last long enough and whether human cells will react abnormally to the proteins.
“This is not novel and has been tried in the lab for decades,” he said.
An estimated 39 million people have died worldwide from HIV-related causes, and while treatments have improved, a cure has remained elusive for decades.

In a UK trial, researchers tested the Gilead drug Truvada and found that as a preventative measure, the pill can cut up to 86 percent of HIV risk.
The results of the study was presented at the Conference on Retroviruses and Opportunistic Infections, which the UNAIDS, the Joint United Nations Program on HIV/AIDS, gladly welcomed.

A daily pill that can dramatically cut a person’s risk of contracting HIV must be made available through the NHS “as soon as possible”, campaigners have said.
Results of a major UK trial of pre-exposure prophylaxis (PrEP) have been described as “extremely exciting” and a “game-changer” by leading specialists.
Despite major advances in the fight against HIV/Aids in recent decades, the infection rate among men who have sex with men remains stubbornly high in the UK, and the results of the trial have led to calls for PrEP to be offered free by the NHS.
With evidence of its effectiveness now established, it will have to consider whether the pills, which will cost £423 per month for each patient, will be cost-effective, and what the criteria should be for accessing them.
The next question is how many people would be given the pill. It would probably only be available for high-risk people – those who are having sex with several partners, sometimes unprotected. About 18,000 men who have sex with men are diagnosed with a sexually transmitted infection each year (an indicator of a high-risk lifestyle). If around a quarter of these were deemed likely to benefit from PrEP that would mean 4,500 people taking PrEP a year, at a total cost of £22.8m.

Truvada, Gilead [Sciences Inc.]’s HIV drug, has been approved since 2004 for people with the virus. In 2012, use was expanded to people without HIV as a way of preventing transmission -- a practice called PrEP, or pre-exposure prophylaxis. Taken daily, it can prevent infections 92 percent of the time, meaning it could drastically reduce new infections in sexually active gay men, among the U.S.’s highest-risk communities.
Thanks to its use in HIV patients, Truvada’s been a financial success, bringing Gilead $1.79 billion in the U.S last year. Yet out of 3.3 U.S. million prescriptions from January 2012 to March 2014, only 3,200 were for prevention.
There are many reasons: Gilead says PrEP isn’t a moneymaker, so the drugmaker doesn’t pitch the medicine to many of the primary care doctors who see healthy, HIV-negative gay men most likely to benefit from Truvada. Patients and advocates say doctors often don’t know about the medicine, and some insurance plans leave patients with copays as high as $1,300, making use by the healthy less affordable.
The result is thousands of people who could significantly lower their HIV risk, yet don’t. Some 50,000 Americans are diagnosed with HIV each year, with the highest rates among young gay males, according to the U.S. Centers for Disease Control and Prevention.

In a major step against HIV (human immunodeficiency virus), the virus that causes AIDS, scientists have announced the creation of a novel drug candidate that is so potent and universally effective it might work as part of an unconventional vaccine.
"Unlike antibodies, which fail to neutralise a large fraction of HIV-1 strains, our protein has been effective against all strains tested, raising the possibility it could offer an effective HIV vaccine alternative," said lead researcher Michael Farzan, professor at The Scripps Research Institute (TSRI), Florida.
Tested in monkeys, the new drug candidate blocks every strain of HIV-1, HIV-2 and SIV (simian immunodeficiency virus) that has been isolated from humans or rhesus macaques, including the hardest-to-stop variants, the findings showed.
The study was published online in the journal Nature.

The Scripps Research Institute on Wednesday published details about the potential drug, touted as a vaccine alternative. Dr. Michael Farzan, a professor of infectious diseases at TSRI’s Florida campus, said he expects his new drug candidate could cure the 35 million people living with HIV worldwide within the next few years.
But Dr. David Margolis, a UNC professor of medicine and leader of the Collaboratory of AIDS Researchers for Eradication, cast doubt on several of the study’s findings: whether it will be as effective for humans as it was for monkeys, whether the protection will last long enough and whether human cells will react abnormally to the proteins.
“This is not novel and has been tried in the lab for decades,” he said.
An estimated 39 million people have died worldwide from HIV-related causes, and while treatments have improved, a cure has remained elusive for decades.

The American College of Obstetricians and Gynecologists recommended IUDs and implants as the most effective forms of reversible birth control in 2011 and called them safe for most women. Both long-acting methods are nearly 100 percent effective, with lower failure rates than birth control pills, patches and injections.

The new report details who is using the long-acting methods and where growth is fastest. In 2011-2013, use was highest among women ages 24 to 34 and those who already had children. But growth was fastest among younger girls and women and those with no children.
Another concern: the devices do not protect against sexually transmitted diseases, so condoms are still needed. Also, the insertion of an IUD can be briefly painful, and arm implants can cause unpredictable menstrual bleeding.

And word-of-mouth combined with advertising and marketing by IUD manufacturers has increased consumer awareness.
There are drawbacks, of course. Some women experience discomfort and irregular bleeding during the first few months, or even longer. In rare cases, an IUD can become dislodged. The device doesn’t prevent sexually transmitted infections. A woman who decides she wants to become pregnant must have the device removed. And IUDs must be implanted inside the uterus, which requires a typically painful procedure that involves pushing the device past the cervix.

Women ages 25 to 34 are the most likely to choose LARC at 11% compared with 5% of women ages 15 to 24 and around 5.3% of women ages 35 to 44.
Women in other countries are significantly more likely to use LARC, especially the IUD. Separate research has shown that 23% of French women using contraception use an IUD as well as 27% of Norwegian women and 41% of women in China. In the U.S., cost may be a factor: the Guttmacher Institute, a reproductive-health nonprofit, reports that their research shows sharp increases in the numbers of women who don’t have to pay out of pocket for LARC thanks to the Affordable Care Act [ObamaCare]. Without insurance coverage, LARC can be prohibitively expensive for some — around $900 for an IUD, for instance.

Gay Skin Cells Can Create Babies, Scientists Say
Furthering the Gay Agenda, stem cell researchers at Cambridge University funded by the Wellcome Trust, along with the Weizmann Institute of Science in Israel, have shown that skin from a pair of homosexuals can be used to manufacture human egg and sperm, in the hopes that normal sexual intercourse can be unnecessary for procreation.

The team has compared the engineered germ cells with natural human stem cells taken from aborted human foetuses to check that the artificially created versions of the cells had identical characteristics, ‘The Times’ reported.
“We have also discovered that one of the things that happens in these germ cells is that epigenetic mutations, the cell mistakes that occur with age, are wiped out,” said Surani, who was involved in research that led to the birth of Louise Brown, the world’s first test-tube baby, in 1978.
Jacob Hanna, the specialist leading the project’s Israeli arm, said it may be possible to use the technique to create a baby in just two years.

The Oklahoman reports that the Wisconsin-based Freedom from Religion Foundation sent letters to 26 school districts after they were informed that Gideon's International and the son of a state representative had been distributing bibles to fifth-grade students in Checotah, Eufaula and Stidham.
Someone complained to the foundation after seeing a Facebook post by Jamison Faught [age 26] that he and fellow members of Gideon's International had spent a morning passing out bibles to students.
Jamison Faught's father, Rep. George Faught, R-Muskogee, said that he supports his son's efforts.
"Passing out the scriptures — you certainly can't be blamed for that," Rep. Faught said. "What happens is, this group has used scare tactics ... The great thing about Oklahoma is that I've been at a lot of school activities where, at least in our area, we still pray before football games. We still — some people pray before meetings and certainly honor our God-given rights."

“These allegations, if true, violate the Constitution and breach the trust between the District and parents,” Seidel wrote in a letter to Janet Blocker, superintendent of Checotah Public Schools.
Seidel said his organization has not filed a lawsuit against Oklahoma schools over the issue yet and he hopes it doesn’t come to that.

“These allegations, if true, violate the Constitution and breach the trust between the District and parents,” Seidel wrote in a letter to Janet Blocker, superintendent of Checotah Public Schools.
Seidel said his organization has not filed a lawsuit against Oklahoma schools over the issue yet and he hopes it doesn’t come to that.

"Spirituality is really engaged with the ultimate questions that make us human. The questions of meaning and purpose, of significance and authenticity," Soni said. "Many of our students who identify as religious find the answers to those questions through God. But we realize that not everyone does, and we want to be a resource to our entire university community."

Calif. Wants Immoral Teachers in Catholic Schools
State and local lawmakers in the Archdiocese of San Francisco are calling on Archbishop Salvatore Cordileone to eliminate the morality clauses from teacher contracts or expect legal action against the Church, but the Archbishop says he won't back down.

Cordileone also is seeking to define teachers as ministers in the collective bargaining agreement now under negotiation with the teachers' union -- a move that would probably strip them of recourse under anti-discrimination law in the event of dismissal.

“Catholic schools exist to affirm and proclaim the Gospel of Jesus Christ as held and taught by his Catholic Church,” Archbishop Salvatore Cordileone said in his explanation for the addition of language against homosexuality, same-sex marriage, abortion, contraceptives and artificial insemination. Teachers who publicly violate that language could face discipline or dismissal.
That’s a problem, said Supervisor Mark Farrell, who said he will introduce a resolution Tuesday calling on Cordileone to resolve the issue of the morality clauses in a way that preserves the rights and dignity of teachers while respecting the church.
He also said city officials were looking at legal options to prevent discriminatory employment practices, if necessary.

John] Piderit said. "What the archbishop wants to do is reaffirm that ... the four archdiocesan schools as institutions still teach and defend the Catholic faith as it appears in the Catechism. He goes out of his way to say that the issues that he chose are not the most important, but they are important issues, especially for young people, because they are at a time when they are forming their views on these things. But he recognizes that there are many other issues. However, he calls these the 'hot-button' issues -- the issues upon which there has been severe changes in both secular society and in the thinking of many Catholics over the past 30 or so years."

Kansas GOP Gov. Rescinds 'Gay Rights' of Dem. Gov.
Republican Gov. Sam Brownback signed an executive order last week striking down the 2007 Gay Agenda action of the previous Kansas governor, Democrat Kathleen Sebelius (the ObamaCare queen). Brownback's order removed the protected status for state workers who labeled themselves based on deviant sexual behavior (i.e.: sexual orientation or gender identity). A second order affirmed protection of state employees against discrimination based on race, religion, gender, age or national origin.

Rep. John Rubin, a Shawnee Republican, a former federal judge, defended the governor’s decision from a legal standpoint, saying that if sexual orientation isn’t a protected class at the federal level, then the issue should be up to the Legislature to decide.
“Until sexual orientation is either added in Kansas as a protected class under our law or added federally, which it isn’t now … I think that’s the Legislature’s prerogative,” Rubin said. “Whether they should be a protected class is a separate question. … But it isn’t a protected class until we say it is.”

Obama Ignores Hate Crimes Against U.S. Christians
Just days ago, President Obama condemned alleged hate crimes against Muslims in Chapel Hill, North Carolina as his Department of Justice announced its investigation, yet there's mostly silence from his administration and the compliant liberal media as two people were stabbed in suburban Detroit for saying they weren't Muslim, while a church building in Melbourne, Florida has been set ablaze and vandalized twice in as many weeks.

A Detroit man stabbed two people at a suburban bus stop after asking his victims whether or not they were Muslim, according to police. Federal authorities are now looking at the case as a potential hate crime, police said on Tuesday.
Both of the victims were standing at the bus stop outside of Detroit with the suspect on Saturday, Southfield Police Chief Eric Hawkins said. Several people there “engaged in conversation” until the suspect, identified by Hawkins as 39-year-old Terrence Lavaron Thomas, “asked some of the folks there if they were Muslims.”
Two of them answered, the chief told The Post on Tuesday: They were not Muslims.
“[Thomas] was not not happy with that answer,” Hawkins said. Shortly after, “without provocation,” Thomas pulled out a 3-inch folding knife “and attacked one of them,” Hawkins said.

A 52-year-old Detroit man was stabbed five times; once in the face, once in the neck and three times in the back, Southfield Police Chief Eric Hawkins said. A 51-year-old Detroit man who tried to intervene was stabbed in the hand. The incident happened at about 10:30 p.m. near Northland Mall at 21500 Northwestern Highway.
Thomas was arraigned today in 46th District Court on two counts of assault with intent to murder, one count of carrying a dangerous weapon with unlawful intent and possession of a controlled substance.
Magistrate Jajonie-Daman set bond at $1 million cash/surety. A preliminary examination is scheduled for March 4.
Police have contacted the FBI, which is also investigating the incident to see whether hate-crime laws were violated, according to a news release Tuesday from Southfield Police Department.

Leaders of a Brevard County [Florida] church are calling vandalism a hate crime after someone spray-painted words on a storage shed and set a fire to the building.
Police were called out to the New Shiloh Christian Center, 3900 Sarno Road, around 2:30 a.m. Monday for a fire alarm.
A swastika was painted on the inside of a storage shed door. Outside were the words "Allahu Akbar," which is Arabic for "God is Great," and a painted window on the front of the shed with the words "We See U."
But is this a hate crime?
Church leaders said yes. However, police aren't going that far as of yet, saying the investigation must run its course to determine if that's the reason behind the arson, graffiti and criminal mischief.

Police have not confirmed to Local 6 that the case is being investigated as a hate crime, but say they are investigating the fire and vandalism as arson and criminal mischief.
"I would just say that everything is being looked at. All avenues are going to be explored. If it meets that criteria, that would be something that would be looked at," said Lt. Cheryl Trainer.
Police told Local 6 they are hesitant to label the case as a hate crime because they don't want to alarm the public. They said they will determine if the graffiti was done at the same time as the vandalism and arson to determine if it is, in fact, a hate crime. At this time they are calling it arson and criminal mischief.

A Detroit man stabbed two people at a suburban bus stop after asking his victims whether or not they were Muslim, according to police. Federal authorities are now looking at the case as a potential hate crime, police said on Tuesday.
Both of the victims were standing at the bus stop outside of Detroit with the suspect on Saturday, Southfield Police Chief Eric Hawkins said. Several people there “engaged in conversation” until the suspect, identified by Hawkins as 39-year-old Terrence Lavaron Thomas, “asked some of the folks there if they were Muslims.”
Two of them answered, the chief told The Post on Tuesday: They were not Muslims.
“[Thomas] was not not happy with that answer,” Hawkins said. Shortly after, “without provocation,” Thomas pulled out a 3-inch folding knife “and attacked one of them,” Hawkins said.

A 52-year-old Detroit man was stabbed five times; once in the face, once in the neck and three times in the back, Southfield Police Chief Eric Hawkins said. A 51-year-old Detroit man who tried to intervene was stabbed in the hand. The incident happened at about 10:30 p.m. near Northland Mall at 21500 Northwestern Highway.
Thomas was arraigned today in 46th District Court on two counts of assault with intent to murder, one count of carrying a dangerous weapon with unlawful intent and possession of a controlled substance.
Magistrate Jajonie-Daman set bond at $1 million cash/surety. A preliminary examination is scheduled for March 4.
Police have contacted the FBI, which is also investigating the incident to see whether hate-crime laws were violated, according to a news release Tuesday from Southfield Police Department.

Leaders of a Brevard County [Florida] church are calling vandalism a hate crime after someone spray-painted words on a storage shed and set a fire to the building.
Police were called out to the New Shiloh Christian Center, 3900 Sarno Road, around 2:30 a.m. Monday for a fire alarm.
A swastika was painted on the inside of a storage shed door. Outside were the words "Allahu Akbar," which is Arabic for "God is Great," and a painted window on the front of the shed with the words "We See U."
But is this a hate crime?
Church leaders said yes. However, police aren't going that far as of yet, saying the investigation must run its course to determine if that's the reason behind the arson, graffiti and criminal mischief.

Police have not confirmed to Local 6 that the case is being investigated as a hate crime, but say they are investigating the fire and vandalism as arson and criminal mischief.
"I would just say that everything is being looked at. All avenues are going to be explored. If it meets that criteria, that would be something that would be looked at," said Lt. Cheryl Trainer.
Police told Local 6 they are hesitant to label the case as a hate crime because they don't want to alarm the public. They said they will determine if the graffiti was done at the same time as the vandalism and arson to determine if it is, in fact, a hate crime. At this time they are calling it arson and criminal mischief.

New Law Against 'Gay Rights' Ordinances: Arkansas
Arkansas is poised to enact both a religious liberty law (House Bill 1228) and a law (Senate Bill 202) that prohibits local governments from passing "gay rights" ordinances aimed at circumventing state laws that do NOT ban discrimination based on sexual orientation or gender identity.

Republican Gov. Asa Hutchinson said he was concerned about taking away local control from municipalities. But he said he would let the bill become law without his signature [by default after five days], a move often used to show discontent but acknowledge there is enough support to override a veto.
The Arkansas House approved the measure in a 58-21 vote [after the Senate passed it 24-8], meaning it will become law unless vetoed. The chamber also approved a measure that would protect residents from being forced to act against their religious beliefs; that legislation now heads to the Senate.
House members also approved a bill that bars the state or local governments from placing a "substantial burden" on a person's right to exercise their religion. [Rep. Bob] Ballinger said the measure would, for example, protect a Muslim butcher who doesn't want to work with pork or a Christian who doesn't want to perform a same-sex wedding.
That legislation is patterned after the federal Religious Freedom Restoration Act of 1993 [RFRA]. According to the National Conference of State Legislatures, 19 states have similar laws and 10 states are currently considering them.

Copeland noted that bakers and wedding planners who have generated controversy for electing not to provide services for gay marriages.
"If they could stand here today, I believe they would tell you that this is very much needed," Copeland said.

The bill would bar the state from burdening a person’s exercise of religion unless doing so furthers a compelling government interest and the state uses the least restrictive means of furthering that interest.
As an example, Ballinger said the law likely would require a school to make an exception to a rule against hats if a Jewish student wanted to wear a yarmulke on a holy day.
Ballinger also said he believes that gay rights and civil rights for blacks are different issues because people are born into their race but sexual orientation is “a choice.”

Arkansas state Sen. Bart Hester (R), who sponsored the bill, told BuzzFeed News that creating uniform policies across the state will attract businesses and that he was angered by one city’s repeated attempts to expand rights for lesbian, gay, bisexual and transgender individuals.
Hester told BuzzFeed News that it isn't just LGBT individuals who are singled out for discrimination. “I am singled out as a politician. I am singled out because I am married to one woman … I want everyone in the LGBT community to have the same rights I do. I do not want them to have special rights that I do not have.”
The bill's stated goal is to improve intrastate commerce by making it illegal for state businesses, organizations or employers to implement or enforce policies outlawing discrimination on grounds not covered in state law. Currently, Arkansas does not have LGBT protections at the state level.
Nationally, there has been pushback from state legislatures against expanding LGBT rights. . . .

A new HIV strain in some patients in Cuba appears to be much more aggressive and can develop into AIDS within three years of infection. Researchers said the progression happens so fast that treatment with antiretroviral drugs may come too late.
Without treatment, HIV infection usually takes 5 to 10 years to turn into AIDS, according to Anne-Mieke Vandamme, a medical professor at Belgium's University of Leuven. According to the study, published in the journal EBioMedicine, Vandamme was alerted to the new aggressive strain of HIV by Cuban health officials who wanted to find out what was happening.
While fast progression of HIV to AIDS is usually the result of the patient's weak immune system rather than the particular subtype of HIV, what's happening in Cuba is different.
The new variant, named CRF19, is a combination of HIV subtypes A, D and G.

A strain of HIV that progresses to full-blown AIDS within three years if left untreated has become “epidemic” among newly infected patients in Cuba who reported having unprotected sex with multiple partners, according to a study published last week by international researchers working with patients and doctors in the Caribbean island nation.
The strain of human immunodeficiency virus — a combination of three subtypes of the virus — progresses so fast that researchers at Belgium’s Catholic University of Leuven said they worry patients infected with the mutated virus may not seek antiretroviral therapy until it’s too late.
Hector Bolivar, a physician and infectious-disease specialist with the University of Miami Miller School of Medicine, said the HIV research community has long known about the virus’ capacity to mutate and create new versions.
More than 60 strains of HIV type 1 exist in the world because of mutations.

“We have a collaborative project with Cuba and the Cuban clinicians had noticed that they recently had more and more patients who were progressing much faster to AIDS than they were used to [seeing],” said Professor Anne-Mieke Vandamme, a professor in the Department of Microbiology and Immunology at Rega [Institute for Medical Research in Belgium], according to Voice of America. “In this case, most patients had AIDS even at diagnosis.”
The findings are especially concerning considering many people might not even know they have HIV infection. Firstly, because HIV tests normally can’t detect the virus during the first few weeks of infection (sometimes months), thus producing false negatives. Also, once a person gets through the flu-like symptoms that characterize acute infection — usually occurring about two to four weeks after infection — the virus undergoes a latency period, during which time it replicates and lives inside the body without causing any symptoms. This is the period that normally lasts 10 years before AIDS develops. Many of the current study’s patients, however, had gotten negative test results a maximum of one to two years prior to participating.

Normally, HIV first anchors itself to human cells before settling. The virus uses co-receptors (proteins that are part of the cell membrane) as anchor points. Most HIV strains also use co-receptors called CCR5 as anchor points before changing the anchor points to CXCR4, which leads to AIDS. Typically, a person will remain healthy for several years before the virus changes anchor points.
The particularly aggressive HIV strain found in Cuba uses CXCR4 anchor points early in the infection, which minimizes the amount of healthy time a person has before being diagnosed with AIDS.
. . . unprotected sexual intercourse with multiple partners should be avoided to reduce the odds of contracting more than one strain of HIV, scientists said.
This strain is expected to hamper efforts at eliminating HIV and AIDS from the disease landscape, as patients can become infected with AIDS before they even realize they have HIV.
