Illinois Republican Robert Dold has joined President Obama and the Democrat party with pro-abortion legislation to restrict states from stopping tax-payer funding of Planned Parenthood, the nation's largest abortion provider.

Planned Parenthood has been under sustained attack from Republicans who say it should not receive public money for any preventive healthcare services because some of its clinics provide abortions.
[Arizona and] Seven other states have taken similar actions, or tried to [defund Planned Parenthood], according to Dold, a freshman member.
These include Ohio, Kansas, Indiana, North Carolina, Tennessee, New Hampshire and Texas, where the decision to block funds has prompted a complicated court battle.
Dold's bill, the Protecting Women's Access to Health Care Act, would "prohibit discrimination" in the awarding of funds under Title X, a federal grant program for family-planning organizations that was signed into law by former President Nixon.

[Dold] introduced the “Protecting Women’s Access to Health Care Act” at a press conference, flanked by representatives from Planned Parenthood and the Republican Majority for Choice.
Dold wouldn't go after his fellow Republicans beyond noting that he’d broken with his party during the defunding vote and said he looked forward to “working with members on both sides of the aisle” in supporting his legislation.

Although the law prevents Title X family planning funds from being used for abortions, money is fungible and, as the latest data show, Planned Parenthood received a reported $79 million in Title X funding in 2010, and a total of approximately $342 million between 2002 and 2008.
Last year, Dold voted against an amendment written by his colleague Rep. Mike Pence (R-Ind.) that would have ended Planned Parenthood’s Title X funding. The measure passed 240-185, but it was stalled in the Democrat-controlled Senate.
